TOWN OF WESTLAKE, TEXAS �� nXMINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION November 4 2002 Present: William E. Greenwood, Chairman Allen Heath, Vice Chairman Hank Barry, Member Stan Parchman, Member Sharon Sanden, Member Trent Petty, Town Manager Stan Lowry, Town Attorney Jeff Williams, Town Engineer Absent: Ginger Crosswy, Town Secretary Item #1: Chairman Greenwood opened the meeting at 7:36 p.m. Item #2: Review and approve minutes of the regular meeting held on September 17, 2002. Motion by Commissioner Barry, seconded by Commissioner Sanden, to approve the minutes as presented. There was no discussion and the motion carried with four votes. Commissioner Heath abstained because he did not attend the meeting on September 17, 2002. Item #3: Conduct a staff presentation to consider a site plan for the Westlake Civic Campus. Mr. Petry told the Commission that staff was recommending approval with one change. The photo metrics are correct but the wattage specs on the lighting plan are incorrect. After a lengthy question and answer session there was a motion by Commissioner Barry, seconded by Commissioner Sanden, to recommend approval of the site plan with an amendment to ensure the lighting plan accommodates the wattage to comply with the code for the Town. There was no discussion and the motion carried unanimously. Item #4: Conduct a staff presentation to consider a final plat for the Westlake Civic Campus. Mr. Williams presented this item to the Commission. After a short question and answer session there was a motion by Commissioner Heath, seconded by Commissioner Parchman, to recommend approval of the final plat to the Board of Aldermen. There was no discussion and the motion carried unanimously. Item #5: There was a motion by Commissioner Parchman, seconded by Commissioner Heath, to adjourn. The motion carried unanimously and the meeting was adjourned at 9:15 p.m. Approved by the Planning & Zoning Commission on March 13, 2003. The Staff recommends approval of the Final Plat The property is located on S.H. 377 in the western portion of the Town as shown on the vicinity map on the Plat. The lot size is approximately 2.3 acres situated in the William Huff Survey, Abstract Number 648 of Tarrant County. The property is being platted to create the lot on which the pump station is located, which is designated as Lot 1, Block 1 of Westlake Water Supply Addition. The Texas Department of Transportation has notified the Town, that they will need approximately twenty (20) feet of right of way for future expansion of S.H. 377 and the site was constructed to accommodate this dedication. The Town has maintenance responsibilities for the landscape and irrigation inside the fenced area and the landscape along the frontage. The adjacent property owner (Hillwood) has the maintenance responsibilities for the berms and landscape on the sideyards and rear outside of the fence. The Town also maintains the fence and the facilities inside the fence. LEGAL DESCRIPTION BEING a 2.322 acre tract of land situated in the William Huff Survey, Abstract No. 648, Town of Westlake, Tarrant County, Texas, being all of a tract of land conveyed by deed to the Town of Westlake, as recorded in Volume 15922, Page 264, Deed Records, Tarrant County, Texas. The Staff recommends the adoption. The Town Staff has reviewed the current Engineering Standards and the attached revisions have been prepared. More specifically, the rationale for the revisions includes the following: . i R. Subsection 3.C. Design Requirements for Streets (17) The cul-de-sac radii has been defined along with setbacks for mailboxes, fire hydrants, etc. to ensure adequate access for emergency vehicles. The maximum length of cul-de- sacs is 600 feet unless an emergency access drive is provided and approval granted by the Town Planner and Town Engineer to provide for adequate emergency access. (21) Standardization of all paving dimensions to be labeled to face of curb is intended to reduce potential for confusion. (22) The medians shall be terminated further back from intersections to allow for better accommodation of emergency vehicles. (23) Adequate vertical clearance shall be maintained on all public and private streets to allow for emergency access. pinviijiiiliii,lli Jill =11 I Increasing minimum water main size to 8" to provide adequate fire flow in residential areas. A 6" line is not adequate in many instances to provide the required fire flow. SUBSECTION E (1) A designated fire line is necessary to prohibit other connections for domestic or irrigation uses, which could