EXECUTIVE SUMMARY
On November 12, 2012, the Town Council approved the Westlake Academy master plan
presented by Bennett Benner Pettit, Inc (BB&P). On January 29, 2013 the Council instructed
staffs to have BB&P provide architectural services for Phase I of the campus expansion project
On February 25, 2013 the Town Council approved the Westlake Academy Campus Development
Plan adding a cafetorium/Multi-Proposal Hall, three-story S econdary classroom building, and a
Field House. The elevation of the secondary building was at 695 which met the Town standards
for government use developments. As BB & P received updated surveys and roof top unit
information the height of the roof was increased to 713 feet which is over the Town standard of
700 feet. Staff will request approval from the Town Council for a height variance at the June 17
Town Council meeting.
At the March 22, 2013, meeting the Town Council authorized the Town Manager to enter into
negotiation with Steele & Freeman, Inc. for construction manager at-risk services establishing a
guaranteed maximum price for Phase One of the Westlake Academy campus expansion project.
On May 6, 2013 staff presented the floor plans and exterior renderings of all three buildings.
Council requested staff to present pricing to increase the ceiling height of the Multi-Propose Hall
by eight feet and a second option to increase the square feet of the Multi-Purpose Hall to
accommodate a full court basketball court. Both options will impact the cost of the project and
may push back the completion date by 30 to 45 days. The cost for the two options will be
presented at the workshop.
Steele & Freeman and BB & P continue to work on the design phase of the project. To ensure
this project is completed by the fall of 2014 and to utilize this summer to start the underground
utilities work. S & F will be presenting the contract at the June 17 Town Council meet to start
the utility work in July. At the August Town Council meeting S & F will present an addendum
to the contract which will include a final GMP for the project. This will enable BB & P to
complete all construction documents by mid June which will allow S & F to put the whole
project out to bid by the end of June. This will give Staff and S & F time to review the entire
bids proposal to ensure the project stay within budget.
