RESOLUTION 00 -02
A RESOLUTION OF THE BOARD OF ALDERMEN OF THE TOWN OF
WESTLAKE, TEXAS, ESTABLISHING "THE WESTLAKE HISTORICAL
PRESERVATION BOARD", PROVIDING FOR APPOINTMENT
PROCEDURES, TERMS OF OFFICE, RESPONSIBILITIES, REPORTING
REQUIREMENTS AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the history of the Town of Westlake is rich with pride and tradition;
and
WHEREAS, the Town of Westlake was founded in 1956 by a handful of oilmen
and ranchers in order to protect themselves from encroachment; and
WHEREAS, among the historic residents of the Town of Westlake are some of
the nation's most powerful and influential families; and
WHEREAS, the Town of Westlake was one of the earliest and most important
Stage Coach stops in North Texas; and
WHEREAS, the residents of the :past and present day Westlake represent people
of courage and honor who have taken much pride in their community and demonstrated
their commitment to preserve the Town; and
WHEREAS, the Town of Westlake Board of Aldermen recognize the
importance of the preservation of the history of Westlake.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF
THE TOWN OF WESTLAKE, TEXAS:

SECTION 2: That the Board of Aldermen are now calling for applications from
residents and/or property owners in Westlake to volunteer to serve on the Board.
SECTION 3: That the Board of Aldermen will review applications and appoint
members to the Board during the regularly scheduled Board of Aldermen meeting
scheduled for March 27, 2000.
SECTION 4... That, once = appointed; -the--Boar&WH1 immediately set. about the task
of.researehing and compiling information necessary to -rite and publish .a. book on- the
history: of; Westlake:
SECTION. 5: That the -- Board of Aldei -moo jwill-. consider necessary funds anti /or

SECTION 6: That there will be ten members who will serve staggered terms as
follow: 4 terms of 3 years, 3 terms of 2 years and 3 terms of 1 year. Terms will be
selected based on drawing straws. Members are eligible for reappointment for an
indefinite number of terms and all members will serve three year terms following
completion of each of the staggered terms. Unexpired terms and all vacancies will be
filled by the Board of Aldermen.

Westlake Historical Preservation Board
Completed Goals and Objectives
2000 -2008
• Published six historical journals of The PathFinder beginning in 2002,
and one student publication, The Trailblazer, in 2004 for Westlake
Academy.
• Established a historical society under the umbrella of Westlake
Historical Preservation Board, 2003.
• Established an annual Decoration Day each memorial Day in 2004 —
planting oak trees given by Jack Wiesman, participating in
maintenance and preserving the ground ,f the cemetery under the
direction of Troy Meyer, honoring citizens anti veterans in meaningful
ceremonies, making the I.O.O.F. Cemetery the historical focal point
of Westlake, including Boy Scouts and Westlake Academy students in
the program that now serves as the center of Patriotism, Love of
Country and Community in Westlake.
• Established WHPS Annual Meeting and Awards in 2004. (Cross
Timbers Legacy Award, Volunteer of the Year Award, Citizen of the
heart Award to a non - resident of Westlake making significant
contributions to the Town and Society.
• Established Westlake History Museum in Solana Complex, 2007,
through the generosity of Tom Allen and MaguirePartners.
• Co- chaired 50th Year Celebration with the Town of Westlake that
included Time Capsule.
• Published The Little Town That Could, Westlake, Texas: Origins and
Legacies, 2008.
• Encouraged and supported the establishment of Texas Junior
Historians through Westlake Academy that highlights WHPSIs
recognition of the Academy as the heart of the Town.
• Participated in activities with Gallery Night, Bandana Bonanza, Town
of Westlake activities such as receptions, meetings of other groups,
securing music and speakers for various occasions, making in -kind
donations too numerous to list and value, amount unknown.
• Organized database and membership renewals, sent reports, requests,
and information to members, answered inquiries, supported other
historical societies, held monthly business meetings, and ran the
Society in a professional and orderly way in accordance with the
Town's high standards.
• Solicited sponsorships of over $96,000: Fidelity Investments,
$30,000, First American, $20,000, MaguirePartners $1,500 (plus
in -kind rental for the Museum through the end of 2008 in amount of
$291500), Discovery Land (Vaquero), $7,500. DaimlerChrysler
$500, Manhattan Construction $1,000, Kaleidoscope $500, Hart
Howerton Architects $1,000, Wells Fargo estimated at over $1,000
in providing postage for numerous mailings for WHPS including The
Pathfinder. *These amounts do not include PathFinder subscriptions, membership
dues, or book sales.
Without the dedication, service, gifts of time, energy, facilities, and benefits
received from citizens, businesses, leaders, and the Westlake Board of
Aldermen, the Westlake Historical Preservation Society would not exist.
Because of the generosity, heart, and spirit of each, the humanities in all its
forms will continue to be a force in Westlake —the little town that Did.

