MINUTES OF THE PUBLIC HEARING
OF THE PLANNING AND ZONING COMMISSION
January 20, 2000

Commissioner Brown opened the meeting at 7:30 p.m.
Item #2: Consider a final plat for Westlake Parkway Phase I. Jeff Williams, the Town Engineer, told
the Commission that the staff recommended approval. Mr. Williams stated that the plat will not be
recorded until all of the improvements are in. Joe Schneider of Hillwood Development Corp. was
available to answer any questions. There was much discussion concerning the developer's request to
delay building the sidewalks and trails along this road. Mr. Schneider stated that these would be put
in as the property along the road is developed. There was a motion by Commissioner Barry, seconded
by Commissioner Sanden, to recommend approval of the plat contingent on an annual review process
regarding sidewalks and trails.
The motion carried unanimously.
Item #3: Consider a site plan for PD 3-1 filed by W.B. Texas Resort Communities. Dennis Wilson,
the Town Planner, told the Board that the staff recommended conceptual approval subject to the
following conditions:
A. Detailed plans, including landscaping, tree protection and tree mitigation, shall be submitted
and approved as part of a revised Site Plan prior to any building permit being released for a
structure in any of the following areas:
1. Club House Area
2. Community Center Area
3. Maintenance Facility Area
4. Entry Areas
B. Detailed plans, including landscaping, tree protection and tree mitigation, shall be submitted
and approved as part of a revised Site Plan prior to any grading pen -nits being released for
roadways, drainage or detention areas, or the golf course.
C. A final plan showing the fencing shall be submitted and approved prior to any construction
permits for structures on the property. Such plan shall at least meet the standards set out in
Article V. Fencing in the Circle T PD Supplement, shall be located on private property, and
meet any requirements by the Fire Official for crash gates.
D. Lighting shall, as a minimum, meet the standards set out in Article VI. Lighting of the Circle T
PD Supplement, A revised lighting plan shall be submitted prior to obtaining a construction
permit for any street or trail.

E. The head -in parking along roads G and C shall be removed, except for parking located
immediately adjacent to the community center and within landscape islands.
F. A minimum of a 5 -foot stabilized shoulder should be provided along all residential streets, and
in front of all residential properties that front on the 60 -foot right-of-way roadways. The cross
sections should be revised to show this.
G. The alignment of Precinct Line Road shall be subject to further Town review and TxDOT
comment.
H. The staff comments provided to the applicant on the proposed site plan shall be used as
guidance in preparing a revised and more detailed Site Pian.
I. No variances from the Town's standards, ordinances or practices are being granted through the
approval of this conceptual Site Plan. The approval does not preclude any conditions or
requirements which may result from review of the plat or construction drawings.
J. The applicant shall provide the Town with a time schedule within 30 days for submission of
the detailed documentation required for a complete Site Plan application.
Mr. Roy Wilshire of Kimley-Horn and Associates, Inc. spoke for the applicant. Mr. Petty the Town
Manager, explained the Site Plan process. There was a motion by Commissioner Barry, seconded by
Commissioner Sanden, to approve this site plan subject to the conditions by the Town staff outlined
above.
The motion carried unanimously.
Item #4: Conduct a Public Hearing to consider rezoning the property located in the area of the
intersection of Ottinger Road and Dove Road from "R-40" Estate Residential requiring one unit per
acre to "R-80" Estate Residential requiring one unit per two acres. Being tracts of land out of the
J.Gibson Survey, Abstract No. 592, Tarrant County, Texas and being comprised of the following
tracts of land, a tract of land owned by Wayne Hoover, as recorded in Volume 5492, Page 93,
D.R.T.C.T., and a tract of land owned by Jerry N. Moore, as recorded in Instrument No. 551152,
D.R.T.C.T. Commissioner Brown opened the Public Hearing at 8:18 p.m. Joe Schneider of Hillwood
Development Corp. spoke for the owner, showing the Commission a tot plan for the property based
on current zoning. As no one wished to address the Commission on this subject the Public Hearing
was closed at 8:30 p.m. There was a motion by Commissioner Heath, seconded by Commissioner
Sanden, to recommend rezoning this property to "R-80" Estate Residential.
The motion carried unanimously.
Item #5: Motion by Commissioner Barry, seconded by Commissioner Heath, to adjourn.
The motion carried unanimously.
The meeting was adjourned at 8:35 p.m.
