MINUTES OF THE PUBLIC HEARING
OF THE PLANNING AND ZONING COMMISSION
March 2, 1999

Commissioner Brown opened the meeting at 7:03 p.m.
Item #2: PUBLIC HEARING concerning a preliminary plat filed by Warren Clark Development for
the property located at 1650 W. Dove Road, approximately 2100 feet west of San School Road,
adjacent to Dove Road. The Public Hearing was opened at 7:03 p.m. by Commissioner Brown. Jeff
Williams, the Town Engineer, Dennis Wilson, the Town Planner, Melanie Vanlandingham, the
Town's Landscape Consultant, Eddie Haas, the Town's Transportation Consultant and Lou Opipare,
Trophy Club's Fire Chief stated the concerns and recommendations of the staff regarding this
preliminary plat.
David McMahan of Four Peaks Development, Inc. gave an overview of the proposal.
Dale Clark of Warren Clark Development made a. presentation to the Commission detailing the
following planned improvements:
A. Gatehouse as an entry into the public open space park.
B. Continue the pipe fencing keeping a rural look.
C. Six parking spaces for the park would be of grasscretc.
D. Gates into development would be around the corner from the entrance and only be closed at
night. The gates would be in compliance with what Trophy Club required to allow access to
fire and emergency vehicles.
E. The Home Owners Association would maintain the right of ways to the edge of the pavement

F. Berms surrounding development would vary in height to keep a rural look.
G. Landscape requirements of 6 trees per 100 feet will be supplemented on the berms.
H. At the intersection of Randol Mill and Dove Road an area will be landscaped for visual appeal.
1. Stone culverts will be used for a natural feel.
J. Thirteen and one half acres will be dedicated for the park.
K. Two iron type suspension bridges will cross the creek.
L. Waterfall features of native stone will connect the ponds.
M. The water will be recirculated through the pond system.
N. The park will be maintained for three year.
4. The hike and bike underpass under Dove Road has been designed and they will pay for half. If
this can be done during construction they will construct the underpass. If not they will escrow
$68,000.00 with the Town for their half.
P. They will save every tree possible.
Q. There will be no solid fencing.
R. They will be spending $400,000.00 on the park and underpass.
The Commission questioned whether there would be lighting in the park. Mr. Clark stated that they
planned no lighting in the park.
Mr. McMahan asked that variances be allowed on the following points:
A. Some minor fill work be done in the 100 year floodplain.
B. Side yard setbacks on the corner lots be 30 feet instead of 40 feet. Garage doors on these lots
will not face streets.
C. Sidewalks along Dove Road not be required or be constructed of a material other that concrete.
D. The lighting issue in the park and the material used to construct the hike and bike trail be
something softer than concrete for financial reasons.
Dennis Wilson responded to the variance requests with these recommendations. The sidewalks along
Dove Road are needed due to a safety issue, but they could be crushed granite. The setbacks should
remain at the required 40 feet. The lighting issue and the material used for the hike and bike can be
worked out. Mr. Wilson also recommended a variance for the radius of the cul-de-sacs.

Jeff Williams stated that the plan for the fill of the 100 year floodplain can be looked at before final
platting.
Bill Resch of Hillwood Development Co. stated that this is a very good plan for development.
Ray Griffith suggested that there could be an asphalt bike lane constructed along the edge of Dove
Road and there could be a security guard working when the gates were closed to the development.
As there was no further testimony, the Public Hearing was closed at 8:45 p.m.
Item #3: Motion by Commissioner Sarah Brown, seconded by Commissioner Heath, to table action
on the developers agreement.
The motion carried unanimously.
Motion by Commissioner Sarah Brown, seconded by Commissioner Heath, to recommend approval
of the preliminary plat with the conditions suggested by the Town staff, and variances be provided for
the cul-de-sacs have a minimum radius of 40 feet of pavement and 45 feet of right of way, striking
the requirement of water line across the creek and the sanitary sewer stub on River Oaks Drive and
subject to the approval of a fill plan concurrent with the final plat.
The motion carried unanimously.
Item #4: Motion by Commissioner Sarah Brown, seconded by Commissioner Buddy Brown, to
adjourn.
The motion carried unanimously.
The meeting was adjourned at 8:50 p.m.
