Town Manager Re: Citizens for the Preservation of Dove Road Dear Mayor Wheat and Mr. Brymer: Kara Aptor I am writing on behalf of the Westlake homeowners and residents of Dove Road who are in support of preserving Dove Road, in particular the portion of Dove Road located East of FM 1938 (Davis Blvd.), which is under review in the current Proposed Thoroughfare Plan Portion of the Proposed Comprehensive Plan and was most recently discussed with the public on Monday, February 9, 2015. As I stated at the February 9th meeting, I am a new resident to Westlake (as are my immediate neighbors on Dove Rd.). While I may not have had an opportunity to voice these concerns prior to February 9th, 1 am voicing them now, as I have, in a very short time, found that Westlake is a place that I am proud to call my home with such a unique sense of place -- natural beauty, active lifestyle, involved community members and outstanding IB education. We, as citizens for the preservation of Dove Road, are asking for your help. We would like the town council to reconsider and remove Dove Road (specifically the widening of Dove Rd. east of Davis Blvd) as a "special consideration" item in the Comprehensive Plan to maintain a 2 -lane Pastoral Collector. We believe widening Dove Rd. to accommodate additional motorist traffic is not a viable options and creates a negative impact to residents of Westlake (especially homes on Dove Rd. and those backing to Dove Rd.) for the following reasons. 1. Safety a. Crossing the Street — Our families regularly cross the street to access the multi- purpose trails for a variety of active lifestyle sport and leisure activities including walking, jogging, biking, scooting, etc. For some of the newer residents, it was a huge selling point for living in this location where the trail is right at our doorstep and our families have safe access to the trails. Increased lanes of traffic would create an unsafe pedestrian situation making it nearly impossible for children to cross the street in time to get to the other side safely. Plus, 4 lanes of traffic would make it more difficult for motorists to see children waiting to cross the street, This would severely limit accessibility to the trails, especially for our children who use the trails to get to friends' homes and can hopefully eventually bike to school when the path is complete. b. Use of Trail System - There have already been some "chose calls" in which motorists swerve off the road and hit the ditch area very close to the trail, then resume driving again. I honestly don't believe widening the street and reducing the grassy buffer area from 20' min to a 6 -8' planning strip (as shown on the presentation from the February 9t" meeting) will provide adequate protection for Westlake residents using the trail system. c. Driveway Access — Adding traffic lanes to Dove Rd. will pose a serious challenge for residents coming and going from their driveways, with additional lanes to negotiate, especially when making a left -hand turn in and out of the driveway. Motorists would also have difficulty seeing cars pulling out of their driveways, with potential blind spots from other cars. With a wider street, it is more likely that motorists will speed through with the momentum of traffic, creating additional safety risk and potential accidents. Simply leaving and coming home will become dangerous and stressful for residents. 2. De -value Property Investment — Expanding Dove Road to include multiple lanes of 2 -way traffic will de -value our property, eroding our investment and making it difficult to sell the property in the future. This is true not only of Dove Rd. residents, but also for Glenwyck residents who own property backing to Dove Rd and at least one lot that I am aware of in Terra Bella that is adjacent to Dove Rd. 3. Increased Traffic — As cited numerous times at the February 9'" meeting, research shows that these types of road expansions don't work in residential neighborhoods and just create more traffic, as motorists see the expanded roadway as an alternative route to the larger town arterial roads. The local residents on Dove Rd. and the surrounding areas don't want to see the current pastoral Dove Rd. turn into a major street that becomes a short cut for non- residents passing through. Also worth mentioning is the Southlake traffic circle under construction near Peytonville Rd. The Southlake portion of Dove Rd. is to remain a 2 -lane street in the current Southlake 2030 Mobility Master Plan. The traffic circle will already act as a "traffic choker" slowing traffic along Dove Rd. to allow for easier turning at the Peytonville and Sam School intersection. However, widening the Westlake section of Dove Rd. would create a greater bottleneck on the way to Hwy 114, as 4 lanes would have to reduce to 2 lanes and slow down and /or yield at the traffic circle. This seems like a lot of planning and funding on the part of the Town of Westlake, with minimal positive impact to traffic, yet a great deal of negative impact to the neighborhood (see full list of bullets). 4. Pollution (litter & noise) — Dove Rd. already has its fair share of litter, which I do my part to clean up, including the multi- purpose trails along Dove and into Glenwyck and Terra Bella. I doubt our local residents are throwing beer cans/bottles, fast food bags, fast food cups /straws, cigarette cartons, empty beer cases, etc. out of their windows into our yards. This litter from motorists passing through would increase if additional lanes and resulting cut- through traffic are present. Additionally, the noise will be increased with more traffic and speeding. Page 2 5. Natural Beauty Compromised — Westlake proudly touts the Tree City USA and Scenic City signs throughout the town and website. Widening Dove Rd. is very likely to result in the removal of existing mature and young trees alike. I specifically chose not to live in a cookie cutter style community to avoid the sterile, characterless aesthetics and feel of developments in which trees are mowed down and baby trees are planted, taking decades to mature and be enjoyed. Westlake is beautiful and should remain so. There have been several suggestions to encourage future projected motorist traffic to move through the existing commercial zones in Westlake and away from the residential zones. Currently, multi -lane Solana Blvd. with its corporate presence seems highly under - utilized. Also, an extension of Solana Blvd. to include development of Capital Pkwy seems like a much more logical plan for anticipated traffic volume as Westlake grows. This would allow Westlake to grow its roadways in the places where development may grow — not try to over - burden existing residential areas and pastoral roads, such as Dove Rd, which already has a population of tax paying residents calling Dove Rd. home. These options seem much more viable as our great town evolves over the years. On behalf of all of my neighbors and community, I would like to thank you for hearing our concerns and continuing to provide leadership and vision for our amazing town, It is a very special place and know we all want to keep it safe and beautiful so that we can be proud to call Westlake home now and in the future. I appreciate your help in removing the Dove Rd. expansion plans from the Westlake Comprehensive Plan.
