from the general order of business and considered in its normal sequence.

held on March 24, 2008.
B. Review and approve any outstanding bills.

TOWN OF WESTLAKE
ORDINANCE NO. 590
AN ORDINANCE OF THE BOARD OF ALDERMEN OF THE TOWN OF
WESTLAKE, TEXAS, APPOINTING THOMAS E. BRYMER AS THE TOWN
MANAGER; AUTHORIZING A CONTRACT PROVIDING FOR HIS
SERVICES; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the citizens of Westlake, Texas, held a special election on May 1,
1999 to determine whether the municipality shall adopt the city manager form of
government; and
WHEREAS, the results of the special election held on May 1, 1999, were 61,
votes for and 8 votes against adopting the city manger form of government; and
WHEREAS, the Board of Aldermen of the Town of Westlake, Texas, has
accepted resumes and determined that Thomas E. Brymer is the finalist for the position of
Town Manager; and
WHEREAS, the Board of Aldermen desires to appoint Thomas E. Brymer as the
new Town Manager for the Town of Westlake;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF
THE TOWN OF WESTLAKE, TEXAS:
SECTION 1: That Thomas E. Brymer is hereby appointed as the Town Manager
for the Town of Westlake, Texas, and shall serve at the will of the Board of Aldennen.
SECTION 2: The Board of Aldermen of the Town of Westlake, Texas, does
hereby authorize a contract with Thomas E. Brymer, attached as Exhibit "A", providing
for his services as Town Manager to the Town.
SECTION 3: If any portion of this Ordinance shall, for any reason, be declared
invalid by any court of competent jurisdiction, such invalidity shall not affect the
remaining provisions hereof and the Board hereby determines that it would have adopted
this Ordinance without the invalid provision.
SECTION 4: That this Ordinance shall become effective from and after the date
of its passage.

ITEM
Consider a Resolution approving an amendment to the Town of Westlake Personnel Manual
regarding employee life insurance benefits.
BACKGROUND
The Town of Westlake Personnel Manual is a written compilation of the Town's policies,
procedures, and benefits. It is a comprehensive document which must be updated in response to
changing laws, employment trends, as well as internal changes in structure and benefits.
As the recommended change to the Town's Personnel Manual pertains to employee benefits,
approval of this change would also constitute approval of the change of our life insurance benefits.
The recommended changes to the personnel manual are shown on"Exhibit A".
It is recommended that the $50,000 life insurance coverage cap for employees be removed and
replaced with a benefit equaling the employee's current annual salary. This change would make
Westlake's benefit package more competitive with surrounding cities. As life insurance constitutes
a very small portion of the Town's benefit costs, this amendment would have minimal financial
impact to the Town. In addition, it is recommended that the reference that allows part-time
employees to purchase life insurance be removed. After review of our most current policy
documents, it has been determined that part-time employees do not meet the policy's eligibility
requirements. $

RESOLUTION NO. 08-21
APPROVING AN AMENDMENT TO THE TOWN OF WESTLAKE
PERSONNEL MANUAL REGARDING EMPLOYEE LIFE INSURANCE
BENEFITS.
WHEREAS, the Town of Westlake recognizes that ongoing updates to the
Town's personnel manual are necessary to ensure best practices; and,
WHEREAS, the goal of the Town of Westlake is to provide policies and benefits
that are competitive to surrounding cities; and,
WHEREAS, the Town of Westlake desires to provide employees with a
personnel manual that reflects the goals and vision of the Town's leaders;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF
THE TOWN OF WESTLAKE:
SECTION 1. That the Town of Westlake Board of Aldermen does hereby
approve the proposed policy amendment, attached as Exhibit "A", and its inclusion into
the Town of Westlake Personnel Manual.
SECTION 2. That this Resolution shall become effective upon the date of its
passage.

Consider a Resolution amending the authorized signers on the Town of Westlake depository
accounts with First Financial Bank and TexPool.
BACKGROUND
Due to the recent hire of a new Town Manager, it is necessary to change the authorized signers on
the Town's bank accounts and TexPool.
Signers on the Town's accounts have included the Town Manager, the Finance Director, and the
Mayor Pro-Tem. The Town Manager's signature appears on all checks, with the Finance Director
signing all checks over$10,000.
The Mayor Pro-Tem signs checks in emergency situations when two signatures are required and
either of the primary signers are unavailable. This also provides a mechanism to continue normal
financial operations during staffing changes until new signature cards are completed.
This amendment will not affect the Town's Insurance Trust account.

ITEM
Consider a Resolution authorizing the Mayor to enter into a joint election agreement with
Tarrant County to conduct the General and Special elections to be held on May 10, 2008.
BACKGROUND
At the February 11, 2008, regular meeting, the Board called a general and a special
election to be held on May 10, 2008, to elect a Mayor and two (2) Aldermen to terms
expiring May 2010, and one (1) Alderman to serve an unexpired term (May 2009).
It is recommended that the Town contract with the County to provide the necessary
equipment, programming, and staff to conduct the election. Contracting with the County
will also improve voter accessibility by opening the door to the many Tarrant County
early voting locations located throughout the County. As in the past, Westlake will serve
as a temporary early voting site for the first three days of early voting (April 28-30).
Early and Election Day voting will take place in the Courtroom area at the Solana Office
Complex, and Tarrant County will process all requests for ballots by mail and federal
postcard ballots.
The estimated cost to conduct the election is $5,642.00.

RESOLUTION NO. 08-23
AUTHORIZING THE MAYOR TO ENTER INTO A JOINT ELECTION AGREEMENT
WITH TARRANT COUNTY FOR THE GENERAL AND SPECIAL ELECTIONS TO
BE HELD ON MAY 10, 2008.
WHEREAS, the Town of Westlake will conduct a General and a Special Election on May
10, 2008; and
WHEREAS, it is desirable for voter convenience and to reduce the overall cost to each
entity that said elections be held jointly on May 10, 2008; and
WHEREAS, the Town of Westlake desires to select the Tarrant County Elections
Administrator to conduct and coordinate the joint elections.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
TOWN OF WESTLAKE, TEXAS:
SECTION l: The parties hereto agree to hold an election jointly on May 10, 2008, from
7:00 a.m. until 7:00 p.m. in accordance with Section 271.002, Texas Election Code, and that said
election be conducted jointly pursuant to the terms of this agreement, attached as Exhibit"A."
SECTION 2: This Resolution shall become effective upon the date of its passage.

