April 12, 2008 TEXAS STUDENT HOUSING PRESIDENT'S REPORT SCHOLARSHIPS This year we have offered over 360 scholarships to renewal and new applicants. So far 200 have accepted, several more for Denton are pending and 20 or so offers are still out for Austin and College Station. At this time last year we had about 100 committed, so the process is running a month ahead this year. The scholarship total for 2007/2008 is 170. Our target was to reach or exceed 200 for the 2008/2009 school year. There are add ons or drops daily. Considering offers to new applications,we are offering scholarships to about 39% of those applying to TS HA. The ratio for the renewal applicants is much higher. The quality of the applicants appear to equal to or higher than in prior years. Female recipients outnumber male recipients about three to one, and minority recipients appear to be about 40%. Over 60% of those that were offered scholarships showed financial need; however, the recipients in need that are able to accept are somewhat less. The full cost of attending a large university finally hits them. There are 30 full scholarships accepted. In interviewing Colleyville Lions Scholarship applicants, I was again reminded of the great value of face to face interviews with applicants. Many of our Congressmen interview candidates for the Service Academies very successfully. The Senators can not as the potential nominees are from all sections of the state. Down the road TSHA might consider asking applicants to video CD record answers to a set of questions/personal statement and even further along consider video conferencing for interviews. Also from recent Colleyville experience arranging just 15 interviews, selected from 36 applicants makes this process with teen agers akin to herding cats. We have again approached UNIT about TSHA scholarships for freshmen. The answer from the top remains a firm no except for kids from the three original ISD high schools. OCCUPANCY The current overall occupancy is 96%. Prelease for the 2008/2009 year at 66% is ahead of the same time last year by more than 6%. All properties including Denton are ahead of the pre lease rates last year. Ballpark, Cambridge and Town Lake will be 100% occupied. Renewals are at least 50% of the preleases except at Cambridge where the ratio is much lower. The Cambridge environment and meals appear to be magnets for freshmen and overseeing parents, but they may be considered somewhat restrictive for upperclassmen. CAMBRIDGE The tax decision remains in the hands of the Brazos County Court. The chief appraiser has retired, and a new person has been appointed. Page 2. PROJECT FINANCES The project finances are reported for the first half of the fiscal year(September—February). Revenue is $9.7M, 4.3% positive to budget. Cambridge is significantly ahead, Ballpark and Town Lake are ahead and San Marcos and Denton are behind. Total expenses at$ 4.5M are 1% better than budget. Denton is very good. Ballpark and San Marcos are 4% over. Net Operating Income is $5.2M, 10% positive to budget. Cambridge is well ahead, San Marcos is negative. The others are positive. NI is 53% of total revenue. Financial summaries for all projects are being supplied to the Board. AUTHORITY FINANCES The Authority Balance Sheet through March, seven months of the FY shows $430K, an increase of$17K for the month. Net Income is ($187K)which is $28K or 13% positive to budget. The Authority Balance Sheet and P&L Statement are being forwarded to the Board. HousING October 1, 2007 To: Principals, Heads of School, and Counselors of Texas Public and Private High Schools TEXAS STUDENT HOUSING SCHOLARSHIP PROGRAM-2008 Texas Student Housing Authority is a non profit entity of the town of Westlake Texas and is chartered under the Texas Education Authority. It has offered 1800 scholarships since 1995 to graduates of Texas High Schools of which 400 were offered in 2007 to graduates of over 350 of our Texas high schools and community colleges. The first scholarship awarded to a Westlake resident was in 2003. These housing scholarships, in the amount of$2,500 per year, offered in our TSH off-campus facilities are renewable for up to four years to a maximum value of $10,000. In 2008 TSH intends to offer up to 400 scholarships to graduates in over 1350 Texas High Schools. TSH would like to join with you in making these scholarships available to your graduating seniors who are accepted in a Texas college or university in communities in which TSH owns facilities. There are no limits on the number of qualified applicants from any one high school or from your prior graduates enrolled as upper classmen. Incoming college freshmen may apply for scholarships in Austin, College Station and Denton. Upperclassmen may apply from those as well as from Texas State University and Texas Women's University. Our standards are high but reasonable, and we do make limited exceptions in extenuating circumstances. The attached packet and application contain the details of the process and the requirements. The Board of Directors of TSH reviews applications and makes the final selection of the scholarship recipients. The postmark deadline for applications is January 31, 2008. Early applications are encouraged as soon as fall semester 2007 grades are available. We look forward to working with you in identifying worthy, qualified young men and women and rewarding them with these very significant scholarships. We are looking for young people seriously committed to a certain college or university for their education. We have found that awardees that change their minds at a late date prohibit other deserving graduates the opportunity to receive a TSH scholarship. Denton,, or San Marcos, Texas, that have NOT signed off-campus housing leases with a TSH facility managed by Asset Campus Housing. *Please note: Texas State University and Texas Woman's University typically do not permit Freshmen or Sophomore students to live off campus. The University of Texas restricts Freshmen from living off-campus as well. Therefore, scholarships may be limited to upper-classmen at these universities. Introduction Texas Student Housing Authority's (TSHA) academic scholarships are administered by the