Conduct a public hearing and consider an application for a replat in Planned
Development 1; owned by Maguire Partners - Solana LP, in the Westlake /Southlake
Addition No. 1; Lot 1, Block 1 for approximately 75.20 acres of land generally located at
the NW corner of State Highway 114 and Solana Boulevard.
Backaround:
Maguire Partners has made application to the Town for an amendment to their approved
site plan in order to construct a new office building on Lot 1 of the Solana complex. The
proposed project will provide 142,000 square feet of office space within a 5 -story
building. A 2 -level parking garage beneath the building will have 446 spaces. This is the
first phase of a 2 -phase project.
The Town staff has reviewed the application and has determined that the proposed site
plan complies with the Town's Uniform Development Code (UDC) and the PD 1
ordinance that governs the development of the site subject to the following conditions:
Ordinance #202 which approved the Maguire Partners original PD 1 in 1992
establishes a maximum permitted building height for any principal or accessory
building of seven hundred feet mean sea level. The requested allowance for height
for the new phase I building is 716 feet msl and phase II is 721 feet msl. Since
the PD Site Plan is the document that establishes development allowances,

(Revised Plan) Traffic and Parking Analysis, Westlake, Texas
The purpose of this memorandum is to document the methodology, findings, and conclusions
associated with an analysis of the traffic impacts of the subject proposed two -phase office building
development and the internal traffic access and circulation requirements of the associated parking
facilities for the proposed office buildings on Solana Blvd., in Westlake, Texas.
TRAFFIC ANALYSIS
Methodology
The analysis was conducted for A. M. and P. M. peak hour traffic conditions. The first step in the
traffic analysis process was to document existing traffic volumes now accessing the existing surface
parking in the area where the subject facility is to be located. Traffic counts were made on Tuesday,
November 21, 2006, at the two intersections shown with an asterisk ( *) in Figure 1. The traffic
volumes obtained from these counts are contained in Appendix A. From this information, it was
determined that the A. M. and P. M. peak hours for the combination of all intersection approaches
are from 7:15 A. M. to 8:15 A. M. and 4:30 P. M. to 5:30 P. M., respectively. This existing count
information is shown in Figure 2.
To estimate the future traffic generated by the proposed site, trips were calculated for development
Phases I and II, which total 298,748 square feet, using the 7th Edition of the ITE Trip Generation
Manual. The trip generation rates for office uses, using Land Use Type 720 "General Office ", are as
follows:
AM peak hour - 456 entering, 62 exiting
PM peak hour - 82 entering, 408 exiting
The directions of approach and departure for traffic coming to and leaving the development site were
determined by referring to the approach and departure routes of the motorists using the existing
surface parking with access at the Solana Blvd. and Sam School Rd. intersection and using this
information to estimating the routes of arrival and departure for Phase 1 and Phase II building
tenants. Trips generated by the proposed office buildings were then assigned to the appropriate
approaches of the intersections analyzed. The combination of existing traffic volumes and those that
will be generated by the proposed development (Existing + Site Volumes) at the intersections in the
vicinity of the proposed development are shown in Figure 3. The lane configurations and types of
traffic control at these intersections are shown in Figure 4.