JOINT ELECTION AGREEMENT AND CONTRACT FOR ELECTION SERVICES
THIS CONTRACT for election services is made by and between the Tarrant County Elections Administrator and
the following political subdivisions located entirely or partially inside the boundaries of Tarrant County:

This contract is made pursuant to Texas Election Code Sections 31.092 and 271.002 and Texas Education Code
Section 11.0581 for a joint May 10, 2008 election to be administered by Steve Raborn, Tarrant County Elections
Administrator, hereinafter referred to as "Elections Administrator."
RECITALS
Each participating authority listed above plans to hold a general and/or special election on May 10, 2008.
The County owns an electronic voting system,the Hart InterCivic eSlate/eScan Voting System (Version 6.1),
which has been duly approved by the Secretary of State pursuant to Texas Election Code Chapter 122 as amended, and is
compliant with the accessibility requirements for persons with disabilities set forth by Texas Election Code Section 61.012.
The contracting political subdivisions desire to use the County's electronic voting system and to compensate the County
for such use and to share in certain other expenses connected with joint elections in accordance with the applicable
provisions of Chapters 31 and 271 of the Texas Election Code, as amended.
NOW THEREFORE, in consideration of the mutual covenants, agreements, and benefits to the parties, IT IS
AGREED as follows:
I. ADMINISTRATION
The parties agree to hold a "Joint Election"with each other in accordance with Chapter 271 of the Texas Election
Code and this agreement. The Tarrant County Elections Administrator shall coordinate, supervise, and handle all aspects
of administering the Joint Election as provided in this agreement. Each participating authority agrees to pay the Tarrant
County Elections Administrator for equipment, supplies, services, and administrative costs as provided in this agreement.
The Tarrant County Elections Administrator shall serve as the administrator for the Joint Election; however, each

participating authority shall remain responsible for the decisions and actions of its officers necessary for the lawful conduct
of its election. The Elections Administrator shall provide advisory services in connection with decisions to be made and
actions to be taken by the officers of each participating authority as necessary.
It is understood that other political subdivisions may wish to participate in the use of the County's electronic voting
system and polling places, and it is agreed that the Elections Administrator may enter into other contracts for election
services for those purposes on terms and conditions generally similar to those set forth in this contract. In such cases,
costs shall be pro-rated among the participants according to Section XI of this contract.
At each polling location,joint participants shall share voting equipment and supplies to the extent possible. The
participating parties shall share a mutual ballot in those polling places where jurisdictions overlap. However, in no instance
shall a voter be permitted to receive a ballot containing an office or proposition stating a measure on which the voter is
ineligible to vote. Multiple ballot styles shall be available in those shared polling places where jurisdictions do not overlap.
II. LEGAL DOCUMENTS
Each participating authority shall be responsible for the preparation, adoption, and publication of all required
election orders, resolutions, notices, and any other pertinent documents required by the Texas Election Code and/or the
participating authority's governing body, charter, or ordinances.
Preparation of the necessary materials for notices and the official ballot shall be the responsibility of each
participating authority, including translation to languages other than English. Each participating authority shall provide a
copy of their respective election orders and notices to the Tarrant County Elections Administrator.
The Elections Administrator shall prepare a submission, on behalf of all participating authorities, to the United
States Department of Justice for preclearance of the joint election procedures and polling places, pursuant to the Voting
Rights Act of 1965, as amended. The Elections Administrator will provide to each participating authority a photocopy of
the joint submission and any correspondence from the Department of Justice.
The joint submission prepared by the Elections Administrator will not include submission of information for any
special elections held by the participating authorities. Participating authorities are hereby notified and encouraged to
prepare their own submissions to the United States Department of Justice for special election procedures, or any changes
that are specific to their own political subdivision.
By signing this agreement, each participating authority certifies that it has no unresolved preclearance or
voting rights issues known to it that would preclude or delay Department of Justice preclearance of the joint
election.
The Elections Administrator will file an amended submission to the United States Department of Justice in the
event that any polling places are changed after the original submission is filed, including changes resulting from the
withdrawal of one or more participating authorities pursuant to Section XII of this contract.
III. VOTING LOCATIONS
The Elections Administrator shall select and arrange for the use of and payment for all election day voting
locations. Voting locations will be, whenever possible, the usual voting location for each election precinct in elections
conducted by each participating city, and shall be compliant with the accessibility requirements established by Election
Code Section 43.034 and the Americans with Disabilities Act(ADA). The proposed voting locations are listed in
Attachment A of this agreement. In the event that a voting location is not available or appropriate, the Elections
Administrator will arrange for use of an alternate location with the approval of the affected participating authorities. The
Elections Administrator shall notify the participating authorities of any changes from the locations listed in Attachment A.

