Recommendation: Introduce “Areas of Sensitivity”. Recommendation: Realign with “further study required to determine optimum design” designation. Traffic Analysis Comparison P&Z Commission Public Hearing January 21, 2015 B&M December, 2014 Traffic Analysis Report (modifying the May, 2014 report): Method: December Report used Employment Model (May Report used ITE Trip Generation Model) Assumptions: •1 office emp./600 sf & 1 retail emp./1,200 sf; •HWY 114 & 6/8 connections to HWY 114 can continue to accommodate trip assignments even though operations are gridlocked (failing). Conclusions: •25 mil. sf of non-res. entitlements will generate 175,000 ADT (B&M May estimates at 466,000 ADT) •HWY 114 and 6/8 connections to HWY 114 can serve development at LOS of E or F+ (breakdown) •2 lane Ottinger will carry more cars than a 4 lane Pearson in 2035 MESA Team Thoroughfare Plan: Method: ITE Trip Generation Model Assumptions: •72% of 25 mil. sf of non-res. Entitlement will be built, generating 315,000 ADT •HWY 114 is currently over capacity  breakdown level of operation going forward •Connections to the 2 lane service road will be at LOS in excess of E. •Traffic congestion within 114 corridor and south of Dove Rd. will force high traffic to Dove. Conclusions: •An inter-connected, town-wide system is needed with: •Easterly extension of Dove, •Westward extension of Capital Pkwy/ Westlake Pkwy, •North/south connection for Pearson Rd. and Ottinger Rd. Traffic Analysis Comparison P&Z Commission Public Hearing January 21, 2015 Points of Agreement: •Aggregate non-residential square footage = approx. 25 million square feet •HWY 114 is at capacity now •Without a Pearson Rd. Connection, Davis Blvd., Ottinger Rd., and Roanoke Rd. will function at capacity Points of Disagreement –The MESA Team believes that: •Congestion along and at points of connection with HWY 114 requires relief routes for local movement. •Employment model should use 260 sq. ft./ employee per industry standard. Fidelity has 205 sq. ft./ employee. •LOS E & F+ doesn’t define a “working” system. •Pearson and Peytonville will not carry less cars in 2035 (after development) than they carry today. •Traffic will not continue to load onto a 2 lane, congested Ottinger Rd. (no direct connection to 1179) rather than use a non-congested Pearson (direct connection to 1179).
