Staff recommends approval. This contract will allow the purchase and construction of a Type 1 14 foot generator powered module mounted ambulance on a Ford F-450 Powerstroke diesel chassis. The ambulance will be build by Frazer, Inc. of Houston, Texas. The cost of this unit will be $119,050.00. The ambulance will be design for the Fire Department and will include aluminum cabinets, seamless cushions, horizontally mounted oxygen cylinder, fluorescent lights in the patient compartment, filtered air conditioning, 100% vinyl flooring, stainless steel counter tops, stainless steel cot plates, on -board battery charger and stainless steel grab handles. The unit will incorporate a child safety seat in the patient compartment for the transportation of minors. The chassis will be a Ford F-450 Powestroke diesel chassis with a 7.3 -liter diesel. The unit will comply with all Federal specifications and regulations for ambulances. This style and brand of ambulance is utilized in many Metroplex cities. Additional cost will be incurred for the lettering and striping at approximately $2,000.00; radios at $13,870.04; and self contained breathing apparatus (SCBA.) at $4,550.00. The total cost for this project is $139,470.04. Attached for supporting documentation is the following items: *Proposal from the ambulance manufacturer, Frazer, Inc. of Houston, Texas. *Memorandum detailing the cost of lettering and striping, and radios, and SCBAs. I n A RESOLUTION OF THE TOWN OF WESTLAKE FINDING AND DECLARING AN EMERGENCY REGARDING THE PROVISION OF AN AMBULANCE AND ASSOCIATED EQUIPMENT; AND AUTHORIZING EXPENDITURES FOR THE COMPLETION OF SAID ACQUISITION. WHEREAS, the Town of Westlake commenced the operation of the Town of Westlake Fire Department during May of 2002; and WHEREAS, the Town of Westlake Fire Department was subsequently lent certain fire apparatus necessary to provide emergency fire services to the Town of Westlake; and WHEREAS, based on the scope of services provided and the geographic limits of the Town of Westlake service area, the Town of Westlake Fire Department must obtain an ambulance and all associated equipment as soon as possible, and WHEREAS, due to circumstances beyond the Town's control, the acquisition of an ambulance was not timely commenced; and WHEREAS, the Board of Aldermen finds and concludes that an emergency exists that requires the immediate appropriation of funds to preserve the property of the Town, to protect the public health and safety of the Town's residents and to preserve the safety of the Town and its citizens; and WHEREAS, the Town Manager's staff has sought and received comparable estimates for the ambulance; and WHEREAS, this emergency obligates the Town of Westlake to acquire an ambulance in the most efficient, economical manner, the Board of Aldermen finds and concludes that the citizens are best served by the Town completing such work without the necessity of accepting Zn competitive bids pursuant to Chapter 252, Texas Local Government Code. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE TOWN OF WESTLAKE, TEXAS: SECTION 1: That all matters in the preamble are found to be true and correct and are incorporated into the body of this Resolution as if copied in their entirety. SECTION 2: An emergency is hereby declared for the acquisition of an ambulance and all associated equipment. SECTION 3: That the Town Manager, or his designee, is authorized and directed to enter into an agreement for the acquisition of an ambulance, with all associated equipment, in an amount not to exceed $140,000.00. Any actions previously taken by the Town Manager in the undertaking of this project are hereby ratified and approved. SECTION 4: This resolution shall become effective upon the date of its passage. Staff recommends approval. This contract will allow the construction of a Class "A" pumper for the Fire Department. This pumper will be paid for under the federal grant and Town funds on a 90% federal funding and 1.0% Town funding. Distribution of the funds will be divided into three (3) sections. One will be for the apparatus; one will be for radios; and one will be for sell' -contained breathing apparatus (SCBA). The apparatus will meet all National Fire Protection Standards for fire apparatus and will be equipped for firefighting purpose, Luverne Fire Apparatus Company, LTD will manufacture the apparatus. Luverne Fire Apparatus Company is located in Brandon South Dakota and has been in since 1912. The local representative for Luverne Fire Apparatus is Metro Fire Apparatus Specialist located in Houston, Texas. The apparatus will be manufactured on a Spartan chassis, which is designed for fire apparatus application. The apparatus will be powered by a 330hp Cummins motor and an Allison transmission. The apparatus body will be constructed of stainless steel but will have aluminum roll up doors. The apparatus body will be the rescue style, allowing maximum storage and a hose bed capable of holding 1000 feet of five (5) inch supply hose and eight (8) hundred feet of three (3) inch hose. The apparatus will also have three (3) speed lay lines -- two (2) 1-3I4 inch lines and one (1) 2-112 inch line — for quick attack. The apparatus pump will capable of pumping 1500 gallons per minute. The apparatus pump panel will be top mounted, allowing the pump operator maximum visibility of the scene and safety. The apparatus is designed to seat four (4) personnel in the cab. The cab will be air conditioned and heated. The apparatus will be red In color and lettered and striped to Town specifications. Delivery of the apparatus is Projected for February 2003. The cost of the apparatus, including loose equipment (hose, tools, positive pressure ventilation fan, etc.) will be $212,562.46. The next distribution will be for the radios. Radios for the pumper will be purchased from Motorola, Inc. with installation and programming to be done locally by DFW Communications. The cost of the radios is $7,694.54. The next distribution will be for the SCBAs. These units will include four (4) SCBAs, four (4) spare bottles, and face pieces for nine (9) personnel with voice amplifiers. These units will be purchased through an interlocal agreement from Municipal Emergency Services, Inc. The cost of these items will be $11,755.00. The total cost of the apparatus and equipment, radios, and SCBAs will be $232,012.00. This is the amount approved under the grant and will require the federal portions to be $209,000 (90%) and the Town's portion will be $23,012.00. A RESOLUTION OF THE TOWN OF WESTLAKE FINDING AND DECLARINGAN EMERGENCY REGARDING THE PROVISION OF A PUMPER APPARATUS AND ASSOCIATED EQUIPMENT; AND AUTHORIZING EXPENDITURES FOR THE COMPLETION OF SAID ACQUISITION. WHEREAS, the Town of Westlake commenced the operation of the Town of Westlake Fire Department during May of 2002; and WHEREAS, based on the scope of services provided and the geographic limits of the Town of Westlake service area, the Town of Westlake Fire Department must obtain a pumper and all associated equipment as soon as possible, and WHEREAS, the Board of Aldermen finds and concludes that an emergency exists that requires the immediate appropriation of funds to preserve the property of the Town, to protect the public health and safety of the Town's residents and to preserve the safety of the Town and its citizens; and WHEREAS, the Town Manager's staff has sought and received comparable estimates for the pumper and associated equipment; and WHEREAS, this emergency obligates the Town of Westlake to acquire a pumper and all associated equipment in the most efficient, economical manner, and the Board of Aldermen finds and concludes that the citizens are best served by the Town completing such work without the necessity of accepting competitive bids pursuant to Chapter 252, Texas Local Government Code. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE TOWN OF WESTLAKE, TEXAS: SECTION 1: That all matters in the preamble are found to be true and correct and are incorporated into the body of this Resolution as if copied in their entirety. SECTION 2: An emergency is hereby declared for the acquisition of a pumper and all associated equipment. SECTION 3: That the Town Manager, or his designee, is authorized and directed to enter into an agreement for the acquisition of a pumper, with all associated equipment, in an amount not to exceed $215,000.00. Any actions previously taken by the Town Manager in the undertaking of this project, and the construction of a fire apparatus storage building are hereby ratified and approved.