If polling places for the May 10, 2008 joint election are different from the polling place(s) used by a participating
authority in its most recent election, the authority agrees to post a notice no later than May 9, 2008 at the entrance to any
previous polling places in the jurisdiction stating that the polling location has changed and stating the political subdivision's
polling place names and addresses in effect for the May 10, 2008 election. This notice shall be written in both the English
and Spanish languages.
IV. ELECTION JUDGES, CLERKS, AND OTHER ELECTION PERSONNEL
Tarrant County shall be responsible for the appointment of the presiding judge and alternate judge for each polling
location. The Elections Administrator shall make emergency appointments of election officials if necessary.
Upon request by the Elections Administrator, each participating authority agrees to assist in recruiting polling place
officials who are bilingual (fluent in both English and Spanish). In compliance with the Federal Voting Rights Act of 1965,
as amended, each polling place containing more than 5% Hispanic population as determined by the 2000 Census shall
have one or more election official who is fluent in both the English and Spanish languages. If a presiding judge is not
bilingual, and is unable to appoint a bilingual clerk,the Elections Administrator may recommend a bilingual worker for the
polling place. If the Elections Administrator is unable to recommend or recruit a bilingual worker, the participating authority
or authorities served by that polling place shall be responsible for recruiting a bilingual worker for translation services at
that polling place.
The Elections Administrator shall notify all election judges of the eligibility requirements of Subchapter C of
Chapter 32 of the Texas Election Code, and will take the necessary steps to insure that all election judges appointed for
the Joint Election are eligible to serve.
The Elections Administrator shall arrange for the training and compensation of all election judges and clerks. The
Elections Administrator shall arrange for the date, time, and place for presiding election judges to pick up their election
supplies. Each presiding election judge will be sent a letter from the Elections Administrator notifying him of his
appointment, the time and location of training and distribution of election supplies, and the number of election clerks that
the presiding judge may appoint.
Each election judge and clerk will receive compensation at the hourly rate established by Tarrant County pursuant
to Texas Election Code Section 32.091. The election judge will receive an additional sum of$25.00 for picking up the
election supplies prior to election day and for returning the supplies and equipment to the central counting station after the
polls close.
Election judges and clerks who attend voting equipment training and/or procedures training shall be compensated
at the same hourly rate that they are to be paid on election day.
The Elections Administrator may employ other personnel necessary for the proper administration of the election,
including such part-time help as is necessary to prepare for the election, to ensure the timely delivery of supplies during
early voting and on election day, and for the efficient tabulation of ballots at the central counting station. Part-time
personnel working as members of the Early Voting Ballot Board and/or central counting station on election night will be
compensated at the hourly rate set by Tarrant County in accordance with Election Code Sections 87.005, 127.004, and
127.006.
V. PREPARATION OF SUPPLIES AND VOTING EQUIPMENT
The Elections Administrator shall arrange for all election supplies and voting equipment including, but not limited
to, official ballots, sample ballots, voter registration lists, and all forms, signs, maps and other materials used by the
election judges at the voting locations. The Elections Administrator shall ensure availability of tables and chairs at each
polling place and shall procure rented tables and chairs for those polling places that do not have tables and/or chairs.
At each polling location,joint participants shall share voting equipment and supplies to the extent possible. The
participating parties shall share a mutual ballot in those precincts where jurisdictions overlap. However, in no instance
shall a voter be permitted to receive a ballot containing an office or proposition stating a measure on which the voter is

ineligible to vote. Multiple ballot styles shall be available in those shared polling places where jurisdictions do not overlap.
The Elections Administrator shall provide the necessary voter registration information, maps, instructions, and other
information needed to enable the election judges in the voting locations that have more than one ballot style to conduct a
proper election.
Each participating authority shall furnish the Elections Administrator a list of candidates and/or propositions
showing the order and the exact manner in which the candidate names and/or proposition(s) are to appear on the official
ballot(including titles and text in each language in which the authority's ballot is to be printed). Each participating authority
shall be responsible for proofreading and approving the ballot insofar as it pertains to that authority's candidates and/or
propositions.
The joint election ballots that contain ballot content for more than one joint participant because of overlapping
territory shall be arranged in the following order: Independent School District, City, Tarrant Regional Water District, Tarrant
County College District,and other political subdivisions.
Early Voting by Personal Appearance shall be conducted exclusively on Tarrant County's eSlate electronic voting
system. On election day, voters shall have a choice between voting on the eSlate electronic voting system or by a parer
ballot that is scanned at the polling place using Tarrant County's eScan voting system. Provisional ballots cast on election
day will be cast only on the eSlate electronic voting system to prevent the possibility of paper provisional ballots from being
immediately counted via the eScan ballot scanner.
Due to current limitations of the county's eScan ballot scanners, it is necessary that in the event ballot content for a
particular participating authority or joint election ballot style is too lengthy to fit on a one page paper ballot, all election day
voting for that particular authority or ballot style must be held on the county's eSlate voting system.
The number of paper ballots printed for election day voting shall be, at a minimum, equal to the same election day
turnout as in the last comparable election plus 25 percent of that number,with the final number of ballots ordered per
polling place or precinct adjusted upward to end in a number divisible by 50.
The Elections Administrator shall be responsible for the preparation, testing, and delivery of the voting equipment
for the election as required by the Election Code.
VI. EARLY VOTING
The participating authorities agree to conduct joint early voting and to appoint the Election Administrator as the
Early Voting Clerk in accordance with Sections 31.097 and 271.006 of the Texas Election Code. Each participating
authority agrees to appoint the Elections Administrator's permanent county employees as deputy early voting clerks. The
participating authorities further agree that the Elections Administrator may appoint other deputy early voting clerks to assist
in the conduct of early voting as necessary, and that these additional deputy early voting clerks shall be compensated at
an hourly rate set by Tarrant County pursuant to Section 83.052 of the Texas Election Code. Deputy early voting clerks
who are permanent employees of the Tarrant County Elections Administrator or any participating authority shall serve in
that capacity without additional compensation.
Early Voting by personal appearance will be held at the locations, dates, and times listed in Attachment"B"of this
document. Any qualified voter of the Joint Election may vote early by personal appearance at any of the joint early voting
locations.
As Early Voting Clerk, the Elections Administrator shall receive applications for early voting ballots to be voted by
mail in accordance with Chapters 31 and 86 of the Texas Election Code. Any requests for early voting ballots to be voted
by mail received by the participating authorities shall be forwarded immediately by fax or courier to the Elections
Administrator for processing.
The Elections Administrator shall provide each participating authority a copy of the early voting report on a daily
basis and a cumulative final early voting report following the election. In accordance with Section 87.121(g) of the Election