Board of Directors. The academic scholarship described below rewards academic and leadership excellence. Family financial disclosure is not required, but special needs are considered. A complete application for the scholarship listed in. this publication consists of the application form, personal statement, official transcript, letters of recommendation, and standardized test scores. ALL TSHA scholarships awarded through this application will be announced to the winning applicants by e-mail or US mail. Please make sure TSHA is kept informed of any changes in your contact information (e-mail address, mailing address, and/or home/cell telephone number). Application Instructions 1. Application Form: Properly complete and sign the application form. Scholarship application materials should be mailed to the address on the last page of this package. Postmark deadline for this application is JANUARY 31,2008. Earlier submission of the application is encouraged. 2. Eligibility: TSHA Scholarships are available to Texas High School graduating seniors, Community College attendees, and university upper classmen who have previously graduated from a Texas High School. 3. high School and University Transcripts: An OFFICIAL high school transcript and (if applicable) OFFICIAL University transcript indicating grades and class rank at least through the mid term of the previous year must accompany the scholarship application. Faxed copies of transcripts are not official and cannot be accepted. We also need a letter of good standing and full time status from the University for upper classmen. 4. SAT or ACT Scores: An SAT or ACT score is required. The TSHA considers the student's highest one-day test score for scholarship competition regardless of how many times the test has been taken. The highest combined/mixed scores 'from two different test dates may not be combined. 5. GPA: Please make sure the Counselor/Principal has filled in the applicant's GPA and all requested data on the page he/she fills out. The GPA must be presented on a 4.0 scale. 6. Completeness of the Application Package: The ability to follow the given instructions will be a factor in the award process. Scholarships 1. $2,500.00 scholarships for academic year 2008-2009 will be limited to students who will be attending college in Austin, College Station, Denton or San Marcos,Texas. 2. Scholarships are awarded for the partial cost of an OFF-CA US room for one (1) academic year at the Ballpark in Austin, Town Lake in Austin, the Ridge at North Texas, the Ridge at San Marcos and the Cambridge in College Station or at an alternate comparable facility if designated by TSH. This scholarship cannot be transferred to another university or location A scholarship awardee is eligible for scholarship support the following year if the student maintains TSHA established academic and leadership standards and communicates with the TSHA Board as required. ii 3. A college grade point average of 3.0 is desired for renewal of the scholarship for subsequent years. The Board also requires you to keep them apprised of your progress in school. 4. A deposit of$250.00 is required on acceptance of a TSHA $2,500.00 scholarship, not as a part of this application. This deposit is non refundable, but will be applied to the student's portion of the housing cost. The total housing cost consists of three increments: The $2,500.00 scholarship, balance of the rent owed and an administrative payment to TSHA. The sum of the three will not exceed the base retail price normally charged by the property manager to non scholarship residents. SENT: Directors Larry Darlage, Jill McKean, and Melanie Lekkos. OTHERS SENT: President Hank Smyth, General Counsel Scott Bradley, Finance Manager Pete Ehrenberg, and Secretary Kim Sutter. 1. CALL TO ORDER. Chairman Carter called the meeting to order at 5:51 p.m. 2. DISCUSS AND CONSIDER APPROVAL OF TEXAS STUDENT HOUSING AUTHORITY AUDIT FOR FY 2006-2007 PRESENTED BY PATILLO BROWN & HILL,L.L.P. Mr. John Manning, partner with Patillo, Brown & Hill, L.L.P., presented the draft audit to the Board. Director Irvine inquired if the $200,000 paid to the Town was included in the audit, and asked for clarification with regard to the oversight fee and office fees. President Smyth responded that the $200,000 allocation is not included in the 2006-2007 audit as the distribution did not occur during the 2006-2007 fiscal year. Finance Manager Ehrenberg responded to Director Irvine with regard to the oversight and office fees. There being no further questions, Chairman Carter asked for a motion. TSHA Board of Directors Page 3 of 5 January 29,2008 Chairman Carter recessed the regular session of the meeting at 6:31 p.m. to conduct meetings of the San Marcos and Denton properties. Chairman Carter reconvened the meeting at 6:53 p.m. 6. HEAR REPORT ON STRATEGIC PLAN UPDATE. President Smyth addressed the Board regarding the item, and stated that the committee identified five (5) "high risk"items for consideration: - Size and makeup of the Board - The Cambridge tax issue - Authority Investments - Scholarship acceptances - TSHA Management tenure and future Director Schultz advised the Board that the biggest strategic issue at this point is to identify and appoint a new President, and ideally have this task completed by June or July 2008. Chairman Carter advised that he felt the Cambridge tax issue is also a major topic. Chairman Irvine inquired as to the reasoning behind the discussion with regard to the size and makeup of the Board. President Smyth responded that the item was brought up as a solution to ensure a quorum is obtainable to conduct meetings. Following discussion by the Board, it was determined that the current composition is sufficient to meet the quorum issue. Discussion ensued with regard to the five (5) `high risk' items, and the possibility of options to resolve the parking shortage issue. Finance Manager Ehrenberg responded that TSHA has unsuccessfully pursued a resolution to the parking shortage. 7. PRESIDENTS REPORT. President Smyth reviewed the report with the Board. (a copy is attached to the minutes). 8. CONSIDERATION F RENEWAL SCHOLARSHIPS FOR 2008-2009. President Smyth introduced the item.
