NOTICE OF REGULAR MEETING

TO THE CITIZENS OF THE TOWN OF WESTLAKE, TEXAS:
Notice is hereby given that the Board of Aldermen of the Town of Westlake, Texas, will meet at 6:00
p.m. on Monday, September 13, 1999, in Suite 200, 3 Village Circle, in the Town of Westlake,
Texas. (Note location change.) The Board will open the meeting at 6:00 p.m. and recess into
executive session. The Board will then reconvene into open session at 7:30 p.m. The Board will
consider the following agenda:
1. Meeting called to order.
2. EXECUTIVE SESSION.
A. The Board will conduct a closed session under Texas Government Code section 551.071
to seek advice of counsel on legal matters involving pending or contemplated litigation,
settlement offers, or other legal matters not related directly to litigation or settlement.
Pending or contemplated litigation and settlement offers include but are not limited to
the following:
i. City of Roanoke v. Town of Westlake, Cause No. 97-50250-367 (Denton County
District Court)
ii. Competing applications of Town of Westlake and Lake Turner Municipal Utility
Districts Nos. 1 and 2 for Certificate of Convenience and Necessity, SOAH
Docket Nos. 482-97-0134 and -0175
B. The Board will conduct a closed session under Texas Government Code section 551.074
to discuss personnel matters including the appointment of a Town Manager.
C. The Board will conduct a closed session under Texas Government Code section 551.072
to discuss the purchase, exchange, lease, or value of real property.
D. Reconvene into open meeting at 7:30 p.m.
3. Consider and take action necessary with respect to any of the pending matters in Item ##2
above.
4. Consider and take action on an Ordinance appointing Trent O. Petty as Town Manager and
authorizing a contract providing for his services.
5. Consider and take action on an Ordinance declaring a moratorium on the issuance or
acceptance of any development or building permits for any and all properties subject to a
contested Certificate of Convenience and Necessity pending before the Texas Natural
Resources Conservation Commission.
6. Citizens' Presentations: This is an opportunity for citizens to address the Board on any matter
whether or not it is posted on the agenda. The Board will not take action on any presentation
made to the Board at this time concerning an item not listed on the agenda.

7. Review and approve minutes of the regular meeting held on August 23, 1999, at 7:30 p.m. and
the special meeting held on August 23, 1999 at 8:00 a.m.
8. Review and approve any outstanding bills.
9. Receive a presentation from John Hesseler of HKS, Inc. concerning the building elevations of
the main building and the parking garage on the Fidelity project.
10. Receive a presentation from Four Peaks Development Company concerning construction of the
Glenwyck Farms subdivision.
11. Receive a report from Jeff Williams, the Town Engineer, on the items of work being performed
by the Town's Consultants.
12. Consider and take action on a budget for the Department of Public Safety for the period
beginning October 1, 1999 and ending December 31, 2000.
13. Consider and take action on a Resolution amending the 1998-99 Operating Budget.
14. PUBLIC HEARING concerning the budget for the fiscal year ending September 30, 2000.
15. Consider and take action to approve the budget for the fiscal year ending September 30, 2000,
16. Other business: Discussion by the Board of Aldermen of items of importance and concern not
listed on the agenda. No action or vote will be taken on any of these items.
17. Adjournment.
