Notice is hereby given that the Zoning Board of Adjustment of the Town of Westlake, Texas, will meet at
6:30 p.m. on Monday, May 14, 2001, in Suite 207, 3 Village Circle, in the Town of Westlake, Texas. The
Board will consider the following agenda:

TO THE CITIZENS OF THE TOWN OF WESTLAKE, TEXAS:
Notice is hereby given that the Board of Aldermen of the Town of Westlake, Texas, will meet at 7:00 p.m.
on Monday, May 14, 2001, in the Education Center, Rooms 1 & 2, 3 Village Circle, in the Town of
Westlake, Texas. The Board will consider the following agenda:
1. Regular meeting called to order and announce a quorum at 7:00 p.m.
2. Administer oath of office to newly elected Aldermen.
3. Elect a Mayor Pro Tem.
4. EXECUTIVE SESSION.
A. The Board will conduct a closed session under Texas Government Code section 551.071 to
seek advice of counsel on legal matters involving pending or contemplated litigation, settlement
offers, or other legal matters not related directly to litigation or settlement. Pending or
contemplated litigation and settlement offers include but are not limited to the following:
i. City of Roanoke v. Town of Westlake, Cause No. 97-50250-367 (Denton County District
Court)
ii. Sherry Gray v. Henry Barry, et al., Cause No. 153-18458400
B. Reconvene into open meeting at 7:30 p.m.
5. Take necessary action with respect to any of the pending matters in Item 44 above.
6. Citizens' Presentations: This is an opportunity for citizens to address the Board on any matter whether
or not it is posted on the agenda. The Board cannot by law take action nor have any discussion or
deliberations on any presentation made to the Board at this time concerning an item not listed on the
agenda. Any item presented may be noticed on a future agenda for deliberation or action.
7. Recognize Simeon Bochev, a Westlake fifth grader who submitted a poster for the National Arbor
Day poster contest - Debra Heath.
8. Introduce Betty Redding as the Volunteer of the Year for the Town - Nina Brown.
9. Consider a Resolution ordering the creation of a non-profit corporation pursuant to the Texas
Education Code, approving Articles of Incorporation and Bylaws for, and appointing the initial
Directors of the Corporation, appointing certain consultants and resolving related matters.
10. Consider a Resolution approving the amendment of the bylaws of the Texas Student Housing
Corporation, the Texas Student Housing Corporation - San Marcos Project and the Texas Student
Housing Corporation - College Station Project and resolving related matters.

11. Consider an Ordinance ratifying and confirming the creation, appointing members of the Board,
approving bylaws of the Texas Higher Education Authority and resolving related matters.
12. Presentation from Hillwood Development Corp. regarding the entryway features at Westlake Parkway
and State Highway 114.
13. Presentation from Kimley Horn regarding the Club House and maintenance facility at Vaquero.
14. Conduct a staff presentation to consider a Resolution approving a final plat filed by W.B. Texas
Resort Communities for Vaquero Phase II Residential.
15. Conduct a staff presentation followed by a Public Hearing to consider a Resolution approving a
preliminary plat filed by Randy and Sherry Reed regarding 20.157 acres located at 1480 Dove Road.
lb. Conduct a staff presentation followed by a Public Hearing to consider an Ordinance amending the
Comprehensive Zoning Ordinance by amending Article IV, Permissible Uses by designating zoning
districts and conditions under which private clubs are permitted.
17. Conduct a staff presentation followed by a Public Hearing to consider an Ordinance amending the
Comprehensive Zoning Ordinance by amending Article IV, Permissible Uses by designating zoning
districts and conditions under which lighted tennis facilities and other similar recreation facilities are
permitted and amending Article V, Zoning District Development Standards, Section 2.2, Accessory
Building Setback to provide setback regulations for tennis facilities and other similar recreation
facilities.
18. Consider a Resolution authorizing emergency funding for the construction of Sam School Road.
19. Consider a Resolution amending the budget regarding the Town of Westlake's cost for Department of
Public Safety services.
20. Consent Agenda: All items listed below are considered routine by the Board of Aldermen and will be
enacted with one motion. There will be no separate discussion of items unless a Board member or
citizen so requests, in which event the item will be removed from the general order of business and
considered in its normal sequence.
A. Review and approve minutes of the regular meeting held on Apri19, 2001.
B. Review and approve any outstanding bills.
C. Consider a Resolution opposing legislation designed to limit the use of moratoriums.
D. Consider a Resolution opposing legislation creating a compensable taking in connection with
zoning matters.
21. Adjournment.
