The aim of these policies is to ensure that financial resources are available to meet the present and future needs of the citizens of Westlake. Specifically this policy framework mandates the pursuit of the following fiscal objectives:" FY 2007-2008 Budget FISCAL AND BUDGETARY POLICIES • Revenues - Utility/Enterprise Funds User Fees • Expenditures - Avoidance of operating deficits and maintenance of capital assets • Capital Expenditures and Improvements — Replacement of capital assets on a regular schedule if IVESTLAKE COMMUNITY VISION Westlake is a one- of- a kind community; an oasis with rolling hills, grazing longhorns, and soaring red-tailed hawks, located in the heart of the Fort Worth -Dallas metropolitan area.