affect the volume of fire flow available to the residence. SUBSECTION E (2) Double check back flow preventers are required to protect the Town's water system from contamination on the service line or irrigation system. This change is to accommodate fire sprinkler systems and comply with City of Fort Worth standards including ability to test backflow preventer. The table on Page 48 indicates a color code for various fire hydrants. It has been decided that all fire hydrants will be "Fire Green". SUBSECTION I Fire protection - Fire hydrants should be used in lieu of flush hydrants to both allow the flushing of the line, and provide fire protection. SECTION 2 - CONSTRUCTION STANDARDS Subsection C & H: The primary valves and fire hydrants currently in place within the Town are Mueller or Waterous. It is desirable to not have too many types of valves and hydrants due to maintenance and service issues, such as stocking spare parts, and calling on repairs to be made. Therefore, the two types being used are preferable at this time. The town had decided previously that all fire hydrants are to be painted : "Fire Green". The Fire Department has requested that glass beads be applied to the paint to make them easier to locate at night. The Fire Department has recommended that fire hydrants be located on 500 foot centers rather than 600 foot. This will facilitate a hose laying length which more easily fits their equipment and length of fire hoses. 08,4394001101 • The Fire Department wants to define the location of fire hydrants to assure that they are accessible, and also to assure that no obstacles are allowed within 3 feet of the hydrant. i ! _ WHEREAS, the provision of basic paving and utility services throughout the Town of Westlake, Texas, (the "Town") is of vital importance to the health, safety and welfare of the citizens of the Town; and WHEREAS, establishing reasonable engineering standards and requirements for the construction, installation, and maintenance of the paving and utility facilities is also of vital importance to the health, safety and welfare of the citizens of the Town; and NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE TOWN OF SECTION 1: That all matters stated in the preamble are found to be true and correct and are incorporated herein as if copies in their entirety. SECTION 2: That the Town of Westlake Engineering Standards, as adopted by Ordinance No. 321, 344, 357 and 361, respectively, are hereby amended as follows: Subsection 3.C. Design Requirements for Streets shall be amended as follows: (17) As stated in Subdivision Ordinance, Section 7.3.1), cul-de-sacs shall not be longer than 600 feet in length, measured from the intersecting centerline to the radius point of the cul-de-sac turnaround. All dead end streets shall terminate with an approved cul-de-sac pavement, having an outside minimum radius of 50 feet and an inside minimum radius of 30 feet. Islands in the cul-de-sac shall not be permitted in commercial and industrial areas. Alternative designs for cul-de-sac turnarounds such as "hammerheads" may be approved by the Town Planner and the Town Engineer. Cul-de-sacs of up to 1,000 feet in length may be approved in low density residential areas, but an emergency access driveway shall be required and must be approved by the Town Planner and Town Engineer. Mailboxes, fire hydrants, and any other above ground structures must be set back a minimum of two feet from the pavement to accommodate emergency vehicles. (21) All dimensions of streets are defined as face to face of curb, or edge of pavement to edge of pavement if no curb exists. (22) Medians in divided roadways shall terminate at the curb return of intersecting streets. (23) A minimum vertical clearance of 13 feet 6 inches (13'6") shall be maintained over all public and private streets. Subsection 3.I. Designated Fire Lanes shall be amended as follows: (1) The minimum width for drive aisles in parking lots shall be 24 feet. All fire lanes shall have a minimum width of 24 feet unless otherwise approved by the Fire Marshall. All fire lanes shall have a minimum inside radii of 20 feet. All street approaches to fire lanes shall have a minimum radii of 20 feet. A pavement design shall be prepared by a registered engineer in Texas. The pavement design shall be adequate to support the Town's emergency vehicles. Subsection B - Water Main Categories - Add the following paragraph: (5) The minimum water line size shall be 8" (nominal diameter). All references in these engineering standards to 6" water lines shall be amended to be 8" water