10. FUTURE AGENDA ITEMS: Any Board member may request at a workshop and / or
Board meeting, under “Future Agenda Item Requests”, an agenda item for a future
Board meeting. The Board member making the request will contact the Superintendent
with the requested item and the Superintendent will list it on the agenda. At the
meeting, the requesting Board member will explain the item, the need for Board
discussion of the item, the item’s relationship to the Board’s strategic priorities, and the
amount of estimated staff time necessary to prepare for Board discussion. If the
requesting Board member receives a second, the Superintendent will place the item on
the Board agenda calendar allowing for adequate time for staff preparation on the
agenda item.

o The goal of Westlake Academy Athletics under current Director has been to provide opportunities for as many students who wish to participate in sports.
•We have been successful as numbers of players indicate
•Up to now we have been able to do so with minimal exceptions.
o Excitement to see the large number of participants in sports. The ability to serve the amount of our population is a great thing.
o Nearly 60% of our student population (MYP/DP) participates in at least one sport
o Every Valedictorian has participated in Sports
o In 2012-2013 teams earned 3 TCAF State Championships

o Participate in the Texas Christian Athletic Fellowship (TCAF) for high school
sports.
•Offers football, volleyball, soccer, cross country, basketball, baseball,

•Also has power lifting, but Westlake currently does not participate
o Participate in Christian School Athletic Fellowship (CSAF) for junior high
school sports

•Future of Athletics
o Athletics has reached a saturation point for number of teams and participants. This is due to:
•Facilities
o Primarily volleyball and basketball which are the two largest sports
o JH practices at 6:00 am and HS begins at 3:15 pm lasting until as late as 8:00 pm
o Made player cuts in both VB & BKB this year due to the number that wanted to participate.
o Spring sports are limited to HS. All spring sports are off campus
•Coaches
o Any additional teams or players will require hiring of more staff. In our current financial status, it makes doing so very difficult.
o Currently 50% of coaches are contract labor and the other 50% are Westlake staff.
•We have increased the number of head coaches that work at Westlake. The following sports have staff members as coaches: JH & HS football, Men’s HS basketball, JH volleyball, JH women’s basketball, Tennis, Golf, Track.
•Sports with contract coaches: HS volleyball, HS & JH Soccer, JH & HS Cross Country, Women’s HS Basketball, Baseball, Softball,

•Future of Athletics
o Westlake will continue to field as many teams as facilities, coaches, and finances will
allow.
•Based on present state, athletics will remain at present level or slightly below
with number of teams
•Time needed by staff to effectively supervise any more growth will be monitored
o Make a determination of league in which Westlake Academy is a member.
o Decision as to remain as members of TCAF/CSAF or seek alternate opportunities
such as UIL, SPC or TCSAAL.
o Review each league so that the BOT is aware of what options are available to

o Advantages
•Flexibility of scheduling
•League is continuing to grow in number of schools joining & participating while
increasing competitive level
o Adding 11 man football for 2016
•Offers competitive sports for men’s programs, less competitive for women
•Allows for entering and withdrawal of teams prior to season’s beginning
•Does offer limited academic/drama/music competition
o Disadvantages
•Level of competition throughout is average. Top schools/teams are good,
however overall it is not as good with many games not competitive.
•Teams, districts change yearly requiring redesign of schedules frequently

•Texas Association of Private and Parochial Schools (TAPPS)
o Not Eligible as Westlake Academy receives state funding. TAPPS is made up of
schools that are 100% funded through private dollars

•Texas Charter School Athletic & Academic League (TCSAAL)
o League is in its infancy. Met with a representative to discuss WA & TCSAAL
o League offers only a 10 game schedule for sports such as volleyball & basketball
o Currently no teams in the north Texas area the size of Westlake Academy
•District would be as far south as Austin and west as Lubbock
o Made up of primarily of charter schools in Houston, Austin, San Antonio
•Working to grow North Texas area
o Currently do not believe this to be a viable option, but monitor the growth of the
league and revisit in 3-5 years.

