MINUTES OF THE PUBLIC HEARING
OF THE PLANNING AND ZONING COMMISSION
January 11, 2001

Item #1: Chairman Greenwood opened the meeting at 7:32 p.m.

Item #2: Motion by Commissioner Barry, seconded by Commissioner Parchman, to approve the minutes
of the regular meeting held on December 14, 2000, as presented.
The motion carried unanimously.
Item #3: Continue a staff presentation followed by a Public Hearing to consider amending the
Comprehensive Zoning Ordinance by replacing Section 3, Glare and Spillover Lighting into Residential
properties of Article VII, Performance Standards with a new Section 3, Outdoor Lighting of Article VII,
Performance Standards. Dan Boutwell, the Town Planner explained this item to the Commission. There
was a short question and answer session at this time. Chairman Greenwood opened the Public Hearing at
7:54 p.m. There was a lengthy discussion at this time, which included moving the meeting to the parking
lot to check various light readings. There was a motion by Commissioner Barry, seconded by
Commissioner Heath, to close the Public Hearing. The motion passed unanimously and the Public
Hearing was closed at 8:50 p.m. There was a motion by Commissioner Barry, seconded by
Commissioner Parchman, to recommend approval to the Board of Aldermen subject to the following
changes:
1. Item number 4 on the staff memo should read "Parking lots and vehicle movement area shall not
exceed 10 foot-candle maximum. nor 1.0 foot-candle minimum."
2. Item number 8 on the staff memo should read "The maximum illuminant level within the interior of
the site shall be 20 foot-candles outdoors at any point with the exception of parking lots."
The motion carried unanimously.
Item #4: Motion by Commissioner Barry, seconded by Commissioner Sanden, to adjourn.
The motion carried unanimously.
The meeting was adjourned at 8:53 p.m.
