MINUTES OF THE PUBLIC HEARING
OF THE PLANNING- AND ZONING COMMISSION
November 18, 1999

Chairman Greenwood opened the meeting at 7:30 p.m.

Item 42: Conduct a PUBLIC HEARING to consider and take action on a request to amend PD 3-1
and the accompanying concept plan. Chairman Greenwood opened the Public Hearing at 7:31 p.m.
Dennis Wilson, the Town Planner, recommended approval to the Commission subject to three
conditions. Mike Meldman of Haas & Haynie stated that he had nothing to add to Mr. Wilson's
comments. As no one wished to further address the Commission the Public Hearing was closed at
7:45 p.m. Town Manager, Trent Petty, recommended that the motion to approve should include
supporting an option to vary the right-of-way for Precinct Line Road so as not to allow less than 165
feet average if deemed appropriate by the Board of Aldermen upon their consideration of the zoning
case. There was a motion by Commissioner Barry, seconded by Commissioner Brown, to recommend
approval to the Board of Aldermen including the Town Managers recommendation plus the
following conditions:
A. The right-of-way for the hike/bike trail on the east side of Precinct Line Road should be indicated
on the Concept Plan.
B. The reduced right-of-way (35 feet) plus easements for local residential streets should clearly total
50 feet. This reduced paving width should not apply to the local residential collector -type roadways
within the development.
C. The final alignment of the Precinct Line right-of-way and interim roadway should be established
prior to final plat or site plan approval, which ever occurs first.
The motion carried unanimously.
Item #3: There was a motion by Commissioner Heath, seconded by Commissioner Brown, to
adjourn.
The meeting was adjourned at 7:55 p.m.
