Two of the most important criteria for decision making are (1) to target resources toward services of the highest importance to customers; and (2) to target resources toward those services where customers are the least satisfied. The Importance-Satisfaction (I-S) rating is a unique tool that allows public officials to better understand both of these highly important decision making criteria for each of the services they are providing. The Importance-Satisfaction rating is based on the concept organizations will maximize overall citizen satisfaction by emphasizing improvements in those service categories where the level of satisfaction is relatively low and the perceived importance of the service is relatively high. Methodology The rating is calculated by summing the percentage of responses for items selected as the most important services for the Academy to emphasize. This sum is then multiplied by 1 minus the percentage of respondents that indicated they were positively satisfied with the Academy's performance in the related area (the sum of the ratings of 4 and 5 on a 5-point scale excluding “don't know” responses). “Don't know” responses are excluded from the calculation to ensure that the satisfaction ratings among service categories are comparable. [I-S=Importance x (1- Satisfaction)]. Example of the Calculation. Parents were asked to identify the major categories of Academy services they thought were most important. Forty-one percent (41%) of parents ranked the academic progress of your child as the one of the most important Academy services. With regard to satisfaction, the academic progress of your child was ranked eleventh overall with 70% rating the academic progress of your child as a “4” or a “5” on a 5-point scale, excluding “don't know” responses. The I-S rating for academic progress of your child was calculated by multiplying the sum of the most important percentages by 1 minus the sum of the satisfaction percentages. In this example, 41% was multiplied by 30% (1-0.70). This calculation Westlake Academy/Board of Trustees 2015 Parent Survey: Findings Report ETC Institute (2015)Page 30 yielded an I-S rating of 0.1230, which was ranked first out of the thirty-six major service categories. The maximum rating is 1.00 and would be achieved when 100% of the respondents select an activity as one of the items they felt was most important and 0% indicate that they are positively satisfied with the delivery of the service. The lowest rating is 0.00 and could be achieved under either one of the following two situations:  if 100% of the respondents were positively satisfied with the delivery of the service  if none (0%) of the respondents selected the service as one of the services they felt was most important. Interpreting the Ratings Ratings that are greater than or equal to 0.20 identify areas that should receive significantly more emphasis. Ratings from .10 to .20 identify service areas that should receive increased emphasis. Ratings less than .10 should continue to receive the current level of emphasis.  Definitely Increase Emphasis (IS>=0.20)  Increase Current Emphasis (0.10<=IS<0.20)  Maintain Current Emphasis (IS<0.10) The results for Westlake Academy are provided on the following page. The Importance-Satisfaction rating is based on the concept that public agencies will maximize overall customer satisfaction by emphasizing improvements in those areas where the level of satisfaction is relatively low and the perceived importance of the service is relatively high. ETC Institute developed an Importance-Satisfaction Matrix to display the perceived importance of major services that were assessed on the survey against the perceived quality of service delivery. The two axes on the matrix represent Satisfaction (vertical) and relative Importance (horizontal). The I-S (Importance-Satisfaction) matrix should be interpreted as follows.  Continued Emphasis (above average importance and above average satisfaction). This area shows where the Academy is meeting customer expectations. Items in this area have a significant impact on the customer’s overall level of satisfaction. The Academy should maintain (or slightly increase) emphasis on items in this area.  Exceeding Expectations (below average importance and above average satisfaction). This area shows where the Academy is performing significantly better than customers expect the Academy to perform. Items in this area do not significantly affect the overall level of satisfaction that residents have with Academy services. The Academy should maintain (or slightly decrease) emphasis on items in this area.  Opportunities for Improvement (above average importance and below average satisfaction). This area shows where the Academy is not performing as well as residents expect the Academy to perform. This area has a significant impact on customer satisfaction, and the Academy should DEFINITELY increase emphasis on items in this area.  