PLANNING AND ZONING COMMISSION MEETING
February 19, 2016
PRESENT: Commissioners Greg Goble, Ryan Groce, Ken Kraska, Michelle Lee and Sharon
Sanden.
ABSENT: Chairman Tim Brittan and Commissioner Liz Garvin
OTHERS PRESENT: Town Manager Tom Brymer, Planning and Development Director
Eddie Edwards, Town Attorney Cathy Cunningham, Town
Secretary Kelly Edwards, Director of Public Works Jarrod
Greenwood, Fire Chief Richard Whitten, Communications &

Regular Session
1. CALL TO ORDER
Commissioner Lee called the meeting to order at 9:00 a.m.
2. CONTINUE A PUBLIC HEARING AND CONSIDER A RECOMMENDATION
REGARDING A ZONING CHANGE REQUEST TO AMEND"PLANNING AREA 5,"A
PORTION OF PLANNED DEVELOPMENT DISTRICT 3 (PD 3-5), LOCATED
ALONG STATE HIGHWAY 170 AND STATE HIGHWAY 114, BY DIVIDING SAID
PLANNING AREA INTO TWO (2) NEW PLANNING AREAS TO BE KNOWN AS PD
3-5A AND PD 3-5B AND ESTABLISHING DEVELOPMENT REGULATIONS,
PERMITTED USES, AND ALLOWABLE DENSITIES FOR BOTH PLANNING AREAS.
ADDITIONALLY, 336,000 SQUARE FEET OF ALLOWED DENSITY WILL BE
TRANSFERRED FROM PD 3-3 TO THE PD 3-5 PLANNING AREA.
Commissioner Lee continued the public hearing.

Town Manager Brymer and Director Edwards provided an overview of the proposed
ordinances that would be considered by the Town Council.

Russell Laughlin, Hillwood Development, Fort Worth, spoke in favor of the item.
Commissioner Lee closed the public hearing.
Discussion ensued regarding apartments, impacts on Westlake Academy, traffic impacts,
and alignment with the Comprehensive Plan.
MOTION: Commissioner Kraska made a motion to recommend approval of
the zoning change request. Commissioner Sanden seconded the
motion. The motion carried by a vote of 5-0.
3. ADJOURNMENT
There being no further business to come before the Commissioners, Commissioner Lee
asked for a motion to adjourn.
MOTION: Commissioner Goble made a motion to adjourn the meeting.
Commissioner Groce seconded the motion. The motion carried by
a vote of 5-0.
Commissioner Lee adjourned the meeting at 9:32 a.m.