•Southwest Preparatory Conference (SPC)
o SPC schools include All Saints Episcopal, Dallas Greenhill, Hockaday , FTW Country Day, St. Mark’s, Trinity Valley, etc
o SPC Bylaws cap the number of school participating at 20. Currently there are 19 members.
o Communicated with the Commissioner of SPC in April.
•The league has several school applications on file
•Not accepting any new applications
•Do not plan to fill the 20th spot for the foreseeable future
•Currently concerned about missed school time due to amount of travel
o SPC did say they would have concern with facilities, budget, and sports offered at Westlake Academy
o SPC is not an option for Westlake Academy at this time
•Will revisit this league on a regular basis

o Met with Paul Galvan, former AD of the Fort Worth ISD and current member of the UIL
Executive Council
o Interviewed AD’s from schools that Westlake Academy would potentially be in the
same district
o From Mr. Galvan on recommendations for what Westlake Academy would need to
do in order to be competitive in UIL for sports.
o 1) ALL Coaches must be full time employees of Westlake Academy
o 2) Dedicated Athletic Budget (not rely on athletic registration program)
•Stipend pool for coaches would need increase
o 3) Athletic Class periods
o 4) Plan for facilities (upgrade and add)
o 5) Full Time Athletic Director position
o 6) Upgrade transportation system

•Coaching stipend pool increased ($100,000 average for 3A schools) (Westlake Academy currently has a $30,000 stipend pool)

•Every School has athletic periods for both JH and HS.
•Each coach said to be competitive you must have period(s). If there is not an athletic period, every school you compete against has an extra 45 minutes per day your players don’t get
o 4) Plan for facilities
•Churches, Recreational facilities are not allowed by UIL for competition.
•Must have lights for baseball, softball and prefer football
•Plan for football field upgrade, soccer field seating, facilities for baseball, softball, tennis
•Current 3A schools have on campus facilities for all sports with exception of Golf. A couple do not have tennis, but use another high school or a country club. Turf fields for football stadium is common place and two schools in potential district have turf on baseball field

•Salary is commensurate with the Principal of the high school

•Need for full size buses.

o Westlake Academy currently offers every sport (except Power Lifting) that the 3A
schools do.
o Westlake Academy has more participants in those sports than most of the 3A schools
o Westlake Academy has done so staying true to the academic IB mission of the
school
o Westlake Academy would have to change our hiring philosophy in order to meet the
requirement of all coaches being full time employees
o Westlake Academy would be competitive in some sports in the UIL, while some
sports would need to be transformed in order to be competitive.
o Westlake Academy would need to agree to full compliance of the UIL. When an
executive/district committee make a decision it must be complied with
o Westlake Academy would benefit from the Academic side of the UIL

•Westlake Academy Athletics does many good things for students.
•Number of participants have increased greatly over the past years.
•Students that wish to play at the collegiate level can still do so. This 2014-2015
school year saw 5 WA athletes receive opportunity to play.

Nathaneal Rennhack – Wake Forest (Soccer)
Hunter Robichaux – Bucknell (Baseball)
Josh Hill – Dodge City Community College (Baseball)
Jennifer Spall – St. Edwards University (Cross Country)
Two additional athletes received offers but have chosen to focus on
academics at their respective universities.
Westlake Academy Blacksmiths Athletics
•All of these students were recruited from their select/club
teams. Currently, with the only exception being football,
college coaches recruit primarily through select sports. With
limited exceptions, these coaches rarely recruit through high
school sports.
•Our student/athletes choose Westlake Academy, not for the
athletics, but for the IB and academic program. They realize
that graduating from WA will have great meaning as they
move to college. Each of these could have easily made the
move to their boundary school and been successful. However
they chose to stay.

•Westlake Academy is doing great things in our athletic
program. We are doing so at a level equal to that of 3A
schools in the UIL in terms of sports offered and in many cases,
more participants.
•Westlake Academy sports has grown to a point in which we
have reached a point that will not allow for more growth due
to facilities, coaches, budget, etc
•However this program provides approximately 60% of our
MYP/DP student body an opportunity to learn through sports.
Not many schools can say this.
•Sports offer a unique learning experience to students.
•The goal of Westlake Academy Athletics is to provide these
opportunities.

EXECUTIVE SUMMARY
The discussion item relates to an amendment in the Board of Trustees policy on Academic
Honesty and Honor Code, Policy No. Policy No. 3.10. The section Honor Code has a statement that
students should adhere to in all facets of academic work at Westlake Academy, the origin of which is
not known and students and staff do not have ownership in it’s creation.
Discussion will focus on a proposed Honor Code that was developed by students in the PYP and
Secondary sections and the administrative guidelines in which it is understood within the IB
philosophy.

a. Presentation and discussion regarding from the Westlake Academy Athletic Club
(WAAC).
Assistant Principal Burt and Mrs. Julie Timmerman, WAAC President, provided
an overview of the Club’s membership, revenue and expenditures.
Discussion ensued regarding the cost of lights for the sports field, and any
necessary amendments to ordinances that would accommodate lighting.
b. Update on phasing of Language B in the MYP Programme of Study.
Dr. Barton and Mrs. Wilkson, MYP Coordinator, provided a presentation and
overview of the data collected using Assessment of Performance and Proficiency of
Languages (AAPPL) testing and the Assessment of Performance Toward Proficiency
in Languages (ACTFL).
Discussion ensued regarding the comparative analysis of Grade 9, what contributes
to the improvement in Grade 9 and testing comparisons to other schools.