Code, the daily reports showing the previous day's early voting activity will be distributed to each participating authority no
later than 8:00 AM each business day.
VII. EARLY VOTING BALLOT BOARD
Tarrant County shall appoint an Early Voting Ballot Board (EVBB) to process early voting results from the Joint
Election. The Presiding Judge, with the assistance of the Elections Administrator, shall appoint two or more additional
members to constitute the EVBB. The Elections Administrator shall determine the number of EVBB members required to
efficiently process the early voting ballots.
VIII. CENTRAL COUNTING STATION AND ELECTION RETURNS
The Elections Administrator shall be responsible for establishing and operating the central and remote counting
stations to receive and tabulate the voted ballots in accordance with the provisions of the Texas Election Code and of this
agreement.
The participating authorities hereby, in accordance with Section 127.002, 127.003, and 127.005 of the Texas
Election Code, appoint the following central counting station officials:
Counting Station Manager: Steve Raborn, Tarrant County Elections Administrator
Tabulation Supervisor: Stephen Vickers, Tarrant County Elections Technology Coordinator
Presiding Judge: Jeanne Lyons
Alternate Judge: Bobbie Cornelison
The counting station manager or his representative shall deliver timely cumulative reports of the election results as
precincts report to the central and remote counting stations and are tabulated. The manager shall be responsible for
releasing unofficial cumulative totals and precinct returns from the election to the joint participants, candidates, press, and
general public by distribution of hard copies at the central counting station and by posting to the Tarrant County web site.
To ensure the accuracy of reported election returns, results printed on the tapes produced by Tarrant County's voting
equipment will not be released to the participating authorities at the remote collection sites or by phone from individual
polling locations.
The Elections Administrator will prepare the unofficial canvass reports after all precincts have been counted, and
will deliver a copy of the unofficial canvass to each participating authority as soon as possible after all returns have been
tabulated. Each participating authority shall be responsible for the official canvass of its respective election(s).
The Elections Administrator will prepare the electronic precinct-by-precinct results reports for uploading to the
Secretary of State as required by Section 67.017 of the Election Code. The Elections Administrator agrees to upload
these reports for each participating authority unless requested otherwise.
The Elections Administrator shall be responsible for conducting the post-election manual recount required by
Section 127.201 of the Texas Election Code unless a waiver is granted by the Secretary of State. Notification and copies
of the recount, if waiver is denied, will be provided to each participating authority and the Secretary of State's Office.
IX. PARTICIPATING AUTHORITIES WITH TERRITORY OUTSIDE TARRANT COUNTY
The Elections Administrator agrees to administer the entire City of Mansfield election including that portion of the
City of Mansfield that is within Ellis and Johnson Counties.
The Elections Administrator agrees to administer the entire City of Fort Worth election including that portion of the
City of Fort Worth that is within Denton and Wise Counties.

The Elections Administrator agrees to administer the entire City of Southlake election including that portion of the
City of Southlake that is within Denton County.
The Elections Administrator agrees to administer the entire Town of Westlake election including that portion of the
Town of Westlake that is within Denton County.
The Elections Administrator agrees to administer the entire Azle ISD election including that portion of Azle ISD that
is within Parker and Wise Counties,
The Elections Administrator shall administer only the Tarrant County portion of the City of Grand Prairie's election.
The Elections Administrator shall administer the Tarrant County portion of Northwest ISD's election as well as the
Denton County portion of the District that is within the City of Fort Worth.
X. RUNOFF ELECTIONS
Each participating authority shall have the option of extending the terms of this agreement through its runoff
election, if applicable. In the event of such runoff election, the terms of this agreement shall automatically extend unless
the participating authority notifies the Elections Administrator in writing within 3 business days of the original election.
Each participating authority shall reserve the right to reduce the number of early voting locations and/or election
day voting locations in a runoff election. If necessary, any voting changes made by a participating authority between the
original election and the runoff election shall be submitted by the authority making the change to the United States
Department of Justice for the preclearance required by the Federal Voting Rights Act of 1965, as amended.
Each participating authority agrees to order any runoff election(s) at its meeting for canvassing the votes from the
May 10, 2008 election and to conduct its drawing for ballot positions at or immediately following such meeting in order to
expedite preparations for its runoff election.
XI. ELECTION EXPENSES AND ALLOCATION OF COSTS
The participating authorities agree to share the costs of administering the Joint Election. Allocation of costs,
unless specifically stated otherwise, is mutually agreed to be shared according to a formula which is based on the average
cost per election day polling place (unit cost)as determined by adding together the overall expenses and dividing the
expenses equally among the total number of polling places. Costs for polling places shared by more than one participating
authority shall be pro-rated equally among the participants utilizing that polling place.
The participating authorities agree that for billing purposes, each election day polling place will be evaluated as to
the number of full-time-equivalent(FTE) pollworkers employed. Polling places with more than 5 FTE pollworkers will be
considered as one or more additional polling places with each full or partial multiple of 5 FTE pollworkers constituting an
additional polling place for purposes of determining the average cost formula in the preceding paragraph.
If a participating authority's election is conducted at more than one election day polling place, there shall be no
charges or fees allocated to the participating authority for the cost of election day polling places in which the authority has
fewer than 50% of the total registered voters served by that polling place, except that if the number of registered voters in
all of the authority's polling places is less than the 50% threshold, the participating authority shall pay a pro-rata share of
the costs associated with the polling place where it has the greatest number of registered voters.
Costs for Early Voting by Personal Appearance shall be allocated based upon the actual costs associated with
each early voting site. Each participating authority shall be responsible for a pro-rata portion of the actual costs associated
with the early voting sites located within their jurisdiction. Participating authorities that do not have a regular(non-
temporary) early voting site within their jurisdiction shall pay a pro-rata portion of the nearest regular early voting site.

Costs for Early Voting by Mail shall be allocated according to the actual number of ballots mailed to each
participating authority's voters.
Each participating authority agrees to pay the Tarrant County Elections Administrator an administrative fee equal
to ten percent (10%) of its total billable costs in accordance with Section 31.100(d) of the Texas Election Code.
The Tarrant County Elections Administrator shall deposit all funds payable under this contract into the appropriate
fund(s)within the county treasury in accordance with Election Code Section 31.100.
XII. WITHDRAWAL FROM CONTRACT DUE TO CANCELLATION OF ELECTION
Any participating authority may withdraw from this agreement and the Joint Election should it cancel its election in
accordance with Sections 2.051 - 2.053 of the Texas Election Code. The withdrawing authority is fully liable for any
expenses incurred by the Tarrant County Elections Administrator on behalf of the authority plus an administrative fee of ten
percent(10%) of such expenses. Any monies deposited with the Elections Administrator by the withdrawing authority shall
be refunded, minus the aforementioned expenses and administrative fee if applicable.
It is agreed that any of the joint election early voting sites that are not within the boundaries of one or more of the
remaining participating authorities, with the exception of the early voting site located at the Tarrant County Elections
Center, may be dropped from the joint election unless one or more of the remaining participating authorities agree to fully
fund such site(s). In the event that any early voting site is eliminated under this section, an addendum to the contract shall
be provided to the remaining participants within five days after notification of all intents to withdraw have been received by
the Elections Administrator.
XIII. RECORDS OF THE ELECTION
The Elections Administrator is hereby appointed general custodian of the voted ballots and all records of the Joint
Election as authorized by Section 271.010 of the Texas Election Code.
Access to the election records shall be available to each participating authority as well as to the public in
accordance with applicable provisions of the Texas Election Code and the Texas Public Information Act. The election
records shall be stored at the offices of the Elections Administrator or at an alternate facility used for storage of county
records. The Elections Administrator shall ensure that the records are maintained in an orderly manner so that the records
are clearly identifiable and retrievable.
Records of the election shall be retained and disposed of in accordance with the provisions of Section 66.058 of
the Texas Election Code. If records of the election are involved in any pending election contest, investigation, litigation, or
open records request,the Elections Administrator shall maintain the records until final resolution or until final judgment,
whichever is applicable. It is the responsibility of each participating authority to bring to the attention of the Elections
Administrator any notice of pending election contest, investigation, litigation or open records request which may be filed
with the participating authority.
XIV. RECOUNTS
A recount may be obtained as provided by Title 13 of the Texas Election Code. By signing this document, the
presiding officer of the contracting participating authority agrees that any recount shall take place at the offices of the
Elections Administrator, and that the Elections Administrator shall serve as Recount Supervisor and the participating
authority's official or employee who performs the duties of a secretary under the Texas Election Code shall serve as
Recount Coordinator.
The Elections Administrator agrees to provide advisory services to each participating authority as necessary to
conduct a proper recount.

