Pursuant to properly posted notices (a copy of such notice being attached hereto), the
Planning & Zoning Commission convened its meeting at the Town Hall of the Town of Westlake
in open session at 5:33 p.m. Present at the meeting were Scott Bradley, B.J. Minyard, Randy
Loftis, Bud Hauptman and Hershel Lindly. At 5:35 p.m., the Commissioners retired into
executive session to interview prospects for the appointment as the Town's land planner. At 9:17
p.m., the Chairman and the Commissioners returned to open session, whereupon a motion was
made by B.J. Minyard that the Commission recommend to the Board of Aldermen that it employ
Newman Jackson Bieberstein, Inc. and J. Dennis Wilson & Associates as the Town's land
planners. The motion was seconded by Randy Loftis. After brief discussion, upon vote duly
held, the motion was unanimously adopted.
Mr. Loftis then made a motion that the Commission recommend Sasaki Associates, Inc.
to the Board of Aldermen as an alternative in the event the Board should desire to interview more
than one land planning firm. The motion was seconded by Ms. Minyard. After a short
discussion, upon a duly conducted vote, the motion was adopted unanimously.
Upon motion by Mr. Loftis, seconded by Ms. Minyard, and carried unanimously, the
meeting was adjourned at 9:23 p.m.

MINUTES OF EXECUTIVE SESSION
March 14, 1991
At 5:35 p.m., the Planning & Zoning Commission retired into executive session at the
Town Hall of the Town of Westlake. Present were Scott Bradley, (chairman), B.J. Minyard,
(Commission member), Randy Loftis, (Commission member), Bud Hauptman, (Town engineer)
and Hershel Lindly of Schrickel, Rollins & Associates, Inc. At 5:35 p.m., the Commission
commenced its interview with Mr. Lindly. Mr. Lindly presented a brochure concerning
Schrickel, Rollins & Associates, Inc. and discussed his firm's general philosophy for its services.
He indicated that his firm charged hourly rates of $40, $50 and $75, depending upon the person
performing the work. He estimated that the scope of the work he would anticipate would cost
at least $50,000. The interview was concluded at 6:34 p.m. During this interview, Paul Isham,
the Town's attorney, joined the meeting.
At 6:35 p.m., the Commission met with H. Rowland Jackson, Senior Vice President of
Newman Jackson Bieberstein, Inc. and J. Dennis Wilson of J. Dennis Wilson & Associates.
Messrs. Jackson and Wilson indicated that their respective firms' hourly billing rates range from
$25 to $110, depending upon the party rendering the service and the service being rendered.
They were unable to quote any estimate of cost for assisting the Town in developing a
comprehensive plan and the updating of the Town's zoning code, but promised to provide a
written estimate before commencing work. The interview was concluded at 7:44 p.m.
At 7:45 p.m., the Commissioner interviewed Dan R. Kenney, a principal with Sasaki
Associates, Inc. Mr. Kenney presented a color brochure and reviewed a number of projects in
which Sasaki Associates had been engaged. Mr. Kenney indicated that the hourly rates of Sasaki
principals were $125 and $150, and that its staff hourly charges average $50. The interview was
concluded at 8:56 p.m. At 8:57 p.m., the Commissioners and Messrs. Bud Hauptman and Paul
Isham engaged in a general discussion of the qualifications of the firms which had been
interviewed. At 9:17 p.m. the executive session was concluded and the meeting was returned
to a public session.