Less Important (below average importance and below average satisfaction). This area shows where the Academy is not performing well relative to the Academy’s performance in other areas; however, this area is generally considered to be less important to residents. This area does not significantly affect overall satisfaction with Academy services because the items are less important to residents. The agency should maintain current levels of emphasis on items in this area. Matrices showing the results for Westlake Academy are provided on the following pages. Need to reinforce to parents that when they choose Westlake Academy, they need to participate with the child to be prepared. Many students need to act more respectfully and listen and sit and pay attention in the classroom lesson time.  Wasn’t sure why parents detour or cut in line at pickup. It has gotten really prominent. Please research. Also, we are interested in field trips based on unit of study. They have become less and less frequent.  Westlake Academy has lost so many great teachers and promising students because of poor administration. The focus is no longer on the students, but on money. Why does a school our size need a million dollar field house for a six man football team? Our trust and respect is gone. Sad. We used to be among the loudest cheerleaders.  Allow study hall for MYP students; too much homework. More than two hours every night. Allow evening conferences for working parents. Add STEM programming. Add more academic clubs, like robotics, programming, etc.  The high and regular teacher turnover is both disturbing and disruptive.  Fix the timeliness of communication. Late communication shows either a lack of planning by the school or a lack of respect for parents, both of which I do not believe to be true. You are better than this.  In the middle year’s program, I would like to have additional programs addressing appropriate behavior as a teenager, specifically bullying, labelling, and overall treatment of peers. These kids are great students. Let’s make sure they become great, caring adults. Westlake Academy, students and parents need to partner more in this area.  So many families are leaving. They need to improve the math program. The report cards aren’t giving us any indication of how our kids are doing. Need more writing in PYP.  No stability in special education; a lot of turnover, not proactive.  Making things easy does not serve children well in the long term. Push them harder. Consequences for not following rules.  The concept of Westlake Academy is excellent and at various times it has had potential to be and was approaching all it purposed to be. Yet, calamity, turnover, no hand-off and distraction have severely hurt Westlake Academy’s fulfillment of its goals. Spanish programs connectivity needs to be considered. DP Math needs to cover more. All DD subjects should be delivered in sequence and with supplemental sessions like it used to be. Westlake Academy needs to be a better choice than the local equivalent.  We love Westlake Academy but feel that the breakdown in communication, parent involvement, and lack of school-wide activities this year was very detrimental to the sense of community we find so valuable in our school.  Please do not leave MYP kids without a counselor. It is the right time to be guided. Be really careful with math teachers, maybe they are super smart, but they don’t know how to teach.  I appreciate all the focus on iPads this year, but would also like to see some put on essay writing and public speaking.  The school has gone downhill in the last two years. Too much administration and teacher turnover. Curriculum is not challenging. Reinstate time limits for homework and that they can fail. Current No Fail policy is not real life.  I wish I could see my child’s work so that I might help better. Westlake Academy/Board of Trustees 2015 Parent Survey: Findings Report ETC Institute (2015)Page 61  Please keep high quality teachers and don’t keep the low quality ones.  The uniforms are overpriced; horrible quality, awful customer service. PYP teachers communicate with parents perfectly, but the MYP/DP teachers do not reply to emails and don’t put enough grades in and return enough graded assignments in Manage-bac, so that in several cases we don’t know how badly our child is doing until it’s too late to help her. Assignments turned in on Manage-bac doesn’t work and they get penalized even though we repeatedly tell the teacher about it, but they don’t respond to emails. The communication and organization in track and cross country is difficult and frustrating. Some MYP teachers expect kids to learn online instead of teaching the material. Westlake Academy has lost its US News and World Report ranking.  Return to smaller class sizes and return to more rigorous MYP. This year, MYP is worse than it has ever been. It is a joke. We are just holding our place for DP because we know it is awesome, as well as PYP.  This school is amazing, but the curriculum needs to be fixed. MYP Humanities is incredibly weak. Math in MYP is improving. Let teach biology. He needs to be there exclusively. Mrs. New needs to teach them to write more. Less use of instruments in class. Teach them English, please. Tutoring costs us a fortune to prepare for tests.  It is really hard to understand how my child is actually doing. It would be great if she could access her own grades. Reporting to Manage-bac is inconsistent, plus when teachers also use other websites along with the school’s website, it becomes quite time consuming to figure out her status.  