Heather Poole, 2002 Swallow Tail, spoke regarding the need to improve morale and
communication at the Academy. She also mentioned negative comments regarding the
Academy that are listed on the Great School website referring to transparency and
financial improprieties.

The discussion item relates to an amendment in the Board of Trustees policy on Academic

students should adhere to in all facets of academic work at Westlake Academy, the origin of which is
not known and students and staff do not have ownership in it’s creation.
Discussion will focus on a proposed Honor Code that was developed by students in the PYP and

A RESOLUTION OF THE BOARD OF TRUSTEES AMENDING THE TECHNOLOGY,
COMPLAINT, AND DISCIPLINE POLICY FOR WESTLAKE ACADEMY.
WHEREAS, the Board adopted an Academic Policy and Honor Code Policy to establish
a standard for academic honesty and the expectations August 16, 2010; and,
WHEREAS, the Board has considered the following policies and the proposed
amendments Academic Policy and Honor Code Policy No. 3.10; and’
WHEREAS, the Board finds these policies will facilitate effective and efficient
governance of Westlake Academy; and,
WHEREAS, the Board of Trustees finds that the passage of this Resolution is in the best
interest of the students, their parents, and faculty of Westlake Academy.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
WESTLAKE ACADEMY, TEXAS:
SECTION 1: The above findings are hereby found to be true and correct and are
incorporated herein in its entirety.

Policy Goal: To establish a standard for academic honesty and the expectations
relative to an honor code for Westlake Academy
Policy Description:
A component of the mission statement for Westlake Academy is to strive to achieve
academic excellence and develop life-long learning traits for the success of the
students. As such, an academic honesty and honor code is necessary to support those
endeavors.
All students are expected to act with integrity in regards to Academic and non-academic
contexts. Any form of plagiarism, including downloading and using information from the
internet without quoting sources, will be considered a violation of the code of conduct.
We expect all students to be on their honor, and cheating will be dealt with severely.
Academic Dishonesty
Academic dishonesty is defined as:
• Engaging in any act of plagiarism by passing off ideas or words of another as
one's own, using another's work without quoting sources, committing literary
theft, or presenting an idea from an already existing source as new or original;
• Receiving or providing assistance on an assignment in or out of the classroom
where collaboration is not explicitly condoned by the instructor;
• Communicating or attempting to communicate with another student during an
examination via verbal, nonverbal, written, or electronic means;
• Disclosing the content of assessment material to another student who is taking or
has taken the same course but has not yet taken the assessment in question;
• Possessing or using forbidden materials or aids during an assessment; or
• Stealing, attempted theft, or collusion with any who attempt to steal assessment
materials.

Cheating, plagiarism, forgery and any other forms of academic dishonesty are
considered severe discipline infractions and will be subject to the progressive discipline
process outlined in the Parent/Student Handbook.
Honor Code
By means of an Honor Code, students practice responsible leadership, accept personal
responsibility and develop strong character and create an atmosphere free from
suspicion. At its core, the Honor Code is based on mutual respect and trust, serving as
a written model for what is expected from students in terms of behavior, as well as a
pledge to live by the school’s values. All students will be required to support the traits
identified in the IB Learner Profile by committing to the following:

As an IB student, I am responsible to uphold a principled perspective in my personal
and academic life.
Students who commit themselves to upholding the Westlake Academy Honor Code will

Westlake Academy Admissions Policy
EXECUTIVE SUMMARY
This policy is a companion document to the Proof of Residency policy and helps to clarify the
admissions process for those families who wish to enroll their student at Westlake Academy.
Recently, Staff members have discussed the updates contained within this agenda item as it
relates to our admission requirements and made suggested updates to the language.
The proposed amendment to the policy language removes the two (2) year residency threshold
for those students admitted to the Academy after August 1, 2015. Currently, this two (2) year
residency requirement allows a primary boundary (Westlake) family to move to an extended
(secondary) boundary while continuing to provide for enrollment at the school. A family that
moves t o Westlake after the policy amendment’s effective date would need to remain a resident
within our community in order for their children to maintain resident status and avoid the lottery
or extended (secondary) boundary enrollment procedures should the family relocate to another
neighboring municipality in the school’s approved secondary boundary. Under this policy as it
is currently written, families may relocate from Westlake to an approved secondary boundary
and remain enrolled at the Academy provided they have lived in Westlake for more than two (2)
years.