XV. MISCELLANEOUS PROVISIONS
1. It is understood that to the extent space is available, other districts and political subdivisions may wish to
participate in the use of the County's election equipment and voting places, and it is agreed that the
Elections Administrator may contract with such other districts or political subdivisions for such purposes
and that in such event there may be an adjustment of the pro-rata share to be paid to the County by the
participating authorities.
2. The Elections Administrator shall file copies of this document with the Tarrant County Judge and the
Tarrant County Auditor in accordance with Section 31.099 of the Texas Election Code.
3. Nothing in this contract prevents any party from taking appropriate legal action against any other party
and/or other election personnel for a breach of this contract or a violation of the Texas Election Code.
4. This agreement shall be construed under and in accord with the laws of the State of Texas,and all
obligations of the parties created hereunder are performable in Tarrant County, Texas.
5. In the event that one of more of the provisions contained in this Agreement shall for any reason be held to
be invalid, illegal, or unenforceable in any respect, such invalidity, illegality, or unenforceability shall not
affect any other provision hereof and this agreement shall be construed as if such invalid, illegal, or
unenforceable provision had never been contained herein.
6. All parties shall comply with all applicable laws, ordinances, and codes of the State of Texas, all local
governments, and any other entities with local jurisdiction.
7. The waiver by any party of a breach of any provision of this agreement shall not operate as or be
construed as a waiver of any subsequent breach.
8. Any amendments of this agreement shall be of no effect unless in writing and signed by all parties hereto.
XVI. COST ESTIMATES AND DEPOSIT OF FUNDS
The total estimated obligation for each participating authority under the terms of this agreement is listed below.
Each participating authority agrees to pay the Tarrant County Elections Administrator a deposit of approximately 75% of
this estimated obligation no later than 10 days after the candidate withdrawal deadline. The exact amount of each
participating authority's obligation under the terms of this agreement shall be calculated after the May 10, 2008 election (or
runoff election, if applicable), and if the amount of an authority's total obligation exceeds the amount deposited,the
authority shall pay to the Elections Administrator the balance due within 30 days after the receipt of the final invoice from
the Elections Administrator. However, if the amount of the authority's total obligation is less than the amount deposited,
the Elections Administrator shall refund to the authority the excess amount paid within 30 days after the final costs are
calculated.

ITEM
Consider a resolution appointing a member to the Westlake Academy Foundation Board
of Directors.
BACKGROUND
At the present time, one position on Board of Directors for the Westlake Academy
Foundation requires the BOA to ratify their appointment. A recommendation has been
made to consider Jeff Ryan to fill one of the open positions as a Director on the Board.
With this position filled currently available positions on the board will be four.

APPOINTING JEFF RYAN TO FILL THE POSITION OF DIRECTOR ON THE
WESTLAKE ACADEMY FOUNDATION BOARD OF DIRECTORS, AND
RESOLVING RELATED MATTERS.
WHEREAS, the Board of Aldermen desires to appoint Jeff Ryan to fill the
position of Director on the Westlake Academy Foundation Board of Directors and to
ratify and confirm all actions taken by or on behalf of the Town prior to the Adoption of
this resolution in connection with making this appointment; and
WHEREAS, the meeting at which this Resolution has been considered was open
to the public as required by law, and public notice of the time, place, and subject of the
meeting has been given in accordance with Chapter 551, Government Code;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF
THE TOWN OF WESTALKE, TEXAS:
SECTION 1. The findings and declarations contained in the preamble of this
Resolution are hereby incorporated as part of this Resolution.
SECTION 2. This Board of Aldermen hereby appoints Jeff Ryan to the position
of Director on the Westlake Academy Foundation Board of Directors to a term expiring
June 2010 and ratifies and confirms all actions taken by or on behalf of the Town prior to
the adoption of this resolution in connection with making this appointment.
SECTION 5. This Resolution shall take effect immediately upon its adoption.

1. CALL TO ORDER.
Mayor Bradley called the pre-board meeting to order at 5:01 p.m.
2. EXECUTIVE SESSION
Mayor Bradley recessed the pre-board meeting of the Board of Aldermen at 5:01 p.m.. as he
read the following items to be discussed in executive session:
A. The Board will conduct a closed session under Texas Government Code section
551.074 to discuss personnel matters, specifically the Town Secretary's
evaluation.
B. The Board will conduct a closed session under Texas Government Code section
551.087 to discuss economic development negotiations.

TO THE TOWN OF WESTLAKE ECONOMIC DEVELOPMENT POLICY
AND TAX ABATEMENT POLICY.
Interim Town Manager Hennig introduced the following individuals representing Deloitte,
L.L.P. and the proposed project—Deloitte Center for Leadership and Innovation (DCLI):
- John Eisele, Partner, Deloitte LLP
- Charles Ruby, Director, Deloitte Tax, LLP
- Scott Grisham, Senior Manager, Deloitte Tax LLP
- Jerry Bennett, Senior Manager, Deloitte LLP
- Jeff Subtle, Director of Marketing and Business Development, Deloitte LLP
- Monica Coffey, Attorney with Vinson & Elkins
Discussion ensued with regard to the identified area and the proposed economic
development agreement.
The Board asked that the following amendments be made to the agreement, and the
individuals representing Deloitte agreed to the amendments as proposed:
- Section 17 (Chapter 380 Grant Based Upon Hotel Occupancy Taxes)
o Establish the grant period as 10 years with a cap of$100,000/year.

