TOWN OF WESTLAKE, TEXAS
NOTICE OF REGULAR MEETING
TO THE CITIZENS OF THE TOWN OF WESTLAKE, TEXAS:

Notice is hereby given that the Board of Aldermen of the Town of Westlake, Texas, will meet at 7:00
p.m. on Monday, December 13, 1999, in Room 1 and 2 of the Solana Education Center, 3 Village
Circle, in the Town of Westlake, Texas. (Note location change.) The Board will open the meeting at
7:00 p.m. and recess into executive session. The Board will then reconvene into open session at 7:30
p.m. The Board will consider the following agenda:
1. Meeting called to order.
2. EXECUTIVE SESSION.
A. The Board will conduct a closed session under Texas Government Code section 551.071
to seek advice of counsel on legal matters involving pending or contemplated litigation,
settlement offers, or other legal matters not related directly to litigation or settlement.
Pending or contemplated litigation and settlement offers include but are not limited to
the following:
Competing applications of the Town of Westlake and the Circle T Municipal Utility
Districts Nos. 1 and 2 for Certificate of Convenience and Necessity, SOAH Docket Nos.
482-97-0134 and -0175.
B. Reconvene into open meeting at 7:30 p.m.
3. Consider and take action necessary with respect to any of the pending matters in Item #2
above.
4. Review and approve minutes of the regular meeting held on November 22, 1999.
5. Consider a resolution acknowledging the work of Henry Wilson of the Regional Transportation
Council and extending the Town's thanks.
6. Consider a resolution identifying the State Highway 114 and State Highway 121 corridor as a
project of State and national significance, and requesting the Texas Transportation Commission
identify funds and facilitate the express/managed alternative improvement.
7. Consider and take action on an ordinance regulating the disposal of trash (as defined in the
ordinance); providing definitions; prohibiting the deposit of trash onto public and private areas
within the Town; requiring that construction trash be removed at the owner's expense;
requiring persons occupying a residence and persons owning, operating or occupying any
public, commercial, industrial or other business establishment to provide trash bags or
mechanical trash containers for disposal of trash; requiring that trash bags or mechanical trash

containers be closed or covered; declaring a nuisance; providing a savings clause; providing a
severability clause; providing a penalty of not less than one dollar ($1.00) or more than two
thousand dollars ($2,000.00); providing that a separate offense shall be deemed committed
each day during or on which a violation occurs or continues; and providing an effective date.
S. Consider and take action on an ordinance relating to traffic and street controls and speed limits.
9. Consider and take action on a resolution approving the alignment of Dove Road as presented
by staff.
10. Consider an interlocal agreement providing for the withdrawal of the Circle T MUDs 1, 2 & 3
CCN for sewer service and supporting the Town of Westlake's application for sewer CCN.
11. Conduct a Public Hearing to consider and take action on an ordinance to amend PD 3-1
zoning for a golf course residential community.
12. Review and approve any outstanding bills.
13. Adjournment.
The Board of Aldermen may at any time convene into executive session as authorized by Chapter
551 of the Texas Government Code to discuss any item posted on the agenda.
