HomeMy WebLinkAbout08-03-07 WPAS MinPublic Art Committee Minutes of the Committee meeting August 3, 2007 In attendance were Carole Langdon, Shannon LaRue, Tim Brittan, Michelle Corson, Trent Petty, and Scott Bradley. Ms. Corson called the meeting to order and a motion was made for approval of the minutes. The motion was carried unanimously. Ms. Corson gave a brief overview of the meeting with the City Aldermen concerning the Policy Statement of the Public Arts Committee. Ms. Corson stated that the Board of Aldermen generally supported some funding mechanism for the PAC, but did not reach consensus and asked Mr. Petty for additional information. City Manager Trent Petty addressed the committee concerning the town budget as it relates to the PAC. He noted that the Aldermen would not be able to address the PAC until the budget is approved. The Aldermen would have to adopt a budget amendment for any new fees assessed for the Arts Council. Ms. Corson addressed the Visitor's Association fund. Some of the funds could be allocated to the PAC. Mayor Bradley thought the Aldermen viewed the potential for new building fees for PAC was viewed favorably. The committee then discussed the planned trail system as designated in the open space plan. Mr. Petty gave the committee an overview of the long range opportunity for the expansion of the trail system throughout the community. The committee discussed the opportunities for some aesthetic applications when the trail system is expanded. Ms. Corson then proposed the adoption of the mission statement by the committee. The motion passed unanimously. The committee then addressed the priority of PAC projects. Ms. Corson reported that the Aldermen strongly suggested the Blacksmith sculpture as a priority. Mr. Petty will supply a list of artists to the PAC. The committee will work on recommendations of artists to move the project further along with the Aldermen. Ms. Langdon brought up the suggestion concerning the opportunity of highway lighting as a distinction of entry into Westlake. Mr. Petty noted that it would need approval by the Texas Department of Transportation. Mr. Petty said he will discuss it with TEXDOT and report back to the committee. The discussion moved onto other identifying features for the city. Some of the features discussed were: 1) Street signs 2) Directional signage 3) 114 wall murals 4) Landscaping with flowers along sloped areas on Hwy 114. Mr. Petty suggested that the future development for landscape features would need the employment of a landscape designer for the corridor. The committee also discussed the potential for corporate contributions toward the cost of any such installations. The committee then discussed the next meeting to be a field trip around the city in Marriott's bus for a tour of prospective installation sites. The committee discussed the retention of a landscape designer. The committee then discussed the budget for some of the earlier discussed proposals with a potential designer. The time table for the manufacturing of the annual Christmas ornaments was discussed. Ms. Langdon said she would contact the studio regarding designs and report back to the committee. Ms. Corson discussed the need for a website to identify the activities of the PAC. Mayor Bradley noted that the city has had a signature feature of stone already. The rest of the committee acknowledged that future developments continue that desired theme. The committee adjourned. The date for the next meeting has not yet been set.
