MINUTES OF THE
PERFORMANCE EVALUATION COMMITTEE OF THE
TEXAS STUDENT HOUSING AUTHORITY
(AN INSTRUMENTALITY OF THE TOWN OF WESTLAKE)
NOVEMBER 07,2005
PRESENT: Treasurer Jac Irvine and Board Members Becky Rogers, Jill McKean, and Gary
Fickes
ABSENT: Mayor Scott Bradley
OTHERS PRESENT: Executive Director Hank Smyth
1. CALL TO ORDER.
Treasurer Jac Irvine called the meeting to order at 5:30 p.m.
2. DISCUSS PAY RANGES FOR EXECUTIVE DIRECTOR AND FINANCE
MANAGER POSITIONS.
Discussion was held regarding the creation of pay ranges and providing guidelines for future
committees and boards to use to assist them in determining equitable compensation.
It was the consensus of the Committee to use the following information to set compensation
levels for the TSH Director and Chief Financial Officer:
1. Current job descriptions for each position. (Note: the committee would also like to see a
job description for the Secretary relating to TSH duties, even though his/her salary is set
by the City of Westlake.
2. Salary comparisons for similar positions being paid by nonprofit organizations. Data to
be considered should include:
a. The Non Profit Times-n-National Salary Averages
b. Guidestar National Compensation Report—with special emphasis to comparable
data from Texas and DFW area
c. Community Council of Dallas Nonprofit Salary Survey
d. Fort Worth Nonprofit Salary Survey if available
Note: Published Salary Comparisons are generally grouped by an
organization's dollar volume. For determining comparable organization size, it was
felt that the total dollar volume of TSH and each of its properties should be used.
This is because the staff of TSH has direct management oversight of the budgeting,
loan obligations, cash flow, and scholarship processing for each of these entities, in
addition to the management of the TSH operating budget.
3. It was felt that the salaries for TSH personnel should not be tied directly to City of
Westlake salaries, but that the committee should be sensitive to the salaries given to the
Westlake Town Manager, Finance Director, and overall raises given to Westlake city
employees.
3. ADJOURN.
There was no further discussion and Treasurer Irvine declared the meeting adjourned at 6:45
p.m,
