HomeMy WebLinkAbout09-23-02 TC AgendaNotice of Board of Aldermen me �g Pagel of 3 TOWN OF WESTLAKE, TEXAS NOTICE OF REGULAR MEETING TO THE CITIZENS OF THE TOWN OF WESTLAKE, TEXAS: Notice is hereby given that the Board of Aldermen of the Town of Westlake, Texas, will meet at 6:00 p.m. on Monday, September 23, 2002, in the Westlake Townhall, Suite 207 for a budget workshop. The Board of Aldermen will then meet at 7:00 p.m. in the Education Center, Rooms 1 & 2, located at 3 Village Circle, in the Town of Westlake, Texas to consider the following agenda: 1. Workshop called to order and announce a quorum. 2. Discuss the 2002-2003 budget. 3. Adjourn to the regular meeting in the Education Center, Rooms I & 2, located at 3 Village Circle, Westlake, Texas. 4. Regular meeting called to order and announce a quorum at 7:00 p.m. (The regular meeting will be held after the workshop and may begin later than 7:00 p.m.) 5. EXECUTIVE SESSION. A. The Board will conduct a closed session under Texas Government Code section 551.071 to seek advice of counsel on legal matters involving pending or contemplated litigation, setl.lc:ment offers, or other legal matters not related directly to litigation or settlement. Pending or contemplated litigation and settlement offers include but are not limited to the following: i. City of'Roanoke v. Town of Westlake, Cause No. 02 -01 -00290 -CV (Second Court of'Appeals) ii. Town of Westlake objection to Trophy Club MUD CCNApplication. iii. Sherry Gray, v. Henry Barry, et al., Cause No. 153-1841584-00 (153rd Judicial District Court of Tarrant County, Texas) iv. Gray v. Town of Westlake and Town of Westlake Zoning Board of Adjustment, Cause No. 02 -02 -00173 -CV ( Second Court of Appeals) v. Kennel Kare, Inc. and Sherry Gray v. Town of Westlake Zoning Board of Adjustment, Cause No. 153-194580-02 (District Court of Tarrant County, Texas) B. The Board will conduct a closed session under Texas Government Code section 551.074 to discuss personnel matters as recommended by the Town Manager. C. Reconvene into open meeting at 7:30 p.m. 6. Citizens' Presentations: This is an opportunity for citizens to address the Board on any matter whether or not it is posted on the agenda. The Board cannot by law take action nor have any discussion or deliberations on any presentation made to the Board at this time concerning an item not listed on the agenda. Any item presented may be noticed on a future agenda for deliberation or action. 8. Consider a Resolution authorizing the creation of a non-profit corporation to act as an instrumentality of the Town in connection with the acquisition, conveyance and financing of certain land and facilities relating to the Westlake Academy. 9. Consider a Resolution authorizing the creation of a non-profit corporation to act as an instrumentality of the Town in connection with the management of the Westlake Academy. 10. Consider a Resolution authorizing the Town manager to seek competitive bids for the sale of approximately 24.59 acres of land for the purpose of financing and construction of the Westlake Academy and Civic Complex. 11. Consider a Resolution regarding the state's right-of-way on old U.S. Hwy. 377. 12. Consider a Resolution approving amendments to the budget for FY 2001-2002. 13. Consider a Resolution approving an interlocal agreement with the Keller Police Department. 14. Consider a Resolution adopting the budget for FY 2002-2003. 15. Consider an Ordinance amending Ordinance No. 406 establishing new water rates for the Town. 16. Conduct a staff presentation followed by a Public Hearing to consider an Ordinance amending the Comprehensive Zoning Ordinance by amending Article I1I, Zoning District Map, Subsection 1. 1, Official Zoning Map and Section 3, Purpose of Zoning Districts, Article IV, Land Use Schedule, and Article V, District Development Standards Chart to add "GU" Governmental Use as a zoning district in the Town of Westlake. 17. Conduct a staff presentation followed by a Public Hearing to consider an Ordinance amending the Planned Development Supplement of the Comprehensive Zoning Ordinance No. 309, to remove 24.59 acres of land located at 2600, 2650 and 2674 J.T. Ottinger Road, 18. Conduct a staff presentation followed by a Public Hearing to consider an Ordinance amending the Comprehensive Plan. 19. Conduct a staff presentation followed by a Public Hearing to consider an Ordinance amending the Planned Development Supplement of the Comprehensive Zoning Ordinance, to rezone 24.59 acres of land located at 2600, 2650 and 2674 J.T. Ottinger Road, to accommodate the Westlake Civic Campus. 20. Conduct a staff presentation followed by a Public Hearing to consider an Ordinance making a text amendment to the Unified Development Code establishing the owner's dedication and plat template format to be used on all plats and preliminary plats. 21. Consent Agenda: All items listed below are considered routine by the Board of Aldermen and will be enacted with one motion. There will be no separate discussion of items unless a Board member or citizen so requests, in which event the item will be removed from the general order of business and considered in its normal sequence. A. Review and approve minutes of the safety meeting and regular meeting held on September 9, 2002. B. Review and approve any outstanding bills. C. Consider a Resolution approving certain contracts relating to the Westlake Civic Campus. 23. Adjournment.
