Consider,a resolution terminating the municipal employee interlocal agreement with the
Town of Trophy Club effective No,,ember 1, 2001.
RECOMMENDATION

In February of 2001, the Town of Westlake entered into the attached interlocal agreement
to provide personnel benefits for new hires in the Town of Westlake by contracting these
employees through the Town of Trophy Club.
T he adoption of the Fiscal Year 20011/2002 budget provides for additions to the f ll time
Westlake staff which require a high ,r degree of control over job posting, interviewing,
salary negotiation, benefit negotiati m and overall employee personnel handling
procedures than provided by the Trophy Club agreement.
Benefits were included in the Town of Westlake FY 2001/2002 budget, thus negating the
need to continue this contract. Since the Board has approved the addition of TMRS
(retirement) benefits, it behooves th -- Town to immediately terminate the agreement in
order to begin receiving TMRS crec? its for contributions to the re :irement plan in the
name of Westlake rather than Tropl y Club, which saves Westlake money.
Westlake employees will be covere i under the Westlake insurance and retirement plans
November 1, 2001.
The original term of the agreement vas for one year, renewable up to ten years with a
termination notice of six months. r= he Trophy Club City Attorney has informed the
Town that Trophy Club has no objection to ending the agreement sooner. The Town of
Westlake staff wishes to thank the 'I,.own of Trophy Club for helping us achieve benefits
for our full time employees in the iiaerim while we set up our own program.
