Page 1 of 2 estlake Town Council TYPE OF ACTION Regular Meeting - Consent Westlake Town Council Meeting Monday, May 06, 2013 TOPIC: Consider a resolution awarding the bid proposal from Mobile Modular to purchase and delivery of three (3) temporary portable classrooms buildings for the Westlake Academy Campus. Policy and Cost Analysis Drive by GRowth (Future Assets) SA 03.3: WA Campus Strategy Map or VVM Connection Strategic Issue Connection Page 2 of 2 EXECUTIVE SUMMARY In the Student Admission Policy and future enrollment report present at the December 3, 2012 Board of Trustee meeting included recommendation to add three temporary buildings which would add six additional classrooms. The building will be located just to the west of the current portable buildings. The implementation of these new portables will allow for a number of options to be executed based upon enrollment growth over the next several months. By placing these portables in service, it would be possible to move into three sections in the PYP Program if necessary. If the growth does not require the addition of new sect ions in all the PYP grade levels, the portables could be utilized as specials classrooms. On March 2, 2013 staff published a bid notice to purchase three portable buildings and to install underground utilities to the three portable buildings. Staff received only one bid proposal for the purchase of three portable buildings. On April 22, 2013 the Town Council rejected the bid from Mobile Modular due to it being the only bid submitted on March 22, 2013. The bid package was republished on April 13, 2013 and staff received one bid proposal on April 29, 2013 from Mobile Modular with the option to purchase new or used buildings. Bid proposal rejected on April 22 by Mobile Modular include the two options: Option 1. New -$64,920.00 per building, total $194,476.00 Option 2. Used-$55,900.00 per building, total $167,700.00 Bid proposal submitted on April 29th by Mobile Modular include the two options: Option 1. New -$57,845.00 per building, total $173.535.00 Option 2. Used-$49,610.00 per building, total $148,830.00 Delivery and set up cost is $25,000 which includes the delivery, setting, blocking, leveling and shirting. Items that are excluded are; dirt work, utility connections, decking, ramps, security and fire alarm systems, data, phones, student furniture. The estimated cost for these items is $130,000 for all three buildings. ORGANIZATIONAL HISTORY/RECOMMENDATION Staff recommends accepting the bid proposal from Mobile Modular for the purchase and deliver y of three (3) temporary classroom buildings for the Westlake Academy campus. ATTACHMENTS Resolution Resolution 13-18 Page 1 of 2 TOWN OF WESTLAKE RESOLUTION NO. 13-18 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF WESTLAKE, TEXAS, AWARDING THE BID TO MOBILE MODULAR FOR THE PURCHASE AND DELIVERY OF THREE (3) TEMPORARY CLASSROOM BUILDINGS FOR THE WESTLAKE ACADEMYCAMPUS. WHEREAS, the implementation of these new portables will allow for a number of options to be executed based upon enrollment growth over the next several months; and WHEREAS, the temporary building would allow for flexible space with the option to move into three sections in the PYP Program if necessary; and WHEREAS, the 24’ X 64’ temporary classroom buildings are schedule for delivery in the summer of 2013 which will be located on the northwest side of the Arts and Sciences Center; and WHEREAS, the Town Council finds that the passage of this Resolution is in the best interest of the citizens of Westlake. NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF WESTLAKE, TEXAS: SECTION 1: That, all matters stated in the Recitals hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. SECTION 2: That the Town of Westlake Town Council does hereby authorizing the Town Manager to award the bid proposal to Mobile Mo dular for the purchase, delivery and set up of three (3) temporary classroom buildings at the Westlake Academy Campus. SECTION 3: If any portion of this Resolution shall, for any reason, be declared invalid by any court of competent jurisdiction, such invalidity shall not affect the remaining provisions hereof and the Council hereby determines that it would have adopted this Resolut ion without the invalid provision.