The quality of teachers in MYP is very concerning.  I am very concerned with the direction of the school. IB is becoming less important and AP and other traditional public school programs are being highlighted. The teachers with international IB experience have been fired, or are threatened with it if they disagree with any part of administrative orders. There is no respect for our teachers and the most qualified are leaving because of it.  Staff turnover seems to be much too high, and the international diversity seems to have been forgotten.  I think the suggested donation amount of $2,500 per child should be mandatory for all children/families that do not live in Westlake, as we are getting no tax dollars from these families.  It seems like you shifted more to AP style classes rather than IB classes in the DP program. Exceptions being English and TOK. I am worried about my junior being prepared for the IB exams.  The turnover in staff is concerning to both parents and students. An IB school should attract top teachers and that does not always appear to be the case at Westlake.  Overall, we are happy with Westlake Academy. However, I am extremely disappointed with the math program. Sixth grade math moved very slowly in the beginning. Then, the teacher had to “cram” to cover all the topics before the STARR exam, 2-3 days leading up to the test. She was unable to differentiate, thus my son was not challenged. My 9th grader has already struggled through the math teachers. I am fearful my son is on the same path.  If Westlake is going to “talk the talk” of an IB school, then leadership should “walk the walk” to create an open minded, progressive environment. We see a “top-down” management of the school that stifles the ability of good teachers to push students to their full potential.  The only issue I have with the food vendor is that they are far too expensive. I also think a drink should come with lunch. My kids have been told so many different things by the staff regarding price and what they should get with a lunch.  So many changes in the past year, i.e. staff, schedules, administration, campus construction, curriculum. It has been disorganized, trying to grow too fast; too many changes made at one time, which caused confusion.  Please seriously improve the Spanish program.  Very happy to see more effort around the Fine Arts Club. Curious if there will be more consistent sports offered for after school/extracurricular for PYP, as it is more convenient to sign up at Westlake Academy than Westlake Academy/Board of Trustees 2015 Parent Survey: Findings Report ETC Institute (2015)Page 62 driving all over for other sport leagues. Would also be nice to have summer online resources, or workbooks to keep up academic skills. I love that parents are invited to participate in the classroom, such as doing presentations on countries, or about cultures and traditions. Car pick up line needs to be easier.  Westlake is a wonderful school, but curriculum needs to be more rigorous. Music needs to be part of the curriculum to be a world class school. Instruments could be rented.  The increase in student number and class size has significantly degraded the quality of education the students receive.  I have noticed good changes in the last year.  Westlake Academy does not challenge students, nor do they prepare them for state exams, SATs, or college.  Work at retaining teachers with IB experience, enhance sports programs to be competitive at UIL level, schedule courses so kids do not have to take Physics and Economics, over the summer.  Please be upfront with cost for athletics. It is very expensive, $700 for a few months of tennis for two kids was a shock. Extracurricular activities are too expensive.  Our family appreciates the significant improvements in the MYP program and the quality of teachers that have been hired. A quality teacher is critical in each classroom. Positive change has taken place in MYP.  I feel that questionable hiring practices have the potential to ruin the school. Very concerned about declining reputation.  I was sad to hear K6 doesn’t get more Spanish because of lack of funds.  We are very pleased that our children are at Westlake Academy.  The lack of college preparation for the rising seniors is unacceptable. Westlake needs faculty with IB experience.  Please look at attrition of staff. Constant turnover means under prepared/under trained people with little IB understanding. What has happened that has caused loss of so many of the experienced staff? Look closer.  It’s very difficult to help my student when there is a scarce amount of information on the Manage -bac reporting system; no textbook to reference, and zero communication from the teacher. Then STARR scores come out and are not good. Very disappointing from the “shining school on the hill”.  Teachers miss too many classes. My student would stress about not getting clarity on an assignment before it was due and then they had a substitute.  Why don’t we have an international exchange program? Improve high school classes for them to do better at PSAT/SAT/ACT and AP exams.  