HomeMy WebLinkAbout02-08-01 PZ Min84 Minutes of Planning & Zoning TOWN OF WESTLAKE, TEXAS MINUTES OF THE PUBLIC HEARING OF THE PLANNING AND ZONING COMMISSION February 8, 2001 Present: Allen Heath, Vice -Chairman Hank Barry, Member Sharon Sanden, Member Stan Parchman, Member Matthew Boyle, Town Attorney Trent Petty, Town Manager Dan Boutwell, Town Planner David Smith, Town Engineer Melanie Vanlandingham, Town Landscape Planner Ginger Crosswy, Town Secretary Absent: Bill Greenwood, Chairman Item #1: Commissioner Heath opened the meeting at 7:30 p.m. Page 1 of 2 Item #2: Motion by Commissioner Barry, seconded by Commissioner Sanden, to approve the mina.:_, of the regular meeting held on December 14, 2000, as presented. At this time Mr. Boyle the Town Attorney questioned the date sited in the motion. Commissioner Barry amended his motion to change the date to January 11, 2001, seconded by Commissioner Sanden. After discussion the motion carried unanimously. Item #3: Conduct a staff presentation followed by a Public Hearing to consider a rezoning application for 4.747 acres known as Vaquero, Arthur Addition located west of future Precinct Line Road. Mr. Boutwell, the Town Planner, spoke to the Commission recommending approval of this application. Commissioner Heath opened the Public Hearing at 7:35 p.m. Frank Abbott of Kimley Horn was present representing the applicant. As no one wished to address the Commission on this item, the Public Hearing was closed at 7:36 p.m. There was a motion by Commissioner Sanden, seconded by Commissioner Parchman, to recommend approval to the Board of Aldermen. After discussion the motion carried unanimously. Item #4: Conduct a staff presentation followed by a Public Hearing to consider a replat of 22.180 acres known as Vaquero - Residential Phase 1 located west of future Precinct Line Road. Mr. Smith, the Town Engineer, spoke to the Commission recommending approval of this item. Commissioner Heath opened the Public Hearing at 7:42 p.m. As no one wished to address the Commission, the Public Hearing was closed at 7:43 p.m. Motion by Commissioner Sanden, seconded by Commissioner Barry, to recommend approval to the Board of Aldermen. After discussion the motion carried unanimously. Item 5: Conduct a staff presentation followed by a Public Hearing to consider a preliminary plat for 105.571 acres known as Vaquero, Arthur Addition located south of Vaquero Phase 1 and west of future Precinct Line Road. Mr. Smith, the Town Engineer, spoke to the Commission recommending approval of this item with several staff conditions. Commissioner Heath opened the Public Hearing at 7:54 p.m. Frank Abbott of Kimley Horn and Steve Yetts of WB Texas Resort Communities were present representing the applicant. Debra Heath of 5944 Stagecoach Circle, asked several questions regarding the trails and parks on the open space plan. There was a lengthy discussion concerning the gated community aspect of this preliminary plat. The Public Hearing was closed at 8:15 p.m. Motion by Commissioner Barry, seconded by Commissioner Sanden, to recommend approval to the Board of Aldermen subject to the following conditions: http://www.westlake-tx.org/agendas/Pm02O8Ol.htm 03/09/2001 Minutes of Planning & Zoning Page 2of2 ?J 0 1. The right-of-way dedication for Precinct Line Road shall be by separate instrument prior to the acceptance of the public improvements. The right-of-way dedication between Vaquero and Vaquero Arthur Addition shall have a smooth and matching transition. 2. A duct bank easement shall be granted to the Town by separate instrument for the duct banks within the future Precinct Line Road right-of-way. 3. The Applicant shall cooperate with the Town to achieve the desired alignment of PM 1938. After discussion the motion carried unanimously. Item #6: Conduct a staff presentation and consider a final plat for 105.571 acres known as Vaquero, Arthur Addition located south of Vaquero Phase 1 and west of future Precinct Line Road. Mr. Smith, the Town Engineer, spoke to the Commission recommending approval of this item with several staff conditions. Motion by Commissioner Barry, seconded by Commissioner Parchman, to recommend approval to the Board of Aldermen with the following conditions: 1. The right-of-way dedication for Precinct Line Road shall be by separate instrument prior to the acceptance of the public improvements. The right-of-way dedication between Vaquero and Vaquero Arthur Addition shall have a smooth and matching transition. 2. A duct bank easement shall be granted to the Town by separate instrument for the duct banks within the future Precinct Line Road right-of-way. 3. The street names shall be shown on the plat prior to filing. 4. The developer's agreement must be executed prior to filing of the final plat. 5. The approval of this plat is subject to approval of the Vaquero - Phase 1 replat by the Board of Aldermen. After discussion the motion carried unanimously. Item #7: Motion by Commissioner Barry, seconded by Commissioner Parchman, to adjourn. The motion carried unanimously.
