BOARD OF ALDERMEN MEETING
AGENDA

1. CALL TO ORDER.
2. EXECUTIVE SESSION.
A. The Board will conduct a closed session under Texas Government Code section
551.071 to seek advice of counsel on legal matters involving pending or
contemplated litigation, settlement offers, or other legal matters not related
directly to litigation or settlement. Pending or contemplated litigation and
settlement offers include but are not limited to the following:
i. City of Roanoke v. Town of Westlake, Cause No. 02 -01 -00290 -CV (Second
Court of Appeals)
ii. Town of Westlake v. City of Roanoke (Johnny's Automotive tract), Cause No.
2003-20243-158 (158th Judicial District Court of Denton County, Texas)
iii. Sherry Gray v. Henry Barry, et al., Cause No. 153-18458400 (153rd Judicial
District Court of Tarrant County, Texas)
B. The Board will conduct a closed session under Texas Government Code section
551.074 to discuss personnel matters.
C. The Board will conduct a closed session under Texas Government Code section
551.072 to discuss the purchase, exchange, lease, or value of real property.

4. EXECUTIVE SESSION ACTION.
5. CITIZENS' PRESENTATIONS: This is an opportunity for citizens to address the
Board on any matter whether or not it is posted on the agenda. The Board cannot by law
take action nor have any discussion or deliberations on any presentation made to the
Board at this time concerning an item not listed on the agenda. Any item presented may
be noticed on a future agenda for deliberation or action.
6. RECEIVE A CERTIFIED AFFIDAVIT FROM THE MAYOR AND CONSIDER
AN ORDINANCE ANNEXING A PORTION OF THE R. BAKER SURVEY,
TARRANT COUNTY, TEXAS, COMMONLY REFERRED TO AS THE
STAGECOACH HILLS SUBDIVISION, PURSUANT TO SECTION 43.024 OF
THE TEXAS LOCAL GEVERNMENT CODE.
7. PUBLIC HEARING TO CONSIDER THE GRANT OR DENIAL OF A PETITION
FOR ANNEXATION SUBMITTED BY JOE SKAGGS AND ELIZABETH
SKAGGS FOR APPROXIMATELY 1.0 ACRES OF THE G. B. HENDRICKS
SURVEY, ABSTRACT 680, TARRANT COUNTY, TEXAS.
8. CONSIDER AN ORDINANCE CONFIRMING AND RATIFYING THE
ANNEXATION OF APPROXIMATELY 1.0 ACRES OF PROPERTY IN THE G.
B. HENDRICKS SURVEY, ABSTRACT NO. 680, TARRANT COUNTY, TEXAS,
INTO THE TOWN LIMITS OF WESTLAKE, TEXAS, PURSUANT TO
SECTION 43.028 OF THE TEXAS LOCAL GOVERNMENT CODE.
9. CONSIDER AN ORDINANCE AMENDING ORDINANCE 461, ADOPTING THE
2003 INTERNATIONAL FIRE CODE AS AMENDED BY THE TOWN.
10. CONSIDER A RESOLUTION AUTHORIZING THE TOWN MANAGER TO
ENTER INTO AN AGREEMENT WITH MANHATTAN CONSTRUCTION
COMPANY FOR THE MANAGEMENT OF ALL CONTRACTORS
PERFORMING WORK RELATED TO THE PHASE I
REMODELING/CONVERSION OF POD E CIVIC CAMPUS.
11. CONSIDER A RESOLUTION AUTHORIZING THE TOWN MANAGER TO
ENTER INTO AN AGREEMENT WITH THE ANDREW JOSEPH COMPANY
FOR CONSTRUCTION WORK RELATED TO THE PHASE I
REMODELING/CONVERSION OF POD E CIVIC CAMPUS.
12. CONSIDER A RESOLUTION AUTHORIZING THE TOWN MANAGER TO
ENTER INTO AN AGREEMENT WITH HUMPHREY AND ASSOCIATES FOR
CONSTRUCTION WORK RELATED TO THE PHASE I
REMODELING/CONVERSION OF POD E CIVIC CAMPUS.
13. CONSIDER A RESOLUTION AUTHORIZING THE TOWN MANAGER TO
ENTER INTO AN AGREEMENT WITH MEDCO CONSTRUCTION FOR
CONSTRUCTION WORK RELATED TO THE PHASE I
REMODELING/CONVERSION OF POD E CIVIC CAMPUS.
14. CONSIDER A RESOLUTION AUTHORIZING THE TOWN MANAGER TO
ENTER INTO A CONTRACT WITH SPARKS SYSTEMS FOR THE
PURCHASE, INSTALLATION, AND CONTINUATION OF A FIXED BASE
METER READING PILOT PROGRAM.
15. HISTORICAL PRESERVATION SOCIETY UPDATE.
16. CONSENT AGENDA: All items listed below are considered routine by the Board of
Aldermen and will be enacted with one motion. There will be no separate discussion of
items unless a Board member or citizen so requests, in which event the item will be
removed from the general order of business and considered in its normal sequence.
A. Review and approve minutes of the regular meeting held on June 13, 2005.
B. Review and approve any outstanding bills.
