The Invocation was given by Mayor Gierisch. City of Roanoke. Joint Regional Meeting March 12, 2008 A. CALL CITY COUNCIL TO ORDER Mayor Sanders, Town of Trophy Club, called the meeting to order at 6:04 p.m. Mayor Bradley, Town of Westlake, called the meeting to order at 6:04 p.m. Mayor Gieriscb, City of Roanoke called the meeting to order at 6:06 p.m. B. PRESENTATION Page 2 of 4 Mayor Sanders introduced the item and turned the floor over to Dr. Karen Rue of the Northwest Independent School District (NISD). Dr. Karen Rue, NISD Superintendent, presented demographic growth figures to the group, and gave an update regarding the Byron Nelson High School sport facilities. Ms. Rue stated that the district has 65 active housing developments with more being platted. The current enrollment is close to 12,000 students and is growing by approximately 1,500 students each year. Mr. Dennis McCreary, NISD, gave an overview regarding the construction of Byron Nelson High School. Mr. McCreary announced the project is on schedule and is expected to open in time for the August 2009 school year. C. NEW BUSINESS I . Discuss and receive input regarding Library. Dr. Rue, NISD Superintendent, advised that the School Board is considering allowing use of the library to the public outside of school hours and the district is willing to work with the different entities regarding use of the facility. Dr Rue suted that the November bond referendum includes funds to conduct a feasibility study for a natatorium. Assistant Superintendent McCreary said one concern of the long range planning committee is ensuring there is enough land to get the district through their growth transition. The City of Keller has offered an afflordable rate of $15,000 annually and approximately $3.000 to transport the children. Mayor Pro Tern McPherson expressed her concern with not be included in the discussions with the City of Fort Worth and the NISD with regard to a joint use natatorium facility, and offered the support of the City of Roanoke toward the operation and maintenance of ajoint facility, Mr. McCreary and Dr. Rue advised that the feasibility study will determine the best location and operation and maintenance needed. and that the study should be complete within two (2) years. Bill Walker, resident of Roanoke, stated that he understood that the discussions between NISD and the City of Fort Worth were regarding swimming pools not natatoriums. Discuss and receive input regarding park facilities: a) Each entity provide a brief overview of current and future park plans Roanoke City Manager Stathatos stated the City of Roanoke has a Professional Services agreement scheduled for an upcoming agenda to construct soccer fields just south of the Recreation Center, and the fields are expected to be under construction by summer 2008 and completed by the spring. He advised that there are boundary discrepancies on the location of Marshall Creek Park and Trophy Club Park. Councilmember Wilson asked if Roanoke would be interested in working with Trophy Club and creating a tri•county sports area. Mayor Pro Tem McPherson expressed her support for an art facility if the park boundary issues can be resolved. Interim Town Manager Hennig advised that the Town of Westlake will be updating the master trail plan in the near future, Mayor Bradley advised the group that Westlake just acquired the title to Roanoke IOOF cemetery. Additionally, be recognized Roanoke and Trophy Club for the idea of regional cooperation. b) Discussion of Trophy Club Park Town Manager Emmons gave a presentation on existing and proposed parks in Trophy Club and gave a brief description of each: - Harmony Park: 13 acre irrigated park - Lakeview Park: 5 acres owned by NISD which has joint use - Independence Park: 188,000 gallon main pool. 37,000 gallon kiddy pool, concession stand - Skyline Park: 3,5 acre undeveloped park - Trophy Club Park: 877 Acre Park with 677 acres in current use. Trophy Club has a current lease dated 2002-2027 for recreation purposes. 0 Discussion of natatorium facility. This item was discussed under item I at the request of Roanoke Mayor Pro Tem McPherson, 3. Discuss and receive input regarding Highway 170 — Highway 114 Interchange. Mayor Sanders stated that he feels that until the Regional Transportation Council reaches a written agreement on how to value toll roads with the North Texas Tollway Authority (NTTA), that no future development will occur. 4. Discuss and receive input regarding inter -community development communication and development along Highways 114 and 170 of mutual interest to all communities. It was noted that Roanoke has a new fire station that will be located in that area. Alderman Corson expressed his appreciation of all three (3) towns coming together to meet on regional issues. Mr. Corson encouraged the consideration of a process to allow Joint Regional Meeting March 12, 2008 Page 4 of 4 for all affected cities to have an input regarding business that fronts State Highways 114 or 170. Mayor Pro Tern Edstrorn added that she recalls a joint corridor program in place back in the late 1990's. City Manager Stathatos stated that he arrived in Roanoke in 1998 and does not recall a joint corridor program. Councilmember Wilson stated that "curb appeal" needs to be addressed on a future agenda. 5. Schedule future meetings, Mayor Pro Tern McPherson stated that she is in support of continuing to hold joint meetings after the election and suggested the next meeting be held in June, and that Roanoke would host. Mayor Sanders expressed his support of holding the meeting quarterly, and suggested the Town Managers coordinate a date. D. ADJOURNMENT 1. Motion made by Susan Edstrom seconded by Jim Moss to adjourn the meeting at 7:58 p.m. The motion carried by a vote of 3-0. 2. Motion made by Larry Corson seconded by Pete Steger to adjourn the meeting at 7:58 p.m. The motion carried by a vote of 3-0. 3.
