MINUTES OF THE
IMPACT FEE ADVISORY COMMITTEE MEETING
OCTOBER 31,1996

Bill Greenwood opened the meeting at 2:05 p.m. by explaining to the Committee
that this meeting is to review the revised water/wastewater plan and thoroughfare plan.
Mr. Greenwood then asked Larry Fuson of The Hogan Corp., the Town Engineering
Advisor, to proceed with the water/wastewater plan. Mr. Fuson told the Committee that
he had updated the plan that was adopted in 1992. He stated that he would briefly
cover the plan and would answer any questions the Committee might have. He then
explained to the Committee the three maps drafted by his firm. (1) Planning Area
Map (2) Proposed Water System (3) Proposed Wastewater System. After some
questions from the Committee it was decided that their main concern is the use of an
elevated storage tank.
Mr. Greenwood then asked Rod Kelly of Barton-Aschman, the Town's Traffic
Consultant, to present the revised thoroughfare plan to the Committee. Mr. Kelly
went through the revised plan explaining that this plan is meant to enhance the current
Comprehensive Plan. There were many questions with the main focus being on the
width of the streets and the fact that the streets would be darkened concrete. Dennis
Wilson, the Town Planner, explained that the street width includes swales and would be
landscaped on both sides and in the median. He then said that the darkened or stained
concrete is to give the impression of a country road.
Mr. Wilson was asked to explain the next step in this procedure. He told the
Committee that the two plans will be presented to the Board of Aldermen at a Public
Hearing on November 25' for their approval. Then this Committee will meet to look at
the capital improvements plan.
Mr. Greenwood adjourned the meeting at 4:25 p.m.
