MINUTES
The second meeting of the Westlake Public Art Committee was held Wednesday, June
6th, at 10:00 a.m., in the Town's offices at Solana. Attendees were: Tim Brittan,
Michelle Corson, Carol Langdon, Phyllis McConnell, Mary Petty, Trent Petty, and Becky
Rogers. Absent were: Mayor Scott Bradley and Shannon Larue.
Called the meeting to order.
2. A motion was made by Becky Rogers and seconded by Phyllis McConnell, that
the officers be elected as follows: Michelle Corson (President), Carol Langdon
(Vice President), Tim Brittan (Secretary), and Mary Petty (Treasurer). The
motion carried unanimously.
3. Becky Rogers presented information on potential grants, indicating that most
grant funding would not be available until the spring and that the committee
should begin working on grant proposals in the fall. She suggested the committee
speak with the ED for the Westlake Academy Foundation. She also indicated that
grant money might be more accessible if the committee could secure art by Native
Americans or other minority artists.
4. Some discussion ensued about the theme of the committee and the committee
members were supportive of the idea that the art should be "international" or
"multi -cultural" following the example of Solana which was designed by a
Mexican architect. Discussion also centered on involving the heritage of the
community as part of the Chisholm Trail, for example.
5. Carol Langdon presented information about the Arts in Public Places initiatives of
other communities, including Oklahoma City. She discussed the Riverwalk,
Bricktown, the themes (including buffalo and jackrabbits) and how successfully
these had been implemented.
6. Phyllis McConnell presented information about the Arts in Public Places
initiatives of other communities, including Austin and San Antonio. She brought
photographs of some interesting art that included lighting on bridges/underpasses,
and waterscape features.
7. Tim Brittan provided research on various major sculptural pieces, indicating a
likely cost of $25,000 to $100,000 per piece. He mentioned themes of children
(Ring -Around -the -Rosie), Alice in Wonderland (NYC), Ducks (Boston), and
Hippos (Denver Zoo), and indicated that these public spaces were especially
meaningful for kids.
8. Mary Petty provided information about the Christmas ornaments concept. It was
discussed that the ornaments could be done by the PAC committee and sold at
$10 to $20 each and could be offered to our corporate community as a way of
encouraging their participation in the PAC program. Carol Langdon offered a
painted concept as an alternative to etching and Mary suggested using Fidelity as
a focus for the design.
9. Discussion occurred about priorities for locations and pieces. Trent Petty brought
the committee members copies of the Trail Plan for Westlake to review possible
locations for pieces. The idea of putting pieces at the entry points to the Town
was debated with the conclusion that these would be priority locations which
could ultimately be paid for as development occurs within the Town.
10. Mary Petty facilitated the discussion about funding by preparing a draft letter for
the PAC to present to the BOA. The group debated possible methods of
supporting the initiative. A motion was made by Tim Brittan and seconded by
Carol Langdon to draft a Policy Statement for the BOA to include the creation of
a Public Art Fund, funded through $60,000 annually from Hotel/Motel
Occupancy Tax or other Town source, $4,000 out of a proposed $5,000 of each
gas well drilling permit fee, and implementation of a "percent for art program"
with 2% of all non-residential development being set aside for the Public Art
Fund. The content of this proposal was unanimously approved and it was also
agreed that Mary Petty would provide a draft for the committee to be sent to the
BOA in time for the June 26th meeting.
11. The committee reviewed the mission statement and goals of the PAC as provided
in the BOA's resolution creating the PAC and discussed revising the mission
statement and developing a program statement at our next meeting. The
committee will also request a seat on the master plan committee at that time. The
committee acknowledged the BOA's request that a Blacksmith sculpture be
among our first priorities.
12. It was agreed that the next meeting would occur later in the summer; however, a
date was not set for the next meeting.