- Section 1013 (Tax Abatement)
o Strike the following language: ". . . later of the date that ad valorem tares
are levied by the Town or the date of issuance of the . . . ".
Mr. Eisele expressed his appreciation to the Town for their time and efforts related to
preparation of the agreements.
4. DISCUSSION OF A SECOND WATER SOURCE.
Interim Town Manager Hennig advised the Board that he reviewed the Upper Trinity
Regional Water District (UTRWD) study and also considered other opportunities for a
secondary water source. However, Mr. Hennig advised the Board that he does not feel the
options are feasible at this time.
Mr. Hennig advised the Board that he understands that the UTRWD solution would involve
a partnership with Trophy Club, Roanoke, and Southlake, and stated that he has visited with
the neighboring cities and found no indication of any interest in a partnership.
Alderman Corson suggested that the item be discussed at the next regional joint meeting
with Trophy Club and Roanoke.
Interim Town Manager Hennig advised the Board that he had a discussion with Southlake
officials regarding their desire to connect to their ground storage facility located off of SH
114 via a 30" line along the FM 1938 easement, and there is a possibility that Westlake
could tap into the line.
Mayor Bradley stated that the Town has discussed a loop system via a 24" line along SH
114 with the thought that Westlake would have a take point on the east side of the Town.
Additionally, the Town explored the possibility of sharing Southlake's storage facility.
Alderman Corson expressed his desire to hold discussions with the Town of Trophy Club
and City of Roanoke regarding a partnership to obtain water from the UTRWD, as he
supports a secondary water source in general and feels there is an opportunity to reduce the
peak usage charges to Fort Worth and consequently reduce the cost of water to Westlake
residents.
In closing, an item will be placed on the agenda for discussion at the next joint regional
meeting with the City of Roanoke and the Town of Trophy Club.

Mr. Jim Carter, 2650 FM 407, Suite 145-100, Bartonville, Texas, 76226, addressed the
Board regarding the position of president for the ,Texas Student Housing Authority and
requested the Board's consideration for his appointment.
3. HEAR A REPORT FROM BOY SCOUT AND WESTLAKE RESIDENT HAYDEN
ANDERSON REGARDING HIS EAGLE SCOUT PROJECT, ESTABLSHING THE
TOWN TREE FARM, AND PRESENTATION OF A PROCLAMATION TO MR.
ANDERSON.
Facilities and Recreation Director Meyer introduced Hayden Anderson.
Hayden Anderson gave a report regarding the Town's Tree farm located on the Westlake
Academy campus. Hayden reported that 17 volunteers assisted with the planting of 38 trees in

February 2008. In addition to planting trees, Hayden also raised money to support the tree
farm, and presented the Board with $520.00 to be used for maintenance of the tree farm.
In recognition of Hayden's efforts, Mayor Bradley presented a proclamation announcing
Hayden Anderson Day in the Town of Westlake.
Hayden's parents, Darcy and Kay Anderson, were present for the presentation.
4. HEAR A REPORT AND CONSIDER A RESOLUTION APPROVING THE TOWN
OF WESTLAKE ANNUAL AUDIT FOR FY 2006-2007 PRESENTED BY PATILLO,
BROWN AND HILL, L.L.P.
Mr. Greg Shropshire, Partner, Patillo Brown and Hill, L.L.P., presented the annual audit
report and offered to address any questions from the Board.
Alderman Corson inquired as the Firms' opinion with regard to the loss of tax-exempt status
associated with the Texas Student Housing Authority's College Station project as referenced
at the bottom of page 50 of the report.
Mr. Shropshire responded that references related to the TSHA are incorporated from the
TSHA audit preformed by his firm utilizing a different group of auditors, so he advised that
he did feel qualified to respond to questions related to the Project. However, Mr. Shropshire
agreed that the loss of a tax exempt status would not be favorable.
MOTION: Mayor Pro Tem Redding moved to approve Resolution No. 08-17,approving
the Town of Westlake Annual Audit for FY 2006-2007 as presented by
Patillo Brown and Hill, L.L.P. Aldermen Steger seconded the motion. The
motion carried by a vote of 5-0.
5. HEAR A REPORT FROM THE WESTLAKE ACADEMY FOUNDATION
PRESIDENT.
Ms. Laura Wheat, co-chair of the capital campaign, advised the Board that the Foundation will
be commencing the Parent Campaign soon.
Facilities and Recreation Director Meyer advised the Board that the Foundation has
recommended Mike Garabedian to serve on the Town's Building committee.
6. CONDUCT A PUBLIC HEARING AND CONSIDER AN ORDINANCE

MOTION: Alderman Steger made a motion to adopt Ordinance No. 589, as presented.
Alderman Corson seconded the motion. The motion carried by a vote of 5-0.
7. CONSIDER A RESOLUTION DESIGNATING A NEIGHBORHOOD
EMPOWERMENT ZONE, IN THE TOWN OF WESTLAKE, TARRANT AND
DENTON COUNTIES, TEXAS.
Interim Town Manager Hennig advised the Board that designating a neighborhood
empowerment zone is required in order to have the ability to waive impact fees. Mr. Hennig
stated that the Town of Westlake currently does not assess impact fees, but this action will
authorize the Town to waive the fees if they are assessed in the future.
MOTION: Alderman Maynard made a motion to approve Resolution 08-18, designating
a neighborhood empowerment zone in the Town of Westlake. Mayor Pro
Tem Redding seconded the motion. The motion carried by a vote of 5-0.
8. CONSIDER A RESOLUTION APPROVING AN ECONOMIC DEVELOPMENT
AGREEMENT WITH DELOITTE LLP FOR A LEARNING AND INNOVATION
CENTER PURSUANT TO THE TOWN OF WESTLAKE ECONOMIC
DEVELOPMENT POLICY AND TAX ABATEMENT POLICY.
Interim Town Manager Hennig introduced the following individuals:

Mr. John Eisley addressed the Board regarding Deloitte and the proposed development.
Alderman Maynard inquired as to when the site selection would be made.
Mr. Eisley responded that the decision related to the site selection will be made in the next
two (2) months.
Mr. Brad Selner, Staubach Company, addressed the Board regarding the selection of the site
for consideration and stated that the location is one of three proposed sites in the United
States.

