HomeMy WebLinkAbout11-11-98 PZ MinMinutes of Planning & Zoning TOWN OF WESTLAKE, TEXAS MINUTES OF THE PUBLIC HEARING OF THE PLANNING AND ZONING COMMISSION November 11, 1998 Present: Bill Greenwood, Chairman Buddy Brown, Member Sarah Brown, Member Don Redding, Member Allen Heath, Member Paul Imam, Town Attorney Dennis Nilson, Town Planner Ernest Hedgeoth, Town Engineer Rod Kelly, Traffic Consultant Robert Jenkins, Traffic Consultant Rowland Jackson, Landscaping Consultant Terry Morgan, Special Counsel Ginger Crosswy, Town Secretary Absent: No one Chairman Greenwood opened the meeting at 7:00 p.m. Page 1 of 2 ETLA: Item #2: Consider and take action on a request by Richard Myers for a variance to the setback limitation for his home to be constructed in the Estates of Westlake. Dennis Wilson, the Town Planner told the Commission that since Mr. Myers also owned the adjacent lot and planned to leave it in a natural state he recommended approval of this variance. Mr. Myers spoke to the Commission as to why he was requesting the variance. Motion by Commissioner Redding, seconded by Commissioner Buddy Brown, to recommend approval to the Board of Aldermen. The motion carried unanimously. Item #3: Discussion of whether to create a new zoning category providing for two (2) acre lots. The Commission asked the Town Planner to prepare the new zoning category and bring this back to the Commission. Item #4: Presentation by Bill Resch of Hillwood Development Corp. concerning the preliminary plat of tract 8-3 in Planned Development No. 8 for 41.281 acres located at the corner of Lake Turner Parkway and U.S. 377. The base drainage channel in planning area 8 will be routed along Lake Turner Parkway. Item #5: PUBLIC HEARING on amendments to the Westlake Unified Development Code, Article V, Subsection 2.2 and Article VII, Subsection 3 A.B. The Public Hearing was opened at 7:3 5 p.m. Dennis Wilson, the Town Planned explained the amendments to the Commission. There was no further testimony and the Public Hearing was closed. Item #6: Motion by Commissioner Buddy Brown, seconded by Commissioner Redding, to recommend approval to the Board of Aldermen. Rod Kelly; the Town's traffic engineer and Dennis Wilson, the Town's planner told the Commission that these amendments were only to simplify and clarify the existing standards. Motion by Commissioner Redding, seconded by Commissioner Sarah Brown, to recommend approval to the Board of Aldermen. The motion carried unanimously. Item #8: PUBLIC HEARING on an amended Thoroughfare Plan which also sets the alignment for FM 1938. The Public Hearing was opened at 7:44 p.m. After much discussion as to the FM 1938 alignment, the Commission asked the engineers to prepare another drawing using the aligrunent shown in white, altering the starting point at Dove Road and moving the first curve further west as much as 100 feet, or within the criteria that would meet state standards, and bring this drawing back to the Commission. There was a motion by Commissioner Buddy Brown, seconded by Commissioner Heath, to continue this Public Hearing to the next meeting which will be held on November 19, 1998. The motion carried unanimously. Item #9: No action was taken on this item. Item 410: PUBLIC HEARING on an Open Space Plan. The Public Hearing was opened at 9:17 p.m. There was no one wishing to address the Commission and the Public Hearing was continued to the meeting to be held on November 19, 1998. Item #11: Motion by Commissioner Buddy Brown, seconded by Commissioner Sarah Brown, to adjourn. The motion carried unanimously. The meeting was adjourned at 9:22 p.m. ATTEST: illiam E.
