•Guide for Policy / Decision Making
•Example: P & Z and Council refers to the
Plan when development project needs
rezoning/platting
•Ensures development is consistent with
public supported vision for Westlake
Purpose of Comp Plan
The Comprehensive Plan is:
•Flexible – but provides sufficient direction
for entitlements. Can be amended
•State law: if you have a CP = must adopt
zoning regs in accordance with CP