WESTLAKE HISTORICAL PRESERVATION SOCIETY
Annual Meeting in Fall with Awards 2008 - four categories of
awards presented with a new award, The Pen and Sword Award
named in honor of David Lieber, endowed by Joyce Gibson Roach
and given to a journalist from the Westlake Academy newspaper,
The Black Cow.
Organized database and membership renewals, sent reports,
requests, and information to members, answered inquiries,
supported other historical societies and held monthly business
meetings.
Participated in activities with Arbor Days, Gallery Night, Bandana
Bonanza.
Arrival of Westlake history book The Little Town That Could,
Westlake, Texas: Origins and Legacies, April 2009
Annual Decoration Day in May 2009.
Possible small group readings in homes for marketing and selling
The Little Town That Could, Westlake, Texas: Origins and
Legacies; plan and execute other marketing strategies in
cooperation with Town, Academy, and businesses.

Westlake.
Without the dedication, service, gifts of time, energy, facilities, and
benefits received from citizens, businesses, leaders, and the
Westlake Board of Aldermen now the Town Council, the Westlake
Historical Preservation Society would not exist. Because of the
generosity, heart, and spirit of each, the humanities in all its forms
will continue to be a force in Westlake —the little town that DID.
*It is important to note that many of these activities were
suggested by the previous president, Kelly Pace Bradley.

Publisher /Customer Contract
This agreement entered into the 6th day of December, 2007 , between Westlake Historical Preservation Society,
an instrumentality of the Town of Westlake, Texas (hereinafter referred to as Customer) and The Donning
Company Publishers, Virginia Beach, Virginia (hereinafter referred to as Publisher) concerning the purchase of a
limited edition of The City of Westlake; A Pictorial History (working title) (hereinafter referred to as Book), by
Joyce Roach, 201 E. Vine, Keller, TX 76248 (author name and address).
1. Customer agrees to purchase and Publishers agrees to sell 1,250, of which 1,150 will be padded leather
bound copies, using bonded tan #6734 at $42.20 per copy and 100 padded leather copies using a special non
bonded leather at $61.73 per copy for a total of Fifty eight thousand nine hundred twenty three dollars and no
cents ($58,923.00).
2. Terms for payment shall be Thirteen thousand dollars ($13,000.00 ) of the total payment upon signature of
contract and the remainder to be paid in full no later than thirty (30) days from date of delivery of the Books. All
prices are subject to state and local taxes. All charges for delivery of the Books through normal shipping channels
shall be borne by Customer. Contract payment terms are subject to approval by Publisher's Credit Department.
3. Overruns and underruns not to exceed 7.5 percent on quantities ordered shall constitute acceptable delivery.
Underruns will be credited in the full amount of unit cost. Overruns shall be billed for actual quantity delivered.
4. Customer will have complete exclusive on the sale of Book. Publisher agrees to copyright it in the name of
Westlake Historical Preservation Society , at Publisher's expense, in the United States. Publisher shall imprint in
each copy on the reverse of its title page the notice: "Copyright 2008 by Westlake Historical Preservation Society
5. Book is scheduled for shipment to Customer approximately 6 months after Publisher's receipt of acceptable
and completed manuscript. Publisher expects to receive manuscript, including text, captions, photographs, and
cover material, by January 11th, 2008, and ship Book to Customer on or about May 30th, 2008 . Both parties
acknowledge that unforeseen delays may occur without fault of either party due to delays in manuscript delivery,
production, and the printing and binding stages of said Book. Turn around times on proofs and approvals must be
acknowledged and adhered to.
6. Publisher agrees to provide free news releases and free print -ready artwork, per Customer's request, for three
(3) of the following marketing pieces: brochure, stuffer, poster, flyer, post card, table tent, gift certificate, or print
advertising. Additional marketing pieces may be designed for a nominal fee. For these marketing pieces, the
Publisher will provide one set of press- ready, designed artwork per book project on either CDs, Zip disks, film, or
paper slicks, or the digital files can be e- mailed per the Customer's request. Publisher agrees to provide services
in creating marketing strategies and planning for the promotional campaign.

