!, What is the "Drill Zone "?
The area within an approved Gas Well Pad Site designated for drilling, as
shown in the Site Plan section of the Specific Use Permit approval process.
What is a "Protected Use "?
A residence, religious institution, public building, health care facility building,
school, or public park. The term shall not apply to accessory buildings,
garages, hangars, or storage buildings.
What is a "Gas Well Production Site "?
The area used for the production of gas, oil and other hydrocarbons.
Reworking, re- fracing, and other well maintenance activities may also
be conducted within this area. Drilling shall only be permitted within
the Drill Zone located within a Gas Well Pad Site.

All Gas Well pad sites must be landscaped along the perimeter. All the following landscape requirements must be met:
1. Tree Density. A minimum of six trees required per 100 linear feet planted in the perimeter wall zone of 40 feet,
2. Tree size. At least 60 percent shall be 3 inch caliper or greater, and the remainder shall be 2 inch caliper or larger.
3. Protected trees. Shall be protected and or mitigated and replaced per Westlake Ordinance.
4, Inaddition, large evergreen shrubs and one large tree shall be planted per 30 linear feet of perimater wall.
5. Additionally, the landscape shall include ground cover, low level plantings, mid level treees and shrubs, and other
features as depicted in the Design Guidelines.

SECTION
Protected trees ( as defined in the UDC ) that are to be removed from the site shall be replaced within the site or 40
foot surrounding zone if space permits. If there is not sufficient planting space within the site or zone to meet the tree
replacement requirements, then they may be planted within the other portions of the lot, in the roadway median ( if
present ), or on other land or roadways in the subdivision or the town. A sufficient number Of trees shall be planted to
equal, in caliper, the diameter of the protected tree(s) that are removed.

Gates shall be solid wood veneer over painted steel frames. Wood to be rough cedar minimum 6" wide boards,
vertical. Tops of the gate shall be shaped with simple curves. No Oat top gates allowed. Hinges to be visible and
larger scale. And be painted in natural dark brown colors. Steel frame maybe part of the gate design.

All Gas Well pad sites must screen the facilitieson the site during the production phase and they sahll be painted with
natural light beige, brown colored paint.
No buildings, facilites, storage tanks, ect. shall be visible from a higher public right of way within the Town from a height of 4
feet above that right of way with in 200 feet of the Drill Zone.
Use of berms to raise screening walls, landscaping and or lowering the Drill Zone Pad below the views is required.

5. Additionally, the landscape shall include ground cover, low level plantings, mid level treees and shrubs.. and other
features as depicted in the Design Guidelines.

4. Inaddition, 6 medium canopy trees and 20 large evergreen shrubs ( 5 gallon ) shall be planted per 100 linear feet of perimeter wall zone.
5. There shall be 25% shrubs, groundcovers and ornamental grasses of the perimeter wall zone.

1. All Water Pits exterior to the Drill Zone shall be fenced with a 6 foot high iron fence.
2. All Water Pits exterior to the Drill Zone shall be landscaped as per perimeter landscape required for drill zones.
3. All Water Pits designed and installed as safe ponds with water features may be located in open space surrounding the
Drill Zane within 200 feet and be landscaped in the manor of a park with one tree per 2,000 square feet of pond area and be
located within 25 feet of the edge of the pond. Maximum large canopy tree spacing around the pond zone shall be 80 linear
feet and minimum 20 feet on center.

Second Prong - Zoning
What does amending the Zoning Ordinance to allow oil &gas
drilling /production in all districts, but ONLY with an approved
SUP, actually mean?
Additional opportunities to ASK
With increased opportunities to ASK, better balance achieved between the mineral
estate owners rights and the surface owners rights.
Strong opportunity for transparency and citizen input (2 public hearings)
Strong opportunity to, if SUP is approved, to impose stringent special conditions on
the well drilling and production.

Council Consensus on Zoning
Staff recommendation:
SUP process allows Town more control, public review and comment, placement of
stipulations and conditions on the Specific Use Permit (SUP).
SUP in all districts addresses the wide use of blended, but not geographically defined
uses, in our PD zoning districts that comprise much o f Westlake.
.Allowed use in all districts, but only with an approved SUP.
Staff believes the above approach is the best way to balance the requirement to
1) allow the mineral estate access to their mineral interests with
2) the interests of surface owners so their property is not adversely impacted by
noise, dust, aesthetic issues, et., that oil /gas drilling and production operations require
