HomeMy WebLinkAbout10-25-84 PZ MinPLANNING AND ZONING COMMISSION TOWN OF WESTLAKE The Planning and Zoning Commission of the Town of Westlake, Texas held a public hearing pertaining to the proposed new master plan for Trophy Club on Thursday, October 25, 1984 at Lakeview Elementary school cafeteria. Planning and Zoning Commissioner Scott Bradley called the meeting to order at 6:20 p.m. Commissioner Bradley told those present that no action would be taken to approve or disapprove the master plan at this meet- ing.and that the purpose of the public hearing was to get in- put into what the Trophy Club residents think of the master plan. If necessary, other public hearings shall be held. At the request of Mr. Larry Best, a Trophy Club Homeowners Association member, Mr. Bradley gave a synopsis of the original forming of Trophy Club. Comissioner Bradley invited the public to attend Westlake's Planning and Zoning meetings or if they have anything to relay to the commission, contact Mrs. Connie White or Mrs. Tracy Kunkel who attend the meetings as ex -officio members. Commissioner Bradley introduced Mr. Roger Brown, Trophy Club Project Director. Mr. Brown displayed and compared the original Trophy Club master plan, the Gilbraltar master plan and the new master plan proposed by Independent American. Mr. Brown named the following as consultants to the master plan: MARKET RESEARCH M/PF RESEARCH MASTER PLANNING JOHNSON, JOHNSON, & ROY TRAFFIC - INTERNAL PAWA - WINKELMANN CENTRAL UTILITIES LOCKWOOD, ANDREWS & NEWMAN PLATTING & ENGINEERING CARTER & BURGESS GOLF COURSE DESIGN ART HILLS & ASSOCIATES Representatives from the various consulting firms made presenta- tions after which Commissioner Bradley opened the meeting to a question and answer period. Some of the questions and concerns expressed by Trophy Club residents follow: 1. Excess of multi - family and special residential homes proposed. P & Z Meeting Page 2 2. Fear that property values will go down because of multi- family type housing. 3. Water availability. 4. Lack of building inspections. 5. Golf course - against changing original Ben Hogan course. 6. Do not want rental property at Trophy Club. 7. Possibility of busing non-resident children into Trophy Club schools. 8. Cost of street repairs. Who is responsible? 9. Taxes. 10. Lack of soccer fields, baseball fields and other sports facilities for Trophy Club youths. Residents would like land for same to be dedicated to the community. 11. Do not want commercial and/or retail buildings. 12. Traffic - a big problem now and will get much worse, especially with multi -family housing_- 114 access. 13. Need to enlarge clubhouse and improve facilities, 14. Builders trash and clogging of sewer lines. 15. Want traffic light or some control at Trophy Club entry. 16. Lack of adequate fire protection. No police protection. 17. Independent American's lack of credibility and lack of communication with residents. 18. Interest in securing natural gas for Trophy Club. 19. Condition of tennis courts is deplorable - want more courts. 20. Crowded golf course conditions. 21. odor from affluent lake between holes #10 and #180 22. Low water pressure. 23. Want to restrict " for sale " signs, 24. Salty water. P & Z Meeting Page 3 25. Against changing 14th hole on the present, original golf coursed 26. Against road between holes #9 and #1 on original golf course. Against all things that would change the course. 27o Lack of quality in multi -family and single family homes being built. 28.