7. Publisher agrees to arrange for replacement of, or issue credit for any books, which are torn or damaged,
other than by shipper, improperly printed or bound, or otherwise of a patently inferior quality of materials, to a
degree which render them unsaleable. Sponsor /Beneficiary will notify Publisher of books damaged in shipment, in
which case Publisher will make a claim directly to shipper.

commemorative page, and main body of text, with Customer approval at different stages. Customer will
have final sign off before book goes to print
9. Option to specification:
Customer can substitute a signature (16 pages) of b &w for a signature (16 pages) of 4 -color (not to increase page
count) for an additional $1.57 per signature, per book.
If a change of specification apply, an addendum to the contract will be provided, any additional cost will be added
to total and included on final invoice.

Dear Friends of History,
Westlake Historical Preservation Board book committee is in the final phases of getting names
for personalizing books and you have been contacted to make sure of your preferences. As editor
of the project, it has been rewarding, inspiring, and sometimes frustrating —and obviously long
overdue. Concerns and issues involving publication are resolved and the presses are about to roll.
Over the course of producing the book, some adjustments and changes have occurred. Both
regular and special editions will have gold stamping on the covers but in slightly different
coverings than first anticipated. The regular edition, still priced at $50.00 will now include a
beautiful and specially designed dust jacket; end sheets are in sepia tones rather than black and
white and the illustrations are early maps of both Tarrant and Denton counties Although the
special editions will not have a jacket, the art work will be included separately. Book plates come
with the special editions; end sheets are in color; onion skin over a colored title page has been
added, and there are other touches that add to the quality of the production, none of which has
been compromised. The special editions are now priced at $125.00 if someone you know wishes the
limited edition, although no personalization is possible now.

The Cross Timbers Legacy Award —Joyce Gibson Roach Award should be honoring
someone for contributions to historical preservation of our region of the Cross Timbers.
Taken from "The PathFinder" Winter 2004 This award is not given every year and is a
very special award given by Joyce Gibson Roach, the PathFinder Editor.
The Citizen of the Heart Award is given to someone who lives outside the Town of
Westlake and honors someone for contributions to our historical preservation.
The Volunteer of the Year Award is given to someone who lies inside the Town of
Westlake and honors someone for contributions to our historical preservation.
The Pen and Sword Award will be given to a journalist from the Westlake Academy
Newsletter,, "The Black Cow"
DECORATION DAY COMMITTEE REPORT
THEME
We are looking at a Civil War theme with a re- enactor group from Dallas. Troy is
making that contact. (Trent is not available this year.)
POPPIES
Allan Werst has poppies in his possession and has formally agreed to be in charge of
poppies for Decoration Day. He will follow up and make contacts to get poppies in the
following places:
Academy (including carpool line) - Heidi will be the contact
City Offices — Troy will be contact
Restaurants in Solana
Bandana Bonanza — Sharon as contact
Hotel — Troy will contact
Wells Fargo — Allan will contact Debbie Dickie
Decoration Day
The plan is to have these out for the 2 weeks prior to Decoration Day. Troy will see about
putting together a small poster to display with the poppies with information about the
poppies as well as Decoration Day information.
PARADE
We came to a consensus that rather than have a parade down the street, we would invite
children to decorate bicycles, dogs, cats, etc, for Decoration Day. We would have a
judging and prizes and then some small marked off route in the cemetery for them to
"parade." Sharon volunteered to obtain prizes. We will need a volunteer to recruit a
judge or two and coral the children at the Dec Day event.
FLAG RAISING
8:00am flag goes up and then down to half mast
12:00 noon flag goes up
Troy and Allan will co- ordinate this. We will let people know about this but will not
have a big push to get people there. We want the crowd at the evening event.
BUDGET
We have estimated that the budget for this event is in the area of $1500- $2000. This
figure includes all items that have been donated in the past by Maguire, Vaquero,
individual board members, etc. as well as port-a -potty, music, ...... We are looking into
the possibility of a sponsor for the entire event. Right now, this is in the early research
stages. If this doesn't work out we can go back to finding several sponsors for individual
items (water, hot dogs, decorations, etc). Any thoughts?
ENTERTAINMENT
Still up for discussion. Possibilities include cowboy singer /songwriter /poet, dulcimer
player, Cowtown Opry, something entirely different, nothing at all. Do we want
something that will serve as background music as people are visiting, eating hotdogs, etc?
or do we want something that's more like a show? Please discuss — I'm waaaaayyyyyy
open to suggestions.