Have the head of all programs more informed about all that is going on. Communication is key.  We have been at the school for 11 years and this past year by far has been the worst. I feel we are getting further away from implementing IB because we are bringing in teachers and administrators that do not understand completely. There was too much new this year, i.e. iPads, grading, teachers, administrators, etc. Hope to see major changes next year.  Westlake Academy is a unique school made up of talented individuals. I admire the commitment to improvement.  Please work on PYP math and science.  We are not able to go online and put money into our daughter’s account for her lunches; would like to see this ability updated soon.  More communications with choice colleges, i.e. what’s available for students and what they need to accomplish to get to those schools.  Westlake is a very good choice for PYP, but once child moves to secondary grades, there are no advanced programs for children to progress. There should be a GT program available.  Keep doing what you are doing. This is an extraordinary school. Westlake Academy/Board of Trustees 2015 Parent Survey: Findings Report ETC Institute (2015)Page 63  It would be helpful for parents if school would host more parenting skills conferences regarding the IB curriculum to be able to help their child achieve IB goals. As a safety measure, it would be nice to have an emergency entrance other than main entrance; public schools usually have emergency evacuation plans in place. Does Westlake have one?  Overall, very pleased with Westlake Academy.  Overall, a great school, but just need to improve communication between teachers and parents regarding student’s progress.  Life Sciences wasn’t part of MYP curriculum; too much time in school is given to MYP math program; practice time can be increased, but coaching time reduced.  Please hire a real math teacher for MYP.  We will not be returning.  This school is not what it once was. It is falling behind in every way. Administration and school board members need to take a close look at what can be done to bring the school back to the rigor it once expected.  I feel that more science and computer science is not taught early enough; more focus is needed in MYP and DP for both sciences.  Extracurricular sports program fees need to be reduced so that more kids can participate.  The first two years at school was a great experience, but the last nine years the school has deteriorated.  Math program has inexperienced teachers and too much turnover and children end up needing outside math tutoring.  The school has increased/recognized the artistic abilities of my daughter, which has built her confidence.  I think our parents need more education on what IB means and how it looks at our school.  The worst administration error this year was not counting off for late homework and not giving zeros for work not turned in to the teacher. Sending a very wrong message and not preparing the students for college with this attitude.  It appears that the school is not adhering to the IB curriculum, so the potential is not being realized in the curriculum; a lot of shortcuts taking place, which is not good time management on behalf of administration and teachers with regards to IB deadlines.  I would like the school to hire IB trained and experienced teachers and utilize IB trade fairs where those teachers can be hired from. Also, need to designate one college advisor.  Very concerned with the constant turnover of teachers and leadership. Would like to see some stronger teachers who stay around. Not sure why they keep leaving.  The board needs to seriously analyze why there are so many Stafford administration changes.  I appreciate and value the IB curriculum, but hope that the teachers and staff still keep an open mind to integrate various ways of teaching.  Regarding sports, programs not given equal importance; tennis is not given adequate organized team practice time; provide an on campus place to practice tennis.  Addition of math support teacher for MYP math was a good step towards bridging gaps in providing support for math program.  Social media abuse should be taken seriously in all grade levels and dealt with on a more professional level. This would enhance the rules of the school in reference to bullying.  Please double-down your efforts on educational focus for grades 7-10 at Westlake Academy. We have sensed a definite and significant decrease in the quality of our children’s education over the past year. This is both compared to what we see from kids in aligned public schools, Keller & Southlake, and also, our personal experience with our older child’s experience attending in prior years. Seems to be less focus on IB level teaching and lower expectations from the students, especially in areas of math and reading, which appears to be due to having less experienced teachers. Our patience is waning. Thus, we will be evaluating our Westlake Academy/Board of Trustees 2015 Parent Survey: Findings Report ETC Institute (2015)Page 64 children’s continued attendance at Westlake over the coming year. We still feel a strong sense of community with Westlake Academy, but are concerned with the education.  