MOTION: Alderman Corson made a motion to approve Resolution 08-19, approving an
economic development agreement with Deloitte LLP for a learning and
innovation center pursuant to the Town of Westlake Economic Development
Policy and Tax Abatement Policy; and declaring an effective date, with the
changes to the agreement as discussed during the pre-board meeting.
Alderman Timmerman seconded the motion.
Alderman Corson expressed his appreciation to Deloitte for considering Westlake and added
that the Town would be proud and excited to have Deloitte as a part of the Town.

9. CONSIDER A RESOLUTION APPROVING AN ECONOMIC DEVELOPMENT
AGREEMENT WITH DELOITTE LLP AND ITS PROCUREMENT COMPANY
FOR ESTABLISHMENT OF A PROCUREMENT COMPANY IN THE TOWN OF
WESTLAKE PURSUANT TO THE TOWN OF WESTLAKE ECONOMIC
DEVELOPMENT POLICY AND TAX ABATEMENT POLICY.
Mayor Bradley introduced the item and asked for a motion.
MOTION: Alderman Steger made a motion to approve Resolution 08-20, approving an
economic development agreement with Deloitte LLP and its procurement
company for establishment of a "PROCO" in the Town pursuant to the Town
of Westlake Economic Development Policy and Tax Abatement Policy.
Mayor Pro Tem Redding seconded the motion.
Interim Town Manager Hennig advised the Board that changes are required to Section 3.03
(Grant Payment) to stipulate that payment will be made at the end of the calendar quarter
versus within 60 days.
The motion was amended and seconded to permit the Town Manager to address changes to
Section 3.03 related to the grant payment.

Consider a Resolution approving the FY 2006/2007 annual audit from Pattillo, Brown &
Hill, L.L.P.
BACKGROUND
We are pleased to announce that there were no "Management Letter" comments for the
current year audit.
The prior year's "Management Letter" contained comments related to opportunities for
strengthening internal controls. Below are the prior year comments and actions:

Statement on Auditing Standards No. 112: This was an informational comment only.
This statement goes into affect for all fiscal year 2007 audits. It states that if material
audit adjustments are prepared by the external auditors, these will be reported as
"significant deficiencies". Also if proper controls are not in place to reduce to a
relatively low level the risk that misstatements caused by error or fraud in an amount that
would be material in relation to the financial statements may occur and not be detected in
a timely period by employees in the normal course of performing their assigned
functions, a "material weakness" will be reported. The auditors have reviewed our
controls and found them to be sound. There were only a few audit adjustments for the
year ended September 30, 2007. The majority of these adjustments were proposed by
Town personnel upon items found after the financials had been forwarded to the auditors,
e.g. invoices to be posted as accounts payable.
Certificate of Achievement for Excellence in Financial Reporting: This comment is the
recommendation of the Town to participate in the Certificate Program. We plan to
submit our Comprehensive Annual Financial Report for the Certificate of Achievement
for Excellence in Financial Reporting for the fiscal year ended September 30, 2007.
Segregation of Duties: Internal controls are designed to safeguard assets and to assist in
detecting losses from fraud or error. A fundamental concept in an effective system of
internal control is the segregation of duties. Although the size of the Town's accounting
staff prohibits complete adherence to this concept, we believe that practices could be
implemented to improve existing internal control without impairing efficiency. With the
addition of our new revenue/records clerk, the Finance Department is now able to more
aptly segregate duties to safeguard our assets.
As implemented in the previous years, we have included the Texas Student Housing
audited information in our report. Because the Board of Aldermen may appoint and/or
remove a director of the Texas Student Housing Board, it was determined that TSH
should be considered a component unit of the Town. The information has been included
in the financials and in the footnotes. It was also noted that the debt of TSH is not a
liability of the Town.
The inclusion of this information in the Town's audit will not affect any future bond
ratings nor have a negative impact on the Town's overall debt ratio for the purpose of
securing additional financing in the future.

APPROVING THE FISCAL YEAR 2006/2007 ANNUAL AUDIT REPORT FROM
PATTILLO,BROWN& HILL,L.L.P.
WHEREAS, Section 103.001 of the Local Government Code requires that a
municipality shall have its records and accounts audited annually and shall have an
annual financial statement prepared based on the audit; and
WHEREAS, Section 103.002 of the Local Government Code requires that a
municipality shall employ at its own expense a certified public accountant who is licensed
in this state or a public accountant who holds a permit to practice from the Texas State
Board of Public Accountancy to conduct the audit and to prepare the annual financial
statements; and
WHEREAS,the firm of Pattillo, Brown&Hill,L.L.P. was selected and approved
by the Board of Aldermen on July 12, 2006 to perform the Town of Westlake's financial
audit for the year ended September 30, 2007.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF
THE TOWN OF WESTLAKE:
SECTION 1: That the Board of Aldermen does hereby approve the fiscal year
2006/2007 annual audit report from Pattillo, Brown & Hill, L.L.P., attached as Exhibit

Mayor Bradley convened the executive session at 5:23 p.m. The executive session

4. DISCUSSION REGARDING OIL AND GAS DRILLING IN WESTLAKE.
As follow-up to previous discussions, Planning and Development Director Edwards
presented a map depicting the potential drilling sites if a setback of 600 and / or 1000 feet
were desired by the Board.
Alderman Timmerman expressed his concern with regard to radioactive waste from oil and
gas drilling sites, and strongly encouraged the Board to consider the long term effects of
radioactive contamination in and around drilling sites when establishing a setback.
Alderman Timmerman added that the areas of contamination have been reported as far out
as 300 feet from a drill site.
Discussion ensued with regard to establishing the setbacks, monitoring and inspection of
drill sites, and the need to address the clean up at a site, including radioactive waste, when
drilling is complete.
5. DISCUSSION REGARDING A SECOND WATER SOURCE.
This item was not discussed.
6. REVIEW OF REGULAR AGENDA ITEMS.

3. HEAR A REPORT FROM THE FACILITIES AND RECREATION DIRECTOR
CONCERNING PROPOSED PROJECTS FROM PARENT SUPPORT GROUPS.
Facilities and Recreation Director Meyer addressed the Board concerning proposed projects at
the Westlake Academy Campus:
- Install football goals on soccer fields;
- Create more storage space in teacher's lounge;
- Utilize storage room on north end of gym;
- Add picnic table in outside garden on north side of campus.
- Install shades or tint over west and upper windows in the gym to address glare
issue.
Mr. Meyer advised that these items have been requested by a variety of parent groups and
funding has been pledged through those groups.

