BOARD OF ALDERMEN MEETING
AGENDA

1. CALL TO ORDER.
2. EXECUTIVE SESSION.
A. The Board will conduct a closed session under Texas Government Code section
551.071 to seek advice of counsel on legal matters involving pending or
contemplated litigation, settlement offers, or other legal matters not related
directly to litigation or settlement. Pending or contemplated litigation and
settlement offers include but are not limited to the following:
i. City of Roanoke v. Town of Westlake, Cause No. 02 -01 -00290 -CV (Second
Court of Appeals)
ii. Town of Westlake v. City of Roanoke (Johnny's Automotive tract), Cause No.
2003-20243-158 (158th Judicial District Court of Denton County, Texas)
iii. Sherry Gray v. Henry Barry, et al., Cause No. 153-18458400 (153rd Judicial
District Court of Tarrant County, Texas)
B. The Board will conduct a closed session under Texas Government Code section
551.074 to discuss personnel matters.
C. The Board will conduct a closed session under Texas Government Code section
551.072 to discuss the purchase, exchange, lease, or value of real property.
3. RECONVENE INTO OPEN MEETING.
4. EXECUTIVE SESSION ACTION.
5. PRESENTATION OF A PROCLAMATION FOR HONORARY CITIZENS OF
WESTLAKE TO WELLS FARGO SALES DEVELOPMENT CONSULTANTS.
6. PRESENTATION OF A PROCLAMATION FOR NATIONAL ALCOHOL AND
DRUG ADDICTION RECOVERY MONTH.
7. CITIZENS' PRESENTATIONS: This is an opportunity for citizens to address the
Board on any matter whether or not it is posted on the agenda. The Board cannot by law
take action nor have any discussion or deliberations on any presentation made to the
Board at this time concerning an item not listed on the agenda. Any item presented may
be noticed on a future agenda for deliberation or action.
8. CONSIDER A RESOLUTION REAPPOINTING MEMBERS TO THE
PLANNING AND ZONING COMMISSION.
9. CONDUCT A PUBLIC HEARING AND CONSIDER A RESOLUTION
ADOPTING THE REVISED BUDGET FOR THE TOWN OF WESTLAKE FOR
THE FISCAL YEAR ENDING SEPTEMBER 30, 2005 AND ADOPTING THE
PROPOSED BUDGET FOR FISCAL YEAR ENDING SEPTEMBER 30, 2006.
10. CONSIDER A RESOLUTION FOR THE ANNUAL REVIEW AND APPROVAL
OF THE TOWN OF WESTLAKE INVESTMENT POLICY.
11. CONSIDER A RESOLUTION RECOGNIZING THE IMPORTANCE OF A
UNIFORM MANAGEMENT TOOL FOR ALL DEPARTMENTS TO OPERATE
UNDER IN THE EVENT OF AN EMERGENCY AND AS SUCH ADOPTING
THE NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) AS THAT
TOOL.
12. CONSIDER AN ORDINANCE AMENDING SECTION 80 (SCHOOL ZONES) OF
CHAPTER 90 TRAFFIC AND VEHICLES OF THE CODE OF ORDINANCES
REGARDING SCHOOL ZONE TIMES.
13. CONDUCT A PUBLIC HEARING AND CONSIDER AN ORDINANCE
APPROVING A SPECIAL USE PERMIT FOR A PRIVATE WATER WELL AT
2205 VAQUERO ESTATES BOULEVARD.
14. CONDUCT A PUBLIC HEARING AND CONSIDER AN ORDINANCE
APPROVING A SPECIAL USE PERMIT FOR A PRIVATE WATER WELL AT
31 WYCK HILL LANE.
15. CONDUCT A PUBLIC HEARING AND CONSIDER AN ORDINANCE
APPROVING A SPECIAL USE PERMIT FOR A PRIVATE WATER WELL AT
3060 DOVE ROAD.
16. CONSENT AGENDA: All items listed below are considered routine by the Board of
Aldermen and will be enacted with one motion. There will be no separate discussion of
items unless a Board member or citizen so requests, in which event the item will be
removed from the general order of business and considered in its normal sequence.
A. Review and approve minutes of the regular meeting held on August 22, 2005.
B. Review and approve any outstanding bills.
