PLANNING AND ZONING COMMISSION MEETING
September 20, 2010
PRESENT: Chairman Bill Greenwood and Commissioners Allen Heath, Sharon Sanden and
Wayne Stoltenberg.
ABSENT: Walter Copeland
OTHERS PRESENT: Planning and Development Director Eddie Edwards, Town
Secretary Kelly Edwards, and Assistant to the Planning and
Development Director Trish Landers.
1. CALL TO ORDER
Chairman Greenwood called the meeting to order at 6:07 p.m.
2.
REVIEW AND APPROVE MINUTES OF THE PLANNING AND ZONING
COMMISSION MEETING HELD ON JULY 23, 2009.
MOTION: Commissioner Sanden made a motion to approve the minutes.
Commissioner Heath seconded the motion. The motion carried by
a vote of 4-0.
3. CONDUCT A PUBLIC HEARING AND TAKE APPROPRIATE ACTION REGARDING
A SPECIAL USE PERMIT (SUP-07-01-2010) TO AUTHORIZE ON PREMISES
CONSUMPTION AND SALE OF ALCOHOLIC BEVERAGES AT 2501 WESTLAKE
PARKWAY, BEING LOT 1 BLOCK 1 OF THE DELOITTE UNIVERSITY
CONFERENCE CENTER ADDITION.
Planning and Development Director Edwards provided an overview of the project that
includes an 800 room hotel and an accessory building that will be used for social
venues. He stated there were no distance issues as required by State law and a single
license would be issued for this area.

Director Edwards introduced Jeff Totten, Deloitte LLP, Director - Deloitte University.
Discussion ensued regarding the number of employees, the possible of consolidation of
other facilities, location of the social venue, how the employees will enter the facility, the
number of employees and lighting during construction.
Chairman Greenwood opened the public hearing.
There being no one requesting to address the Commission regarding the case, Chairman
Greenwood asked for a motion to close the public hearing.
MOTION: Commissioner Heath made a motion to close the public hearing.
Commissioner Stoltenberg seconded the motion. The motion carried by a
vote of 4-0.
There being no more questions, Chairman Greenwood asked for a motion.
MOTION: Commissioner Heath made a motion to approve the Special Use
Permit (SUP-07-01-2010) to authorize on premise consumption
and the sale of alcoholic beverages at 2501 Westlake Parkway,
being Lot 1, Block 1 of the Deliotte University Conference Center
Addition. Commissioner Stoltenberg seconded the motion. The
motion carried by a vote of 4-0.
4. ADJOURNMENT
There being no further business to come before the Commission, Chairman Greenwood
asked for a motion to adjourn.
MOTION: Commissioner Stoltenberg made a motion to adjourn the meeting.
Commissioner Sanden seconded the motion. The motion carried by a
vote of 4-0.
Chairman Greenwood adjourned the meeting at 6:30 p.m.

Regular Consider and take appropriate action regarding an application for a Preliminary
Plat and a Final Plat of the property known as Westlake Corners North, located
within the PD 3-11 zoning district.

Development of property in Westlake requires the Town Councils approval of the zoning,
concept plan, preliminary and final platting, and site plan prior to issuance of a building permit.
The subject property was re-zoned in April of 2008. A Concept Plan was approved as part of the
re-zoning process. The applicant now desires to preliminary and final plat the property. It is
anticipated that once platting is approved, site plans will be submitted for two of the three lots
within the near future.
BACKGROUND
None required.
FUNDING
The preliminary and finals plats comport to the approved zoning and concept plans previously
approved for this property. The water and sewer utilities are being extended by the applicant to
serve the subject properties. Staff recommends approval of the preliminary and final plats
subject to the Developers Agreement attached.