Additionally, Mr. Meyer advised that a center column will be installed between the wooden
doors on the building to address recurring problems with the current rod locking system.
Interim Town Manager Hennig recognized Mr. Meyer for his service to the school and
advised the Board that staff will continue to evaluate the suggestions brought forth by the
parent groups and,if feasible, implement suggestions.
Alderman Corson inquired if an office is the best use of the space in the gym.
Facilities and Recreation Director Meyer responded that, because of the configuration of the
space, he felt the space would be best used for storage.
4. CONDUCT A PUBLIC HEARING AND CONSIDER AN ORDINANCE APPROVING
AN APPLICATION FOR AN AMENDMENT TO PLANNED DEVELOPMENT 1 (PD-
1) BY AMENDING ORDINANCE 202, WHICH CREATED THE ZONING DISTRICT
FOR (PD-1), OWNED BY MAGUIRE PARTNERS-SOLANA LP, IN THE
WESTLAKE/SOUTHLAKE ADDITION NO. 1; ADDING ADDITIONAL ACREAGE
TO PD-1, APPROXIMATELY 84.25 ACRES OF LAND IN THE C.M. THROOP
SURVEY, ABSTRACT NO. 1510 AND THE W. MEDLIN SURVEY, ABSTRACT 1958,
TARRANT COUNTY, TEXAS; AND APPROXIMATELY 85.91 ACRES OF LAND IN
THE C. M. THROOP SURVEY, ABSTRACT NO. 1510, THE W. MEDLIN SURVEY,
ABSTRACT NO. 1958, THE WILLIAM PEA SURVEY, ABSTRACT NO. 1246 AND
THE JOSEPH HENRY SURVEY, ABSTRACT NO. 742, TARRANT COUNTY,
TEXAS; GENERALLY LOCATED AT THE SOUTHEAST CORNER OF SH 114 AND
PRECINCT LINE ROAD, OWNED BY MAGUIRE PARTNERS-SOLANA LAND LP.
Interim Town Manager Hennig introduced the item. Mr. Hennig explained that it is the desire
of the applicant to have the property (184.32 acres—currently zoned "O" Office) governed by
the same regulations as the current PD-1.
Additionally, Mr. Hennig advised the Board that the applicant is also requesting a change to
the height restriction to permit a higher maximum building height of 735 MSL (currently 700
MSL). Mr. Hennig stated that the Planning and Zoning Commission approved the case
unanimously on February 28, 2008, and heard no opposition to the case.
Director of Planning and Development Edwards addressed the Board regarding the case. Mr.
Edwards advised that the primary differences of the current "O" Office Park zoning and the
"PD-1" zoning classification is 1) allowable floor area ratios; 2) allowable building height
(due to changes in the elevation of the grade); and 3) allowable uses.
Mayor Bradley opened the public hearing.
Mr. Tom Allen, Partner, and Mr. Mike Silliman, Vice President of Leasing, of Maguire
Partners, were present to address question regarding the case.

Alderman Corson expressed his concern with the allowable uses on the property should the
zoning be changed from "O" Office Park to the "PD-1" Planned Development and inquired if
the Board is comfortable with the allowable uses under"PD-1".
Discussion ensued with regard to the allowable uses under the "O" Office Park zoning district
and the "PD-1" allowable uses and the desire of the Board to manage the allowable uses.
Mayor Bradley stated that it was never the intent of the Board to allow retail in the subject
area.
After lengthy discussion, it was the consensus of the Board to proceed with the case with the
condition that only "O" Office Park zoning uses be permitted in the area 600 feet north of the
north right of way line of Dove Road.
Town Attorney Lowry stated that a section would be added to the ordinance as follows:
"Provided, however, that the area depicted in Exhibit "B" shall only be allowed those uses in
the "O" zoning district in the Town's Comprehensive Zoning Ordinance."
There being no other requesting to speak, Mayor Bradley closed the public hearing.
MOTION: Mayor Pro Tern Redding made a motion to adopt Ordinance No. 588,
amending Ordinance No. 202, and providing that uses in the "O" Office Park
zoning classification apply to the area 600 feet of the north right of way of
Dove Road. Alderman Timmerman seconded the motion. The motion carried
by a vote of 5-0.
5. CONSIDER A RESOLUTION ACCEPTING THE DEDICATION OF RIGHT OF
WAY (ROW) NECESSARY FOR THE EXPANSION OF FM 1938 FROM MAGUIRE
PARTNERS-SOLANA LAND LP.
Interim Town Manager Hennig introduced the item, and expressed his appreciation to
Maguire Partners for their efforts, and more specifically as they relate to the FM 1938
expansion project.
MOTION: Alderman Corson moved to approve Resolution 08-15, accepting the
dedication of right of way necessary for the expansion of FM 1938 from
Maguire Partners-Solana Land LP. Alderman Steger seconded the motion.
The motion carried by a vote of 5-0.
6. CONSIDER A RESOLUTION RELATING TO THE GIVING OF NOTICE OF
INTENTION TO CREATE A REINVESTMENT ZONE TO FINANCE
IMPROVEMENTS WITHIN THE ZONE; AUTHORIZING AND DIRECTING
OTHER ACTIONS PRELIMINARY TO THE CREATION OF THE PROPOSED
REINVESTMENT ZONE; AND CONTAINING FINDINGS RELATING TO THE

of the reinvestment zone will come before the Board on March 24,2008.
MOTION: Alderman Corson made a motion to approve Resolution 08-16, as presented.
Mayor Pro Tem Redding seconded the motion. The motion carried by a vote
of 5-0.
7. HEAR A STATUS REPORT ON CONSTRUCTION OF ARTS AND SCIENCES
CENTER BUILDING.
Interim Town Manager Hennig introduced the item and advised that the due date for the
request for qualifications (RFQ) is March 20, 2008. Mr. Hennig advised the Board that staff
will contact the members of the building committee to set up a meeting and present a
recommendation for March 31 or April 1, 2008.
8. CONSENT AGENDA.
Mayor Bradley introduced the item and asked for a motion.
A. Review and approve minutes of Board of Aldermen special meetings held on February
23, 2008;
B. Review and approve minutes of the Board of Aldermen pre-board and regular meetings