The Westlake Historical Preservation Board was estab-
lished on February 14, 2000 under Resolution 00 -02 passed
by the Westlake Board of Aldermen. The salient features
of the resolution were that the Board was organized fbr the
purpose of recording and preserving the rich history of the t vyn and to
research /compile information to write a book on Westlake history.
Kelly Pace Bradley was the impetus behind the organi-
zation, serving as president from the year of inception until
the fall of 2008 when she delivered her final report to the
Board of Aldermen. In the eight -year period of her tenure,
the directives were completed and fulfilled. But new avenues
were opened amidst the old, revealing the future of a Town
in which the Westlake Historical Preservation Society had
a significant and necessary role to play---a destiny to fulfill.
Bradley's report to the Board of Aldermen, prepared
with the help of Sharon Sanden, new president of the
Society, Kristi Layton, Lisa Councilman, Kim Sutter, Judy
Thomason, Stephen Thornton, E. I. Wiesman, Teresa Walton,
Michelle Corson, and Allen Heath serves as a fitting ending
to the last chapter of The Little Tom That Could— foretelling
the future and leaving a legacy of one woman's dedication,
perseverance, diplomacy, and vision.
Stott and Kelly Bradley moved to Westlake from Dallas
in 1977. Kelly served as Town Alderman in the 1980s and is
active in Metroport Meals -On- Wheels which she founded
in 1980, serving as executive director for more than twenty
years and now as a board member. Since the early 1990s, she
has been an active member of the Metroport Rotary Club. She
received service and volunteer awards from various entities
in Tarrant County and the State of Texas. In 2008, at retire-
ment ceremonies for Scott, the Westlake Academy library was
named the Bradley Library, in honor of the family.
Their children are Paige Bradley Moffett, who with
son -fn -late Mike Moffett and grandchildren Bradley Pace
Moffett and Kendall Brooke Moffett, live in Santa Fe, New
Mexico; and Brooke Bradley Nicholson and son -in -law
Dack Nicholson and grandchildren Riley Paige Nicholson
and Reece Allen Nicholson, who live in Trophy Club.

• Published six historical journals of The PathFinder
beginning in 2002 and one student publication,
The Trailblazer, for Westlake Academy.
• Established Westlake Historical Preservation Society
under the umbrella of Westlake Historical
Preservation Board, 2003.
• Established an annual Decoration Dry each Memorial
Day in 2004, planting oak trees given by E. I. Wiesman.
participating in maintenance and preserving the
grounds of the cemetery under the direction of Troy
Meyer, honoring citizens and veterans in meaningful
ceremonies, making the I. O. O. F. Cemetery the
historical focal point of Westlake, including Boy Scouts
and Westlake Academy students in the program that
now .serves as the center of Patriotism and Love of
Country and Town in Westlake.
• Established WHPS Annual Meeting and Awards in
2004. (Cross Timbers Legacy Award, Volunteer of
the Year Award, Citizen of the Heart Award to non-
resident of Westlake making significant contribution
to the Town and Society)
• Established Westlake History Museum in Solana
Complex, 2007, through the generosity of Tom Allen
and MaguirePartttcrs.
• Co-chaired 50th Year Celebration with the Town of
Westlake, 2007
• Published The Little Tom That Could, Westlake, Texas:
Origins and Legacies, 2009.
• Encouraged and supported the establishment of Texas
Junior Historians through Westlake Academy that
highlights WHPS's recognition of the Academy as
the heart of the Town.
• Participated in activities with Gallery Night, Bandana
Bonanza, Town of Westlake activities, such as recep-
tions, meetings of other groups, securing music and
speakers for various occasions, making in-kind dona-
tions too numerous to list aid value, amount unknown.
• Organized database and membership renewals, sent
reports, requests, and information to members,
answered inquiries, supported other historical
societies, held monthly business meetings, and ran
the Society in a professional and orderly way in
accordance with the Town's high standards.
• Solicited sponsorships of over $97,000: Fidelity
Investments, $30,000, First American, $20,000,
MaguirePatemm. $1,500 (plus in -kind rental for dre
Museum through the end of 2008 in amount of
529,500), Vaquero, 37,400, DahnlerChrysler $500,
Manhattan Construction S1,000, Kaleidoscope 5500,
Hart Howerton Architects SI,000, Wells Fargo
estimated at over $1,000 in providing postage for
numerous mailings for WHPS including The PathFinder,
Terra Bella Land Development, S6,500. *These
amounts do not include PathFinder subscrlptlorts, member
ship dues, or book sales.
Without the dedication, service, gifts of time, energy,
facilities, and benefits received from citizens, businesses,
and leaders, the Westlake Historical Preservation Society
would not exist. Because of the generosity, heart, and spirit
of each, the humanities in all its forms will continue to be
a force in Westlake —tire little town that Did.
On November 13, 2008 Kelly received the Cross Timbers
Legacy Award jointly with Scott. ".
