MINUTES OF MEETING
February 13, 1991
On the above date the Planning & Zoning Commission convened its meeting at 6:45 p.m.
at the law offices of Bradley, Bradley & Beuttenmuller, 5215 North O'Connor Boulevard, Suite
300, Irving, Texas 75039, pursuant to duly posted notices (a copy of which is attached).
Present at the meeting were Scott Bradley, (chairman), B.J. Minyard, (member), Randy Loftis,
(member), Carroll Huntress, member of the Town's Board of Aldermen, Paul Isham, the Town's
attorney, and Rusty Trenary, an engineer representing Lyda Hunt -Bunker Trust.
Mr. Trenary presented a colored drawing and made a presentation concerning the request
of the Lyda Hunt -Bunker Trust for a rezoning of about 500 acres owned by the Trust from P-
P -Planned Office Park to I -Industrial. As a part of his presentation, Mr. Trenary amended his
request to provide for a height limitation on the property not to exceed 780 feet above mean sea
level.
Mr. Trenary indicated that the proposal had been prepared by HKS land planners and was
submitted merely as a concept plan. He further stated that the plan was not to be considered or
treated as a plat. He stated that the plan which was being presented is an update of a plan
originally prepared for the property by Skidmore, Owens, Merrill.
Mr. Trenary indicated that the owner of the property wished to comply with the
mandatory park dedication ordinance, and that the owner likely would donate more property than
is required in order to properly manage the flood control in the flood plain on the property.
Mr. Loftis engaged in a discussion with Mr. Trenary concerning the need to transition
the development with a greenbelt on the east side of the property where it would adjoin other
landowners.
The Commissioners and Mr. Huntress expressed a general approval of the concept plan
but indicated that the Town is in the process of employing land planners to assist the Town in
developing a comprehensive plan and updating its comprehensive zoning code. It was stated to
Mr. Trenary that his zoning request would not be considered until the new comprehensive plan
has been adopted, and Mr. Trenary indicated his agreement. The Chairman stated that the
Commission will report to the Board of Aldermen that the Planning & Zoning Commission is
in general agreement as to the concept of varying usages provided in the concept plan but would
further recommend that the Board of Aldermen address questions concerning set back distances,
heights, screening, etc. when it adopts a new comprehensive zoning ordinance.
Upon motion by Mr. Loftis, seconded by Ms. Minyard, the meeting was adjourned at
8:17 p.m.