Policy Name: Westlake Academy Admissions Policy
Policy Goal: Communication/Transparency of student and parent requirements for
admission into Westlake Academy; Engagement of stakeholders and fiscal stewardship
Policy Description:
Applications from new students are accepted from December 1st through January 31st.
Currently enrolled students receive a Notice of Intent to Return form the first week of
January. This form asks students to state whether they intend to return to Westlake
Academy the following school year and to identify any siblings who wish to attend
Westlake Academy the following year. This form must be returned by January 31st.
Currently-enrolled students, admitted after August 1,2015, expressing a desire to return
and who continue to reside within an approved geographical boundary are automatically
enrolled for the following school year upon timely receipt of the Notice of Intent to
Return form, subject to the following limitations: (1) a currently-enrolled student who
originally obtained admission to the Academy based on the student’s residency in the
primary geographic boundary; and (2) a currently-enrolled student who obtains
admission as the child of a full-time Town of Westlake employee retains the right to re-
enrollment only if the student’s parent continues to be employed by the Town of
Westlake on a full-time basis. Vacancies in each class are then determined.
If the number of eligible applicants does not exceed the number of vacancies, then all
eligible applicants who timely applied will be offered admission. If there are more
eligible applicants than available spaces in a class, then admission shall first be offered
to eligible applicants residing within the geographic boundaries of the Town of Westlake
(primary geographic boundary). After consideration of all eligible applicants from the
primary geographic boundary, Westlake Academy may admit eligible transfer applicants
residing within the secondary geographic boundary.
If the number of eligible transfer applications exceeds the number of vacancies, the
admission of transfer applicants from the secondary boundary shall be determined by
Resolution 15-08

lottery, except that the following applicants are exempt from the lottery and may be
given priority in admission, subject to the limitations identified. Exempt transfer
applicants will be admitted in the following order:
(1) the children of Town of Westlake employees, so long as the total number of
students admitted under this exemption as the children of employees assigned
to municipal duties constitutes only a small percentage of the total school
enrollment and the number of students admitted as the children of employees
assigned to Westlake Academy constitutes only a small percentage of the total
school enrollment; and
(2) the children of Founders of Westlake Academy, so long as the total number of students admitted under this exception constitutes only a small percentage of the total school enrollment; and
(3) siblings of admitted or returni ng students.
All eligible transfer applicants will be placed in the lottery. A name will be drawn for
each vacancy that exists, and each applicant whose name is drawn will be offered
admission. The remaining names will be drawn and placed on a waiting list for each
grade level in the order they are drawn. If a vacancy arises, the individual on the
waiting list with the lowest number assignment will be offered admission.
Applicants are not required to provide copies of transcripts or other academic records
prior to enrollment. In addition, a student will not be precluded from enrolling due to
Westlake Academy Charter School’s failure to receive the information required for
enrollment from the student’s parent and/or previous school.
Westlake Academy Charter School does not discriminate in admissions based on
gender, national origin, ethnicity, religion, disability, academic, artistic, or athletic ability
or the district the child would otherwise attend.
Westlake Academy will not enroll any student with documented histories of a criminal
offense, juvenile court adjudication, or discipline problems under Texas Education Code
Chapter 37, Subchapter A. The Academy further reserves the right to remove a student
per the Discipline Policy / Code of Conduct should it become known that a student has
a history of criminal offense, juvenile court adjudication or discipline problems, which
was not disclosed upon application to the school.

EXECUTIVE SUMMARY
This policy was originally adopted in May of 2009 and has been updated as our school and
community has continued to grow. At our recent meetings, the Board has directed staff to draft
changes to our proof of residency requirements in order to reflect the current enrollment
cond itions at Westlake Academy.
The proposed revisions to this policy would remove the building permit enrollment category
after August 1, 2015, and clarifies the leasing parameters for residents. Over the past severa l
years, we have allowed future residents to enter the Academy under a conditional residency
status so long as they obtained an approved building permit and completed their home
construction within a two (2) year time limit. The proposed changes will gradually eliminate this
option.
The policy also clarifies that any student, as of August 1, 2015 who enters the Academy via the
grandparent residency status, will only be allowed continued enrollment if the grandparent meet
all the requirements for after school care and remains a primary boundary resident of the Town
of Westlake.