I am very happy with the PYP program. I have heard lots of negative comments from MYP parents. We are losing wonderful teachers.  Please don’t change the teachers, they are important. The administration is not that helpful and the educators deserve so much more.  We have a lot to be proud of with sports and academic accolades, but you would never know that from our antiquated website, which I find pretty pathetic. PYP grades are so subjective. I would like to see more differentiation/talented and gifted program developed, otherwise, we risk losing a lot of strong students to local private and public sector schools who have TAG programs.  Sports teams, volleyball and basketball practices at 6 a.m. are too early and schools in division are too far away.  Listen to your teaching staff. All the great teachers have and are leaving.  Keep math separate from IB, but otherwise bring back a true focus on IB in the classroom. My now 6th grader has had great teachers and IB experience, but my 4 th grader’s experience has been disappointing by comparison. Differentiated learning within the classroom should be a focus. Teachers should only share with regard to our own children. Administrators and teachers need a lot more respect towards each other, as do the parents.  Why can’t the students earn community service points in the summer? A letter from the organization would verify accountability.  Westlake was a huge asset for my child in his preparation and equipping him with credit hours to be accepted at college.  Overall, we are very satisfied and look forward to our student’s growth at the academy.  Even though there is an administration problem, I feel there’s no doubt in my mind that my daughter is getting a fabulous education.  It’s important to highlight that in previous years I have been highly satisfied with the quality of my children’s’ education, but this year, maybe it was lack of communication from teachers and lack of training in IB curriculum that has reduced the ability for teachers to be able to implement IB programs with fidelity.  I would like the DP level to be out of the trailers and into facilities comparable to Primary Years program. If the school wants to get a true reading from this type of research, they need to conduct focus groups with parents to get face-to-face interaction and conversation.  I love Westlake, we are blessed to be at this school.  Executive administrator needs to understand IB curriculum and facilitate new teachers and staff to implement IB programs and be able to relate to all three programs.  The change of cutting off turns at Ottinger and State Highway 170 has not solved traffic flow in regards to school traffic. The U-turns are more dangerous.  I am pleased with the school.  Primary year’s program is amazing, but not sure where the breakdown is in system.  Not enough consideration, and parent concerns being given, especially during Westlake Academy Board meeting. We are given opportunities to speak, but not seeing what is said being taken into account.  My daughter loves the school and the teachers. It was an easy transition for her. She was a new student last year.  I believe iPads are used too much. It is like the students are doing worksheets on the computer. Monotonous apps and staring at the iPad all day does not encourage creativity, or critical thinking, not to mention all the health risks. Need to reconsider time and placement of the iPad on children’s laps. There Westlake Academy/Board of Trustees 2015 Parent Survey: Findings Report ETC Institute (2015)Page 65 are numerous studies showing Wi-Fi in schools can increase oxidative stress, which damages cells, DNA, increases proliferation of human leukemia cells, human brain activity and damage made to fertility.  As mentioned above, better communication between teachers and students, re: progress. Students don’t get enough homework and need to be challenged more in studies. Rising and rapid turnover of teachers has a psychological impact on students.  Too much parental involvement and influence, especially HOC and WAAC. Parents should not be at front desks. Teacher led conferences should be twice a year. Student led is not a good barometer of a student’s progress. Athletics are an afterthought and poorly organized. There is no consistency across sports teams. Poor and late notification of sporting events. Stronger math curriculum.  It greatly concerns me when great teachers leave, or pull their children out of Westlake Academy, due to their educational concerns.  I was very happy with the first year, except for seemed to be some issues. Westlake Academy/Board of Trustees 2015 Parent Survey: Findings Report ETC Institute (2015)Page 66 Section 5: Survey Instrument Westlake Academy/Board of Trustees 2015 Parent Survey: Findings Report ETC Institute (2015)Page 67 Westlake Academy Dear Westlake Academ y Parent, Westlake Academy has clearly grown in both size and stature since our initial 195 students graced our doorstep on opening day in August 2003. Although we are quite proud of our many accomplishments, we recognize that there is always room for improvement. Towards that end, we are enclosing our 2015 Parent Survey.