The above traffic information was entered as input data into the Trafficware "Synchro" traffic analysis
software package, both for the existing conditions and for conditions that included the traffic added
by the proposed development. The results were then tabulated and conclusions developed to
determine the impact of the added traffic.
Findings and Conclusions
The analysis of impacts is measured in terms of traffic operating level of service (LOS). According to
the Highway Capacity Manual, capacity is defined as the maximum number of vehicles that can be
expected to travel on a given section of roadway or a specific lane during a given period under
prevailing traffic conditions. The operational conditions of roadways are measured in terms of "Level
of Service" (LOS). Level of Service refers to the operational conditions within a traffic stream and
their perception by motorists in terms of delay, freedom to maneuver, traffic interruptions, comfort,
convenience and safety. There are six levels of service (LOS) or capacity conditions for each
roadway facility and are designated from "A" to "F ", with "A" representing an optimal, free -flow
condition and "F" representing a congested, forced flow condition.
An examination of the traffic count Table 1 - Intersection Capacity Analysis
information in Figures 2 and 3, as
well as the results of the capacity
analyses in Table 1, indicate that,
overall, both site intersections will
operate acceptably. There is,
however, some measurable delay
associated with traffic operations
during the AM and PM peak hour for
certain individual intersection
approaches. These include the
intersection approach delays
highlighted in yellow in Table 1 for
those motorists leaving the site
during these peak hour traffic
periods. Also highlighted in yellow
are delays for vehicles entering the
site in the AM peak hour. These
delays are the result of relatively
heavy westbound through volumes
on Solana Blvd. during the morning
period, which make it difficult for
traffic to enter and leave the site.
Once the new FM 1938 is
constructed and connected to the
SH 114 eastbound frontage road at
the new bridge, it is anticipated that
much of this heavy westbound will
be diverted to this alternative
access route, especially for traffic

the impacts are not expected to be significant for Phase I of the development, installation of a
deceleration lane on the westbound approach of Solana Blvd, at Village Circle for traffic entering the
site and a left turn lane in the median for eastbound traffic entering the site, as shown in Figure 5

with the dashed lines, to increase the operating efficiency of the intersection and reduce delays to an
acceptable level.
The analysis indicates that construction of the development will have only a limited impact on
average approach delays at the intersections analyzed and that traffic operating levels of service, for
the intersections as a whole, will remain at LOS "A" and "B ". These levels of service are considered
as very acceptable for suburban peak hour traffic conditions. Details of the intersection computer
analyses are provided in Appendix B.

PARKING ACCESS AND CIRCULATION ANALYSIS
As shown in Figure 1, two separate driveways provide access to the office garage. The driveway at
Sam School Road, serving the existing parking lot to the west of the proposed development, will
connect with a combined garage entrance /exit. The existing driveway has a curvilinear alignment,
with no centerline pavement markings. A painted centerline should be added.
The new second driveway, across from Village Circle, will provide access to two separate garage
entrances and one combined entrance /exit. The recommended configuration of this main entry to
the complex is shown in Figure 5. This entrance /exit roadway is designed to provide good traffic
flow into and out of the development, with an entry separate right turn lane and a two lane exit.
Within the site the entry roadway serves the multiple garage access points. With multiple garage
access points, traffic should flow well within the site.

to Residential Airpark "RA" zoning:
RECOMMENDATIONS
Staff recommends approval.
BACKGROUND
The P &Z and Board of Aldermen have approved a new zoning category called
Residential Airpark Zoning. Forty one properties in Stagecoach Hills have chosen to be
part of a multi - property zoning effort initiated by the Town to change their current R1
zoning to the new RA zoning category. A joint public hearing should be opened for all
the properties requesting zoning. Following public comment and the closing of the public
hearing, the P &Z may by motion and vote approve or deny the rezoning request for all
properties rather than taking a separate vote on each property.
The attached map illustrates all remaining properties that have chosen to be a part of this
group zoning change. Of the six cases presented for rezoning at this August meeting
date, five were tabled from the July 26th P &Z due to incorrect legal description or address
references. The remaining case is a new application as the homeowner was allowed
additional time to apply due to the late discovery of the property by Town staff.

Consider an application and take appropriate action regarding a final plat, described as
Lot 1, Block 1, Bender Addition, being 1.00 acre of land out of the R. Baker Survey,
Abstract No. 108, Tarrant County, Texas and located at 5900 Stagecoach Circle.
BACKGROUND
This is an unplatted tract in Stagecoach Hills that is presented for platting in order to
obtain a building permit. The lot was initially subdivided as a part of the unfiled plat
known as Stagecoach Hills, Section 2. Approval of the plat will allow construction of a
new home on the property.
Item was tabled at July 26th meeting due to incorrect address on agenda and therefore, did
not match legal notification. This item has since be republished and correctly reflected
on all documentation.
RECOMMENDATION
Staff recommends that the final plat be approved as shown on the attached.
