HomeMy WebLinkAbout10-21-99 PZ MinMinutes of Planning & Zoning TOWN OF WESTLAKE, TEXAS MINUTES OF THE PUBLIC HEARING OF THE PLANNING AND ZONING COMMISSION October 21, 1999 Present: Bill Greenwood, Chairman Allen Heath, Member Sharon Sanden, Member Buddy Brown, Member Hank Barry, Member Scott Bradley, Mayor Don Redding, Alderman Fred Held, Alderman Trent Petty, Town Manager Matthew Boyle, Town Attorney Dennis Wilson, Town Planner Melanie Vanlandingham, Landscape Architect Eddie Haas, Traffic Engineer Ginger Crosswy, Town Secretary Absent: No one. Chairman Greenwood opened the meeting at 7:10 p.m. Item #2: Discuss and take action to schedule a regular meeting date. Motion by Commissioner Heath, seconded by Commissioner Brown, to schedule a regular Planning & Zoning Commission meeting for the third Thursday of every month beginning at 7:30 p.m. The motion carried unanimously. Item #3: PUBLIC HEARING to consider the final plat for GlenWyck Farms. Dennis Wilson, the Town Planner, recommended approval to the Commission. Dale Clark of Warren Clark Development, addressed the Commission thanking the Town staff their cooperation in working out the problems with their final plat. Chairman Greenwood opened the Public Hearing at 7:16 p.m. As no one wished to address the Commission the Public Hearing was closed at 7:17 p.m. Item 44: Motion by Commissioner Brown, seconded by Commissioner Barry, to recommend approval of the final plat for GlenWyck Farms to the Board of Aldermen. The motion carried unanimously. Item 95: PUBLIC HEARING to consider a site plan for GlenWyck Farms. Dennis Wilson, the Town Planner, recommended approval to the Commission subject to staff conditions. Chairman Greenwood opened the Public Hearing at 7:14 p.m. As no one wished to address the Commission the Public Hearing was closed at 7:20 p.m. Item #6: Motion by Commissioner Sanden, seconded by Commissioner Barry, to recommend approval of the site plan for GlenWyck Farms to the Board of Aldermen subject to staff conditions. Dennis Wilson, the Town Planner, reported that the staff recommended denial of the application based on its concerns. Mr. Mike Meldman, of Haas & Haynie, gave the presentation for the applicant. Mr. Meldman asked that the site plan be tabled until a future date but that the request for rezoning PD 3-1 go forward. Melanie Vanlandingham, the Town Landscape Architect, gave a report to the Commission. Chairman Greenwood opened the Public Hearing at 8:25 p.m. There was a lengthy question and answer session during which the following people spoke in favor of the development: Rhonda Smith representing Roland Arthur of 1755 W. Dove Road in Westlake. David McMahan of Four Peaks Development. Trent Petty, the Town Manager, read a letter of support from Doug Reed of Fidelity Investments into the record. At this time Mr. Petty recapped the procedure open to the Commission and reiterated the procedures that would be required by developers in submitting future zoning cases. There was a motion by Commissioner Brown, seconded by Commissioner Heath, to table the rezoning application along with the site plan and the concept plan until the next Planning & Zoning Commission meeting on November 18, 1999. After much discussion there was a vote taken. The motion carried unanimously. There was a motion by Commissioner Barry, seconded by Commissioner Brown, to adjourn.
