TOWN OF WESTLAKE, TEXAS
NOTICE OF REGULAR MEETING WESTLAKE
TO THE CITIZENS OF THE TOWN OF WESTLAKE, TEXAS:
Notice is hereby given that the Board of Aldermen of the Town of Westlake, Texas, will meet at 7:00
p.m. on Monday, April 12,2004,in the Boardroom of the Town Hall, located at 2650 J.T. Ottinger
Road, in the Town of Westlake, Texas. The Board will consider the following agenda:
1. Meeting called to order and announce a quorum.
2. EXECUTIVE SESSION.
A. The Board will conduct a closed session under Texas Government Code section 551.071 to
seek advice of counsel on legal matters involving pending or contemplated litigation,
settlement offers, or other legal matters not related directly to litigation or settlement.
Pending or contemplated litigation and settlement offers include but are not limited to the
following:
i. City of Roanoke v. Town of Westlake, Cause No. 02-01-00290-CV(Second Court of
Appeals)
ii. Sherry Gray v. Henry Barry, et al., Cause No. 153-18458400 (153rd Judicial District
Court of Tarrant County, Texas)
iii: Gray v. Town of Westlake and Town of Westlake Zoning Board ofAdjustment, Cause
No. 02-02-00.173-CV(Second Court of Appeals)
iv. Kennel Kare, Inc. and Sherry Gray v. Town of Westlake Zoning Board of Adjustment,
Cause No. 153-194580-02 (District Court of Tarrant County, Texas)
v. Town of Westlake v. City of Roanoke (Johnny's Automotive tract), Cause No. 2003-
20243-158 (158th Judicial District Court of Denton County, Texas)
vi.Weyerhaeuser Company DIBIA Trus Joist v. Town of Westlake, Manhattan Construction
Company, L.P., and Better Builders-Dallas, Inc., Cause No 048-203407-03(District Court
of Tarrant Count, Texas)
vii. Boundary issue with Town of Trophy Club.
B. The Board will conduct a closed session under Texas Government Code section 551.074 to
discuss personnel matters.
C. Reconvene into open. meeting.
3, Take necessary action with respect to Item#2 above.

4. Citizens'Presentations: This is an opportunity for citizens to address the Board on any matter
whether or not it is posted on the agenda. The Board cannot by law take action nor have any
discussion.or deliberations on any presentation made to the Board at this time concerning an item
not listed on the agenda. Any item presented may be noticed on a future agenda for deliberation or
action.
5. Consider a Resolution approving the 2002-03 annual audit prepared by Weaver and Tidwell,
L.L.P.
6. Consider an Ordinance canceling the May 15, 2004 general election and declaring each
unopposed candidate elected to office.
7. Conduct a Public Hearing and consider an Ordinance approving an application for a specific use
permit for a private water well to be located at 35 Wyck Hill Lane in the Estates of Westlake.
8. Conduct a Public Hearing and consider an Ordinance amending Article IV, Permissible Uses, of
the Unified Development Code to regulate the drilling of oil and gas wells.
9. Consider an Ordinance establishing rules and regulations for oil and gas well drilling.
10. Consider an Ordinance extending the moratorium on the drilling of oil and/or gas wells.
11. Consider a Resolution authorizing the Town Manager to become a member of the Tarrant
Regional Transportation Coalition.
12. Discuss town fire-ant treatment alternatives.
13. Consider a Resolution authorizing the Town Manager to enter into an agreement with Metro Fire
Apparatus Specialists, Inc. and the Houston-Galveston Area Council of Governments (HGAC) to
purchase a portable generator.
14. Consider a Resolution authorizing the Town Manager to enter into an agreement with Metro Fire
Specialists,Inc. and the Houston-Galveston Area Council of Governments (HGAC)to purchase a
Hydraulic Rescue Tool.
15. Consent Agenda: All items listed below are considered routine by the Board of Aldermen and will
be enacted with one motion. There will be no separate discussion of items unless a Board member
or citizen so requests, in which event the item will be removed from the general order of business
and considered in its normal sequence.
A. Review and approve minutes of the regular meeting held on March 22, 2004.
B. Review and approve any outstanding bills.
