NOTICE OF REGULAR MEETING
TO THE CITIZENS OF THE TOWN OF WESTLAKE, TEXAS:
Notice is hereby given that the Board of Aldermen and the Planning and Zoning Commission of the
Town of Westlake, Texas will meet at 5:00 p.m. on Monday, July 27, 1998, in Salons A -C of the
Marriott Solana Hotel, 5 Village Circle, in the Town of Westlake, Texas. The Board and Commission
will open the meeting at 5:00 p.m. and recess into executive session. The Board and Commission will
then reconvene into open session at 7:30 p.m. The Board will consider the following agenda and will
conduct a Joint Public Hearing with the Planning and Zoning Commission to consider the matters
under Item 47.
1. Meeting called to order.
2. EXECUTIVE SESSION (5:00 p.m.):
A. The Board will conduct a closed session under Chapter 551.071 of the Government Code
to seek or receive its attorneys' advice with regard to pending or contemplated litigation
involving the Town and Aldermen including, but not limited to the following:
i. Hillwood Corporation, et al. vs. Scott Bradley, et al;
ii. City of Roanoke vs. Town of Westlake;
iii. Town of Westlake vs. City of Southlake;
iv. Town of Westlake vs. City of Ft. Worth;
v. Town of Westlake vs. Circle T Municipal Utility Districts Nos. 1, 2 and 3;
vi. Other contemplated or pending litigation;
B. The Board will conduct a closed session under Chapter 551.072 of the Government Code
to deliberate the purchase, exchange, lease or value of real property.
C. The Board will conduct a closed session under chapter 551.074 of the Government Code
to discuss personnel matters.
D. Reconvene open meeting at 7:30 p.m.
3. Consider and take action necessary with respect to any of the pending matters in item 42 above,
or other contemplated actions against parties involved in actions to destroy the Town.
4. Review and approve minutes of the regular meeting held on July 13, 1998.
5. Citizens' Presentations: This is an opportunity for citizens to address the Board on any matter
whether or not it is posted on the agenda, The Board will not take action on any presentation
made to the Board at this time concerning an item not listed on the agenda.

6. Review and approve any bills paid or unpaid.
7. JOINT PUBLIC HEARINGS; consideration and actions on the following matters: (NOTE:
The public hearings conducted under this Item will be held as joint public hearings between the
Planning and Zoning Commission and the Board of Aldermen. After receiving the
recommendation of the Planning and Zoning Commission on an item or items, the Board will
consider and take action on an ordinance for that item(s).)
A. Amendments to the Westlake Unified Development Code, Articles XI, XII and XIII.
B. Recommendation of the Planning and Zoning Commission on Item A to the Board of
Aldermen.
C. The application of Maverick Commercial Investments, Inc. to rezone an approximately
3I I -acre tract of land lying in the Charles Medlin Survey, Abstract A-823 and Abstract
A-1034, J. Bacon Survey, Abstract A-2026 and the Memucan Hunt Survey, Abstract A-
756 and generally located in Denton and Tarrant Counties (i) south of S.H. 114, (ii) west
of Precinct Line Road, and (iii) north of Dove Road from "O" Office Park and "R-40"
Estate Residential zoning districts to a "PD" Planned Development District zoning district
authorizing an office complex, including office, personal services, bank and financial
institutions, data center, research and development and accessory uses such as hotel/motel
with conference facility, retail and parking structures.
D. Amendments to the Land Use Plan of the Westlake Comprehensive Plan and the
Westlake Thoroughfare Plan to conform with the proposed Planned Development District
for Maverick Commercial Investments, Inc.
E. Recommendation of the Planning and Zoning Commission on Items C and D to the
Board of Aldermen.
F. The application of AIL Investment, L.P. to rezone the tracts of land described below,
which tracts, when considered together, constitute most of the approximately 2,525 -acre
property commonly known as the Circle T Ranch and generally located in Tarrant and
Denton Counties (i) east of U.S. 377, (ii) west of Precinct Line Road, and (iii) adjacent to
and in the vicinity of the intersection of S.H. 114 and S.H. 170.
Planning Area No. 1: An approximately 452 -acre tract of land lying in the Josiah
Walker Survey, Abstract A-1604, the Leroy Boggess Survey, Abstract A-196, and
Memucan Hunt Survey, Abstract A-756, from "O" Office Park, "R" Retail, "R-
200" Country Residential and "R-40" Estate Residential zoning districts to a "PD"
Planned Development District zoning district authorizing single family, golf and
office uses.
ii. Planning Area No.3: An approximately 531 -acre tract of land lying in the
Memucan Hunt Survey, Abstract A-756, the G.B. Hendricks Survey, Abstract A-
650, the Jesse Gibson Survey, Abstract A-592, the J. Bacon Survey, Abstract A-
2026, the J. Sutton Survey, Abstract A-1454, and the Charles Medlin Survey,
Abstract A-823 and Abstract A-1084, from "O" Office Park and "R-40" Estate
Residential zoning districts to a "PD" Planned Development District zoning district
authorizing single family, golf, resort hotel, office and retail uses.

