NOTICE OF REGULAR MEETING W$s�'�E
TO THE CITIZENS OF THE TOWN OF WESTLAKE, TEXAS:
Notice is hereby given that the Board of Aldermen of the Town of Westlake, Texas, will meet at 7:00 p.m.
on Monday, November 11, 2002, in the Education Center, Rooms 1 & 2, located at 3 Village Circle, in the
Town of Westlake, Texas. The Board will consider the following agenda:
1. Meeting called to order and announce a quorum
2. EXECUTIVE SESSION.
A. The Board will conduct a closed session under Texas Government Code section 551.071 to
seek advice of counsel on legal matters involving pending or contemplated litigation, settlement
offers, or other legal matters not related directly to litigation or settlement. Pending or
contemplated litigation and settlement offers include but are not limited to the following:
L City of Roanoke v. Town of Westlake, Cause No. 02 -01 -00290 -CV (Second Court of Appeals)
ii Sherry Gray v. Henry Barry, et al., Cause No. 153-18458400 (153rd Judicial District Court
of Tarrant County, Texas)
iii. Gray v. Town of Westlake and Town of Westlake Zoning Board of Adjustment, Cause No. 02-
02 -00173 -CV (Second Court of Appeals)
iv. Fennel Kare, Inc. and Sherry Gray v. Town of Westlake Zoning Board ofAdjustment, Cause
No. 153-194580-02 (District Court of Tarrant County, Texas)
v. Pending or contemplated litigation concerning the cable television franchise with
OneSource.
vi. Pending or contemplated litigation with Tri -County Electric Coop.
B. Reconvene into open meeting at 7:30 p.m.
3. Take necessary action with respect to any of the pending matters in Item #2 above.
4. Citizens' Presentations: This is an opportunity for citizens to address the Board on any matter whether
or not it is posted on the agenda. The Board cannot by law take action nor have any discussion or
deliberations on any presentation made to the Board at this time concerning an item not listed on the
agenda. Any item presented may be noticed on a future agenda for deliberation or action.
Consider a resolution appointing Dale Merrigan as a new member of the Westlake Historical
Preservation Board..

6. Consider a resolution authorizing the Town Manager to enter into a contract with Angell Custom
Welding for the construction of temporary apparatus bays for the Fire Department and declaring it an
emergency.
7. Consider a resolution authorizing the Town Manager to enter into a contract with Cheatham &
Associates for design and engineering of the Keller/Westlake water storage connection to the Town's
water supply.
8. Consider an Ordinance amending Ordinance No. 395 regarding residential lot development fees.
9. Discuss the "First Wall" Raising Ceremony for the Westlake Academy to be held on November 20,
2002.
10. Consent Agenda: All items listed below are considered routine by the Board of Aldermen and will be
enacted with one motion. There will be no separate discussion of items unless a Board member or
citizen so requests, in which event the item will be removed from the general order of business and
considered in its normal sequence.
A. Review and approve minutes of the regular meeting and workshop held on October 14, 2002.
B. Review and approve any outstanding bills.
C. Consider a Resolution approving certain contracts relating to the Westlake Civic Campus.
D. Consider an ordinance approving the proposed Settlement Agreement and Amended Franchise
Agreement between the Town and TXU Gas Company.
11. Adjournment.

Village Circle, Suite 207, Westlake, Texas, on Friday, November 8, 2002, at 5:00 p.m., under the Open
Meetings Act, Chapter 551 of the Texas Government Code.

Texas Government Code to discuss any item posted on the agenda.
