BOARD OF DIRECTORS OF THE
TEXAS STUDENT HOUSING AUTHORITY
(AN INSTRUMENTALITY OF THE TOWN OF WESTLAKE)
June 23, 2015
PRESENT: President Jim Carter, Directors, Scott Bradley, and Tracy Schornack.
ABSENT: Gregg Malone
OTHERS PRESENT : Executive Director Pete Ehrenberg and Secretary Kelly Edwards.
1. CALL TO ORDER
President Carter called the meeting to order at 6:37 p.m.
2. REVIEW AND APPROVE MINUTES FOR THE MEETING ON JANUARY 27, 2015.
MOTION: Director Schornack made a motion to approve the minutes.
Director Bradley seconded the motion. The motion carried by a
vote of 3-0.
3. REVIEW AND APPROVE MINUTES FOR THE MEETING ON APRIL 21, 2015.
MOTION: Director Schornack made a motion to approve the April 21, 2015
minutes. Director Bradley seconded the motion. The motion
carried by a vote of 3-0.

4. DISCUSS AND CONSIDER APPROVAL AUTHORIZING THE EXECUTIVE
DIRECTOR TO SUBMIT PAYMENT TO WEAVER ASSURANCE SERVICES FOR
AUDITING SERVICES RELATED TO THE BALLPARK IN AUSTIN.
Director Ehrenberg provided an overview of the item stating the total bill is
approximately $7,5000.00.
MOTION: Director Schornack made a motion to authorize the Executive
Director to submit payment to Weaver Assurance Services.
Director Bradley seconded the motion. The motion carried
by a vote of 3-0.
5. DISCUSS AND CONSIDER APPROVAL OF THE CAMBRIDGE ANNUAL BUDGET
FOR FY 2015-2016.
Director Ehrenberg provided an overview of the proposed budget.
Discussion ensued regarding the lower leasing rate, product market, Asset Management
fee, cost of busses, settled litigation with Brazos County, new properties coming online,
cash account value, and litigation fees.
MOTION: Director Bradley made a motion to approve the Cambridge FY
2015-2016 Budget as presented and advise the Trustee that the
budget would reviewed and likely be amended prior to September
1, 2015, to reflect actual leasing activity. Director Schornack
seconded the motion. The motion carried by a vote of 3-0.
6. DISCUSS AND CONSIDER APPROVAL OF THE TOWN LAKE, AUSTIN ANNUAL
BUDGET FOR FY 2015-2016.
Director Ehrenberg provided an overview of the proposed budget.
Discussion ensued regarding bond payments, refinancing pos sibilities, and number of
scholarship offers.
MOTION: Director Schornack made a motion to approve the Town Lake
Austin FY 2015-2016 Budget. Director Bradley seconded the
motion. The motion carried by a vote of 3-0.

7. DISCUSS AND CONSIDER APPROVAL OF THE TSHA ANNUAL BUDGET FOR FY
2015-2016 .
Director Ehrenberg provided an overview of the proposed budget.
Discussion ensued regarding funding a specific project at Westlake Academy.
MOTION: Director Schornack made a motion to approve the Authority FY
2015-2016 Budget. Director Bradley seconded the motion. The
motion carried by a vote of 3-0.
8. EXECUTIVE DIRECTOR’S REPORT
No additional discussion.
9. EXECUTIVE SESSION
The board convened into executive session at 7:25 p.m.
The Board will conduct a closed session pursuant to Texas Government Code,
annotated, Chapter 551, Subchapter D for the following:
a. Section 551.074(a)(1): Deliberation Regarding Personnel Matters – to deliberate
the appointment, employment, evaluation, reassignment, duties, of a public
officer or employee: Executive Director

President Carter reconvened the meeting at 7:57 p.m.

