TOWN OF WESTLAKE, TEXAS NOTICE OF REGULAR MEETING TO THE CITIZENS OF THE TOWN OF WESTLAKE, TEXAS: Notice is hereby given that the Board of Aldermen of the Town of Westlake, Texas, will meet at 7:00 p.m. on Monday, August 12, 2002, in the Education Center, Rooms 1 & 2, 3 Village Circle, in the Town of Westlake, Texas. The Board will consider the following agenda: 1. Regular meeting called to order and announce a quorum at 7:00 p.m. 2. EXECUTIVE SESSI©N. A. The Board will conduct a closed session under Texas Government Code section 551.071 to seek advice of counsel on legal matters involving pending or contemplated litigation, settlement offers, or other legal matters not related directly to litigation or settlement. Pending or contemplated litigation and settlement offers include but are not limited to the following: i. City of Roanoke v. Town of Westlake, Cause No. 97-50250-367 (Fort Worth Court of Appeals) ii. Town of Westlake objection to Trophy Club MUD CCNApplication. B. The Board will conduct a closed session under Texas Government Code section 551.074 to discuss personnel matters as recommended by the Town Manager. C. Reconvene into open meeting at 7:30 p.m. 3. Take necessary action with respect to any of the pending matters in Item #2 above. 4. Citizens' Presentations: This is an opportunity for citizens to address the Board on any matter whether or not it is posted on the agenda. The Board cannot by law take action nor have any discussion or deliberations on any presentation made to the Board at this time concerning an item not listed on the agenda. Any item presented may be noticed on a future agenda for deliberation or action. 5. Hear progress report from Bob Bowen of Manhattan Construction and Michael Bennett of Hart Howerton regarding the Westlake Civic Campus project. 6. Consider a Resolution approving the final plat for Daimler/Chrysler development (Circle T Corporate Center No. 1). 7. Conduct a Public Hearing and consider an Ordinance amending Ordinancec 386 regarding residential up lighting. 8. Conduct a staff presentation followed by a Public Hearing to consider an Ordinance amending the Comprehensive Zoning Ordinance by amending Article III, Zoning District Map, Subsection 1. 1, Official Zoning Map and Section 3, Purpose of Zoning Districts, Article IV, Land Use Schedule, and Article V, District Development Standards Chart to add "GU" Governmental Use as a zoning district in the Town of Westlake. 9. Conduct a staff presentation followed by a Public Hearing to consider an Ordinance amending the Planned Development Supplement of the Comprehensive Zoning Ordinance No. 309, to remove 24.59 acres of land located at 2600, 2650 and 2674 J.T. Ottinger Road. 10. Conduct a staff presentation followed by a Public Hearing to consider an Ordinance amending the Comprehensive Plan. 11. Conduct a staff presentation followed by a Public Hearing to consider an Ordinance amending the Planned Development Supplement of the Comprehensive Zoning Ordinance, to rezone 24.59 acres of land located at 2600, 2650 and 2674 J.T. Ottinger Road, to accommodate the Westlake Civic Campus. 12. Consider an Ordinance amending Ordinance No. 399 stating the statutory authority for imposing the statutory charge relating to electric franchise fee payments. 13. Consent Agenda: All items listed below are considered routine by the Board of Aldermen and will be enacted with one motion. There will be no separate discussion of items unless a Board member or citizen so requests, in which event the item will be removed from the general order of business and considered in its normal sequence. A. Review and approve minutes of the regular meeting held on July 22, 2002. B. Review and approve any outstanding bills. 14. Adjournment. CERTIFICATION I certify that the above notice was posted on the front door of the Town Hall of the Town of Westlake, 3 Village Circle, Suite 207, Westlake, Texas, on Friday, August 9, 2002, at 5:00 p.m., under the Open Meetings Act, Chapter 551 of the Texas Government Code.
