NOTICE OF REGULAR MEETING SES d�E
TO THE CITIZENS OF THE TOWN OF WESTLAKE, TEXAS:
Notice is hereby given that the Board of Aldermen of the Town of Westlake, Texas, will meet at 6:30 p.m..
on Monday, May 13, 2002, in the Education Center, Rooms 1 & 2, 3 Village Circle, in the Town of
Westlake, Texas. The Board will consider the following agenda:
1. Regular meeting called to order and announce a quorum at 5:30 p.m.
2. Administer oath of office and present Certificate of Election to newly elected Mayor and Aldermen.
3. Elect a Mayor Pro Tem.
4. EXECUTIVE SESSION.
A. The Board will conduct a closed session under Texas Government Code section. 551.071 to
seek advice of counsel on legal matters involving pending or contemplated litigation, settlement
offers, or other legal matters not related directly to litigation or settlement. Pending or
contemplated litigation and settlement offers include but axe not limited to the following:
i. City of Roanoke v. Town of Westlake, Cause No. 97-50250-367 (Denton County District
Court)
ii. Sherry Gray v. Henry Barry, et al., Cause No. 153-184584-00
B. The Board will conduct a closed session under Texas Government Code section 551.072 to
discuss the purchase, exchange, lease, or value of real property for the Westlake Academy.
C. Reconvene into open meeting at 7:30 p.m.
5. Take necessary action with respect to any of the pending matters in Item #4 above.
6. Citizens' Presentations: This is an opportunity for citizens to address the Board on any matter whether
or not it is posted on the agenda. The Board cannot by law take action nor have any discussion or
deliberations on any presentation made to the Board at this tithe concerning an item not listed on the
agenda. Any item presented may be noticed on a future agenda for deliberation or action.
7. Consider a Resolution expressing appreciation to Mark Schluter. Area Engineer for North Tarrant
County, TxDOT.
8. Conduct a Public Hearing to review the performance of Trinity Waste Services.
9. Consider a Resolution authorizing intervention in gas utilities docket 9292 at the Railroad
Commission; authorizing participation in a steering committee with other cities served by TXU and
requiring reimbursement from TXU Lone Star pipeline of cities' reasonable rate case expenses.

10. Consider a Resolution adopting a contract for Police Services with the City of Keller.
11. Consider an Ordinance establishing the Westlake fire /Rescue as the fire and emergency medical
services provider for Westlake.
12. Consider a Resolution adopting a contract with Baylor Medical Center at Grapevine for EMS Medical
Control Services.
13. Consider a Resolution adopting a contract with Texas Medical Data Systems for EMS Billing and
Collection Services.
14. Consider a Resolution approving an Apparatus Loan Agreement to facilitate borrowing of Fire and
Ambulance apparatus and equipment from neighboring agencies.
15. Consider an Ordinance approving an agreement with the State oC Texas for the installation,
construction, existence, use, operation and maintenance of state highway signals in the Town.
16. Consent Agenda: All items listed below are considered I-outinc by the Board of Aldermen and will be
enacted with one motion. There will be no separate discussion of items unless a Board member or
citizen so requests, in which event the item will be removed frons the general order of business and
considered in its normal sequence.
A. Review and approve minutes of the regular meeting held on April 22. 2002.
B. Review and approve any outstanding bills.
C. Consider an Ordinance adopting the 2000 edition ofthe Internationai Residential Code.
D. Consider an Ordinance adopting the provisions of Article 5102. Texas 'Revised Civil Statutes,
relating to the review of plans and specifications for the purpose of eliminating architectural barriers
encountered by persons with disabilities.
E. Consider a Resolution authorizing the Town. Manager to enter into an Interlocal Contract for
Cooperative Purchasing with the Houston Galveston Area Council (HGAQ.
F. Consider a Resolution authorizing the Town Manager to join the Texas Building and Procurement
Commission Cooperative Purchasing Program (TBPC Co -Op).
17. Recognize the recipients of the Texas Student lousing scl'iclarships for school year 2002-2003.
18. Adjournment.