$2,500 /year scholarship to assist with housing cost?
Texas Student Housing is offering Texas high school and Texas community college
graduates off- campus housing scholarships. These scholarships are open to students
accepted to or attending college in Austin, College Station, and Denton, Texas that have
NOT signed off campus housing leases with a TSH facility managed by Asset Campus
Housing. University of North Texas and Texas Women's University normally do not permit
first year students to live off campus.

Whereas, Barbara Lilly Brizuela died April 11, 2015, as described in the attached
Obituary which was published in The Keller Citizen, and
Whereas, the citizens of the Town of Westlake desire to honor the memory of Barbara
Lilly Brizuela in grateful appreciation for her stellar role in serving the community as the
founding Head of School of Westlake Academy where among her many accomplishments she
secured for the Academy the authorizations in record time of all three International
Baccalaureate Organization Programmes, leading the Academy to become the fifth school in the
United States to attain that recognition; h oars i
Now therefore, BE IT RESOLVED that the Board of D' ectors of the Texas Student
Housing Authority hereby provides that each year a full scholarship for-the- cat' QH'j
Authority's facility at xa..AR&7.q L Tni shall be awarded to a deserving graduate of
Westlake Academy, which scholarship shall e designated as the BARBARA LILLY
BRIZUELA SCHOLARSHIP.
Barbara Ann Lilly Brizuela

Barbara Ann Lilly Brizuela, the Founding Head of School of Westlake Academy, Westlake, Texas,
died at home with her family in Buenos Aires, Argentina on April 11, 2015. She was born July 26, 1946 in
Phillipsburg, NJ, the daughter of Robert D. Lilly and Virginia Lee Creveling Lilly. Barbara graduated from
Phillipsburg High School in 1964, the recipient of the DAR (Daughters of the American Revolution Award).
She graduated with honors from Bucknell University in 1968, where she met her future husband Eliseo
Enrique Jose Brizuela from Argentina, and she finished her Master in Arts in English Literature at University
of North Carolina at Chapel Hill in 1970 with a thesis on Stylistic Changes in Robert Frost Poetry. From early
on she showed a strong and recognized sense of calm leadership and was elected President of The Student
Council at Bucknell University. She taught English in Baltimore, MD; Buenos Aires, Argentina; Quito,
Ecuador; and Caracas, Venezuela. In 1982, back in Argentina, she joined the prestigious Northlands School as
Head of the English Department where she later became Deputy Head of Northlands and Founder and
Headmistress of the Northlands Nordelta branch in Northern Buenos Aires. At a June memorial service,
Northlands named its primary building in honor of Barbara Lilly de Brizuela. In 2003, Barbara helped to open
Westlake Academy, a municipally owned and operated Charter School in Westlake, Texas, where she had
been appointed Head of School and where she successfully implemented in record time the three International
Baccalaureate Organization (IBO) programs. Barbara was also a pioneer and an international consultant for the
IBO, based in Geneva, Switzerland, working in Argentina, Latin America, the U.S., and abroad. The Legacy of
Women Award in Tarrant County, Texas, was presented to Barbara for her impact in Arts, Business,
Education, Health & Human Services and Volunteerism. She was predeceased by her father Robert D. Lilly
and mother Virginia Lee Creveling Lilly. She is survived by her husband of almost a half century, Eliseo
Brizuela of Buenos Aires; daughter Barbara Maria, spouse Sebastian, and grand- daughters Azul and Sofia in
Cambridge, MA; daughter Natalia and spouse Blanca of Berkeley, CA; daughter Vanessa of Buenos Aires; and
brother Robert D. Lilly, Jr. and wife Michelle of Phillipsburg, NJ. Barbara was cremated at the Municipal
Cemetery of San Martin in the Province of Buenos Aires, Argentina. A U.S. memorial service to honor
Barbara will be held at the campus of Westlake Academy, 2650 J. T. Ottinger Road in Westlake, Texas, at
6:30 p.m. on July 23, 2015. As per Barbara's request, donations in her name may be made to cancer research at
ww,w.fundaleu.ory where she had been treated for the last four years for multiple myeloma.
