BACKGROUND (including policy implications and options):
Recently the Texas Charter School Association (TCSA) presented their quality
framework for school continuous improvement via student success at their annual
conference. Following that, TCSA staff met with Westlake Academy staff to review this
new framework which is in its pilot stages. Staff felt this framework could serve as a
good framework for any school, regardless of curriculum, to serve as a means to evaluate
its performance somewhat as a “balanced score card” and that it may work well in
conjunction with the recently adopted WA Five (5) Year Strategic Plan.
FUNDING
: N/A
Review the material presented and provide staff feedback as to the Board’s interest in
utilizing this quality framework as a tool to evaluate the Academy’s performance and
continually improve.
RECOMMENDATION
ATTACHMENTS: Sent out under separate cover various TCSA materials on their new
Quality Framework for student success.

SUBJECT: Texas Charter School Association Framework for Student Success
via School Continuous Improvement
Attached for your review is information the Texas Charter School Association
about their new Framework for Student Success. It is a framework to evaluate
10 systems that determine student, and thus school, success. This will be
presented at Monday’s Board workshop; however, I thought the Board would like
to review it in detail prior to that meeting.

BACKGROUND
: On May 24, 2010 Council held an off-site planning retreat to discuss
governance as well as financial sustainability as per the municipal strategic plan.
Extensive information on financial sustainability, history of Town services, their
development and funding, as well as the various programs of service offered by the Town
was discussed. Points of Council direction were recorded and staff would like to review
those with the Council/Board to make sure that this direction is correctly understood.
FUNDING
: N/A at this time
RECOMMENDATION
: That the Town Council/Board of Trustees discuss and if
necessary, clarify direction to staff given at the retreat.