lines. Subsection E - Backflow Devices - Add the following paragraphs as additional requirements: (1) All fire lines shall be designated for fire service only, and not for domestic or irrigation service. (2) An approved testable backflow prevention, double check assembly with flow indicator shall be installed on all domestic lines, and shall be located at the connections of the service line and the water meter. The water meter and backflow preventor shall be a maximum of 8 feet from the back of curb or edge of pavement. Section 1 - General Requirements - Add the following subsection: H. Each residential lot shall have a 2" water service line from the water main. The 2" service shall serve two separate lines to the residence. One line shall be a P line which is designated for domestic use, with a 1" meter and meter box, and will require an acceptable backflow preventer, which is testable, to be installed by the homebuilder's plumber at the property line. Also, a 2" line shall also be installed from the 2" service line which shall be designated for the fire sprinkler system (if required). The line shall have a monitoring device and box to be installed at the curb stop. Water requirements table, Page 48 - Omit column titled "Fire Hydrant Paint (color)" Subsection H — Each residential lot needs a 1" meter and service line for domestic use, and a 2" line designated for the fire sprinkler system, if the Fire Marshall determines that a sprinkler system is required. A backflow preventer is required on domestic service, and a monitoring device is required on the designated fire line to assure that no other systems are connected to this line. Subsection I - Fire Protection, Paragraph (2)a.l. - Omit the last sentence which reads "Flush hydrants may be installed in lieu of hydrants at terminating points of dead end lines for maintenance purposes only." Subsection I - Fire Protection - Paragraph (2)b.1. - Omit the last sentence which reads "Flush hydrants may be installed in lieu of hydrants at terminating points of dead end lines for maintenance purposes only." Section 2 - Construction Standards Subsection C - Valves, Paragraph d - Approved Manufacturers: Shall be amended to read as follows; Mueller, Waterous or approved equal, omitting Dresser M&H, American Darling, Clow Corporation. Subsection H - Fire Hydrants, Paragraph (1).b - Shall be amended as follows; Mueller, Waterous or approved equal, omitting manufacturers 3. Dresser M&H, 5. American -Darling, 6. Clow Corporation Paragraph (5) Painting (Fire Hydrants) - Shall be amended as follows: a. All fire hydrants are to be primed at the factory, and painted with two (2) coats of "Fire Green" paint as manufactured by Sherman Williams, or approved equal. b. All fire hydrants are to have reflective glass beads applied for a reflective finish to be approved by the Fire Chief. Paragraph (2) Installation (Fire Hydrants) - Subsection b.2. Spacing - Shall be amended to read as follows: maximum of 500 foot centers rather than 600 foot centers, in residential areas. Add Subsection b.3. to read as follows: Fire hydrants shall be located no more than 12' or less than 2' behind the curb or from edge of pavement. All fire hydrants shall have a 3' radius clearance around hydrants which prohibits any obstructions from being placed within this clearance area. SECTION 3: All provisions of the Town's Engineering Standards not hereby amended shall remain in full force and effect. SECTION 4: It is hereby declared to be the intention of the Board of Aldermen of the Town of Westlake, Texas, that sections, paragraphs, clauses and phrases of this Ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this Ordinance shall be declared legally invalid or unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such legal invalidity or unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs or sections of this Ordinance since the same would have been enacted by the Board of Aldermen of the Town of Westlake without the incorporation in this Ordinance of any such legally invalid or unconstitutional, phrase, sentence, paragraph or section. SECTION 5: That should any person or entity be found in violation of any provision of this Ordinance, same shall be punishable of a fine of not greater than five hundred dollars ($500.00); and, that each day shall constitute a new violation. SECTION 6: That this Ordinance shall be cumulative of all other Town Ordinances and all other provisions of other Ordinances adopted by the Town which are inconsistent with the terms or provisions of this Ordinance are hereby repealed.