iii. Planning Area No. 4: An approximately 167-7a'cre tract of land lying in the Charles
Medlin Survey, Abstract A-823, and the J. Sutton Survey, Abstract A-1454, from
"O" Office Park, "R" Retail and "R-40" Estate Residential zoning districts to a
"PD" Planned Development District zoning district office use and a mixed-use
development area to be known as "Texas Town".
iv. Planning Area No. 5: An approximately 200 -acre tract of land lying in the J. Sutton
Survey, Abstract A-1454, the Richard Eads Survey, Abstract A-393 and Abstract
A-492, the J. Bacon Survey, Abstract A-1565 and Abstract A-2026, and the
M.E.P.& P.R.R. Co. Survey, abstract A-923, from "O" Office Park, "R" Retail and
"R-40" Estate Residential zoning districts to a "FD" Planned Development District
zoning district authorizing office, entertainment/office, retail, entertainment/retail,
and mall uses.
v. Planning Area No. 6: An approximately 193 -acre tract of land lying in the J.
Gibson Survey, Abstract A-493 and Abstract A-593, and the William Huff Survey,
Abstract A-648, from "OP" Office/Industrial Park and "O" Office Park zoning
districts to a "PD" Planned Development District zoning district authorizing single
family, golf, office and retail uses.
vi. Planning Area No. 7: An approximately 392 -acre tract of land lying in the William
Huff Survey, Abstract A-648, from "OI" Office/Industrial Park, "O" Office Park
and "R-40" Estate Residential zoning districts to a "PD" Planned Development
District zoning district authorizing single family and golf uses.
vii. Planning Area No. 8: An approximately 223 -acre tract of land lying in the William
Huff Survey, Abstract A-648, from "OP' Office/Industrial and "R" Retail zoning
districts to a "PD" Planned Development District zoning district authorizing office,
office/industrial and retail uses.
viii. Planning Area No. 9: An approximately 158 -acre tract of land lying in the J.
Gibson Survey, Abstract A-493 and Abstract A-593, the M.E.P. & P.R.R. Co.
Survey, Abstract A-923, the J. Bacon Survey, Abstract A-1565, and the William
Huff Survey, Abstract A-648 and Abstract A-519, from "O" Office Park, "R"
Retail, "OI" Office/Industrial and "MF" Multi -Family Residential zoning districts
to a "PD" Planned Development District zoning district authorizing office, retail,
and multi -family uses and a mixed use development area.
(NOTE: Each planning area will be considered as a separate ordinance.)
G. Amendments to the Land Use Plan of the Westlake Comprehensive Plan and the
Westlake Thoroughfare Plan to conform with the proposed Planned Development
Districts for AIL Investments, L.P. as outlined in Item F.
H. Recommendation of the Planning and Zoning Commission on Item G to the Board of
Aldermen.
I. Westlake Open Space Plan.
J. Recommendation of the Planning and Zoning Commission on the Westlake Open Space
Plan.
K. Westlake Engineering Design Standards.

8. PUBLIC HEARINGS; Consideration and action by the adoption of an ordinance(s) on the
following items: (NOTE: The public hearings conducted under this item will be held by the
Board of Aldermen only.)
A. The applications of AIL Investment, L.P., the property owner, to establish public
improvement districts on the following tracts of land as listed below:
Circle T Public Improvement District No. 1, an approximately 1260.70- acre tract
of land in Denton and Tarrant Counties, Texas, and lying in the William Huff
Survey, Abstract A-648, the Jesse Gibson Survey, Abstract A-593 and Abstract A-
493, the Richard Eads Survey, Abstract A-393 and Abstract A-492, the M.E.P.&
P.R.R. Co. Survey, Abstract A-923, the J. Bacon Survey, Abstract A-1565
(Denton) and Abstract A-2026 (Tarrant), J. Sutton Survey, Abstract A-1454, the
Charles Medlin Survey, Abstract A-823 and Abstract A-1084, and the G.B.
Hendricks Survey, Abstract A-680.
a. The general nature of the existing and proposed improvements in the District
include water, sewer, streets and roadways, landscaping, lakes and water
features, hike, bike and equestrian trails, pedestrian ways, parks, civic and
any other improvements permitted by law.
b. The estimated cost of the proposed improvements is $220,000,000.
c. The boundaries of the proposed district are reflected by the above referenced
surveys and is generally an area (i) south of S.H. 114 and S.H. 170, (ii) west
of Precinct Line Road, (iii) north of Dove Road, and (iv) east of U.S.
Highway 377. The map of the proposed boundaries may be viewed at the
Westlake Town Hall.
d. The proposed method of assessment is to annually charge an amount to each
property owner within the district based on the property valuation as
established by the Tarrant County Appraisal District and the Denton County
Appraisal District.
e. The improvements are to be paid entirely by bonds issued and payable from
assessments upon the property owners within the district or the guarantee(s)
of the property owner(s).
f It is not anticipated that the Town of Westlake shall pay any of the normal
costs of improvements within the district.
ii. Circle T Public Improvement District No. 2, an approximately 157.80 -acre tract of
land lying in Denton and Tarrant Counties, Texas, in the J. Gibson Survey,
Abstract A-493, the M.E.P.& P.R.R. Co. Survey, Abstract A-923, the J. Bacon
Survey, Abstract A-1565, and the William Huff Survey, Abstract A-648 (Tarrant)
and Abstract A-519 (Denton).

property owner within the district based on the property valuation as
established by the Tarrant County Appraisal District and the Denton County
Appraisal District.
e. The improvements are to be paid entirely by bonds issued and payable from

of the property owner(s).
f. It is not anticipated that the Town of Westlake shall pay any of the normal
costs of improvements within the district.
PUBLIC NOTICE: It is possible that the Applicant, AIL Investment, L.P. may request and the
Town of Westlake may establish one (1) public improvement district instead of (2) public
improvement districts as set out above and include within the one public improvement district,
Circle T Public Improvement District No. 1, the land area presently set -out for the two public
improvement districts. In the event that one public improvement district is established, it will be
an approximately 1418.50 -acre tract of land, and the estimated cost of the proposed
improvements will be the sum of the improvements presently listed under the two public
improvernent districts.
9. Consider an ordinance or ordinances amending the Land Use Plan of the Westlake
Comprehensive Plan.
10. Consider an ordinance amending the Westlake Thoroughfare Plan.
11. Consider an ordinance adopting the Westlake Open Space Plan.
12. Consider the adoption of an ordinance designating an approximately 311 -acre tract of land lying
in the Charles Medlin Survey, Abstract A-823 and Abstract A-1034, J. Bacon Survey, Abstract
A-2026 and Memucan Hunt Survey, Abstract A-756 and generally located in Denton and
Tarrant Counties (i) south of S.H. 114, (ii) west of Precinct Line Road, and (iii) north of Dove
Road as Reinvestment Zone 41, Town of Westlake, Texas.
13. Consider an ordinance adopting a Tax Abatement Policy for the Town.
14. Consider an ordinance adopting an Economic Development Incentive Policy for the Town.
15. Consider and take action to approve the Town's preferred realignment for 1938.

The following corrections and additions are made to the agenda of the meeting of the Board of
Aldermen and the Planning and Zoning Commission of the Town of Westlake during the open session
at 7:30 p.m. on Monday, July 27, 1998, in Salons A -C of the Marriott Solana Hotel, 5 Village
Circle, in the Town of Westlake, Texas.
A. Item. 7.D. should read: "Amendments to the Land Use Plan and Open Space Plan of the
Westlake Comprehensive Plan and the Westlake Thoroughfare Plan to conform with the