WHEREAS, the Board of Trustees finds that the passage of this Resolution is in the best
interest of the citizens of Westlake as well as the students, their parents, and the faculty of
Westlake Academy.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF
WESTLAKE ACADEMY:
SECTION 1: THAT, all matters stated in the recitals hereinabove are found to be true
and correct and are incorporated herein by reference as if copied in their entirety.
SECTION 2: THAT, the Board of Trustees for Westlake Academy, hereby approves the
policy titled, Proof of Residency attached to this Resolution as Exhibit “A”.
SECTION 3: IF, any portion of this Resolution shall, for any reason, be declared invalid
by any court of competent jurisdiction, such invalidity shall not affect the remaining provisions
hereof and the Board hereby determines that it would have adopted this Resolution without the
invalid provision.

Policy Name: Proof of Residency Policy
Policy Goal: Clear and concise communication for students and parents regarding the
criteria to establish residency status for individuals seeking admission to Westlake
Academy and development of a process/criteria for the consideration of documentation
from Westlake resident grandparents that they are providing substantial after school
care for their grandchild seeking admission to Westlake Academy.
Policy Description: If, during the enrollment period, Westlake Academy receives more
applications from eligible applicants than there are spaces available in a class, then
admission shall first be offered to eligible applicants residing within the Academy’s
primary geographical boundary, which is consistent with the geographic boundaries of
the Town of Westlake. The parent, legal guardian, or other person having lawful control
of an applicant seeking admission as a resident of the primary boundary must provide
proof of residency within the boundaries of the Town of Westlake.
Required Documentation to Establish Residency in the Primary Boundary
An applicant’s parent, legal guardian, or other person having lawful control shall provide
one or more of the following documents as proof of residence within the boundaries of
the Town of Westlake:
• Tax receipt from the current year indicating home ownership;
• Current lease agreement (subject to additional requirements below); or
• Current utility bill for the primary residential structure in the name of the
applicant’s parent, legal guardian, or other person having lawful control.
In addition to one of the documents identified above, the adult establishing residency
must provide a photo identification card that includes the person's photograph, name,
and an address that matches the address included on the document provided from the
list above. Acceptable photo identification cards shall include a current and valid state-
issued driver's license, a Texas identification card, a military or government-issued

identification card, or a consular card. Westlake Academy will not accept a credit card,
debit card, or any club or retail membership card for proof of residency, even if such
card includes a photograph.
An applicant relying on a residential lease to establish residency must provide a copy of
a fully-executed lease with a lease-term that extends for the entire time period the
applicant intends to rely upon the lease to document residency. A residential lease
shall be considered acceptable documentation to establish residency only if the leased
premises is the primary residential structure on a property. Any family/person who
executes and submits a lease to document residency in the Primary Boundary without
occupying the leased property for as long as the applicant’s child attends the Academy,
shall subject their child(ren) to immediate removal from the school and such action may
be considered fraudulent activity, unless documentation of another Primary Boundary
residence is provided.
For a single-family residence, only one structure shall be recognized per legal address.
Secondary structures such as garages, garage apartments, cabanas, pool houses, or
cottages that are co-located on the property where the primary residential structure is
located, but are not recognized with a separate legal address, are not eligible to
establish residency under this policy. Further, a lease shall be accompanied with a utility
bill showing that the utility service for the leased residential premises is in the name of
the person leasing the primary residential structure.
Nonresident Student in Grandparent’s After-School Care:
A student seeking admission to Westlake Academy, after August 1, 2015, as a resident
of the primary boundary due to a grandparent providing substantial after-school care for
the student shall provide the required proof of residency based on the grandparent's
Westlake residence and will be subject to the admission policy applicable to all
Westlake residents regarding their continued enrollment. The grandparent must
annually provide a notarized affidavit, on a form provided by Westlake Academy,
confirming the extent of after-school care to be provided by the grandparent.
The Superintendent shall have authority to approve such admission applications in
accordance with the following criteria: a minimum of ten (10) hours per week of
documented after-school care provided by the grandparent at the grandparent's
Westlake residence.
Required Documentation to Establish Residency in Secondary Boundary
If all eligible applicants from the primary boundary are admitted and the Academy
chooses to admit transfer students from the secondary boundary, the same types of
documentation identified above shall be used to establish residency within the
Academy’s secondary boundary.

Residency Review
A Westlake Academy representative may make periodic visits to a residence to verify
that the student is actually living at the address provided on the enrollment application
or is entitled to enrollment as a resident because of after-school care provided by a
grandparent. A person who presents false information or false records to obtain
admission to Westlake Academy commits a criminal offense and is subject to
prosecution under Texas Penal Code Section 37.10.
Proof of residency shall be waived when a student is homeless as defined by law.

annotated, Chapter 551, Subchapter D for the following:
