TOWN OF WESTLAKE, TEXAS
NOTICE OF REGULAR MEETING
TO THE CITIZENS OF THE TOWN OF WESTLAKE, TEXAS:

Notice is hereby given that the Board of Aldermen of the Town of Westlake, Texas, will meet at 7:00
p.m. on Monday, February 14, 2000, in Suite 200, 3 Village Circle, in the Town of Westlake,
Texas. (Note location change.) The Board will open the meeting at 7:00 p.m. and recess into
executive session. The Board will then reconvene into open session at 7:30 p.m. The Board will
consider the following agenda:
1. Meeting called to order.
2. EXECUTIVE SESSION.
A. The Board will conduct a closed session under Texas Government Code section 551.071
to seek advice of counsel on legal matters involving pending or contemplated litigation,
settlement offers, or other legal matters not related directly to litigation or settlement.
Pending or contemplated litigation and settlement offers include but are not limited to
the following:
i. City of Roanoke v. Town of Westlake, Cause No. 97-50250-367 (Denton County
District Court)
ii. Competing applications of Town of Westlake and the City of Keller for Certificate
of Convenience and Necessity, SOAR Docket Nos. 482-97-0134 and -0175
B. Reconvene into open meeting at 7:30 p.m.
3. Take necessary action with respect to any of the pending matters in Item 92 above.
4. Review and approve minutes of the regular meeting held on January 24, 2000.
5. Citizens' Presentations: This is an opportunity for citizens to address the Board on any matter
whether or not it is posted on the agenda. The Board can not by law take action nor have any
discussion or deliberation on any presentation made to the Board at this time concerning an
item not listed on the agenda. Any item presented may be noticed on a future agenda for
deliberation or action.
6. Consider an ordinance calling an election to be held on the 6th day of May, 2000, for the
purpose of electing a Mayor and two Aldermen to two-year terms.
7. Consider a resolution establishing "The Westlake Historical Preservation Board", providing for
appointment procedures, terms of office, responsibilities, reporting requirements and providing
an effective date.
8. Consider a resolution adopting standard background colors for street signage and fixtures.
9. Consider a resolution authorizing and directing the execution of the Trinity River Authority of
Texas - Denton Creek Regional Wastewater Treatment System fifth supplemental contract with
the Town, a continuing disclosure agreement and providing for the effect of the resolution,
contract and agreement.

10. Consider an ordinance establishing enforcement provisions related to the keeping of animals in
the Town; including but not limited to animal health, sanitation, nuisances, animals running at
large, the number of animals that may be kept, space requirements for livestock, the keeping of
wild animals, impoundment and dispositions procedures, providing for fines, providing a
savings clause, and providing an effective date.
11. Consider a resolution authorizing execution of a TexPool participation agreement between the
Trophy Club/Westlake Department of Public Safety and the Comptroller of Public Accounts,
12. Consider a resolution approving a guaranty by the Town of Trophy Club and the Town of
Westlake of an ambulance purchase note by the Trophy Club/Westlake Department of Public
Safety.
13. Consider an ordinance regulating the minimum standards for the installation of underground
utilities in the Town.
14. Consider an ordinance requiring on-site security for certain developments.
15. Consider a resolution amending the 1999-2000 operating budget for the Town.
lb. Review and approve any outstanding bills.
17. Adjournment.
