HomeMy WebLinkAbout06-12-06 TC MinMINUTES OF THE TOWN OF WESTLAKE, TEXAS BOARD OF ALDERMEN MEETING JUNE 129 2006 PRESENT: Mayor Scott Bradley and Aldermen Bill Frey, Buddy Brown, and Larry Sparrow ABSENT: Aldermen Don Redding and Fred Held OTHERS PRESENT: Town Manager Trent Petty, Town Attorney Stan Lowry, Town Secretary Jean Dwinnell, Finance Director Debbie Piper, Facilities and Recreation Director Troy Meyer, Marketing and Public Affairs Director Carolyn Sims, DPS Director Don Wilson, Executive Assistant Ginger Awtry, Human Resource Manager Todd Wood, and Public Works Manager Jarrod Greenwood 1. CALL TO ORDER. Mayor Bradley called the meeting to order at 7:03 p.m. 2. EXECUTIVE SESSION The Board convened into executive session at 7:05 p.m., as Mayor Bradley read the items to be discussed. 3. RECONVENE MEETING. The Board reconvened into regular session at 7:42 p.m. 4. EXECUTIVE SESSION ACTION. There was no action taken. 5. CITIZENS' PRESENTATIONS. There were no presentations made. 6. CONSIDER AN ORDINANCE AMENDING CHAPTER 94, UTILITIES, ARTICLE II, WATER; WASTEWATER, OF THE TOWN OF WESTLAKE CODE OF ORDINANCES, BY ADDING SECTION 94-33 "DROUGHT CONTINGENCY PLAN." Mayor Bradley explained the proposed Ordinance. Alderman Sparrow moved to approve Ordinance No. 503, amending Chapter 94, Utilities, Article II, Water; Wastewater, of the Town of Westlake Code of Ordinances, by adding Section 94-33 "Drought Contingency Plan." Alderman Brown seconded the motion. There was no discussion and the vote on the motion was as follows: Ayes: Aldermen Frey, Brown, and Sparrow Nays: None Mayor Bradley declared the motion carried unanimously. 7. CONSIDER AN ORDINANCE AMENDING CHAPTER 98, ARTICLE III SECTION 98-83 OF THE TOWN OF WESTLAKE CODE OF ORDINANCES BY ADDING SUBSECTION (C) "IRRIGATION CONSERVATION." Mayor Bradley explained the proposed Ordinance. Alderman Brown moved to approve Ordinance No. 504, amending Chapter 98, Article III Section 98-83 of the Town of Westlake Code of Ordinances by adding Subsection C "Irrigation Conservation." Alderman Frey seconded the motion. There was no discussion and the vote on the motion was as follows: Ayes: Aldermen Frey, Brown, and Sparrow Nays: None Mayor Bradley declared the motion carried unanimously. 8. CONSIDER A RESOLUTION AUTHORIZING A CONTRACT WITH BRANSOM FLOOR SERVICE, INC., TO SAND, REFINISH AND STRIPE THE HARDWOOD FLOOR IN THE WESTLAKE CIVIC CAMPUS GYMNASIUM. Aldermen Frey moved to approve Resolution No. 06-34, authorizing a contract with Bransom Floor Service, Inc., to sand, refinish, and stripe the hardwood floor in the Westlake Civic Campus Gymnasium. Alderman Brown seconded the motion. There was no discussion and the vote on the motion was as follows: Ayes: Aldermen Frey, Brown, and Sparrow Nays: None Mayor Bradley declared the motion carried unanimously. 9. CONSIDER A RESOLUTION AUTHORIZING A CONTRACT WITH FINANCIAL INVOICING RESOURCES ENGAGED, INCORPORATED, (FIRE, INC.), A TEXAS CORPORATION, TO PROVIDE COST RECOVERY SERVICES FOR FIRE AND RESCUE OPERATIONS. Town Manager Trent Petty explained the proposed Resolution. He advised that the Town should recover approximately $10,000 per year and that FIRE, Inc., will be paid a percentage of what they collect. Alderman Frey moved to approve Resolution No. 06-35, authorizing a contract with Financial Invoicing Resources Engaged, Incorporated, (FIRE, Inc.), a Texas Corporation, to provide cost recovery services for fire and rescue operations. Alderman Brown seconded the motion. There was no discussion and the vote on the motion was as follows: Ayes: Aldermen Frey, Brown, and Sparrow Nays: None Mayor Bradley declared the motion carried unanimously 10. CONSIDER A RESOLUTION AUTHORIZING AN INTERLOCAL AGREEMENT WITH TARRANT COUNTY REGARDING THE REHABILITATION OF DOVE ROAD. Mayor Bradley explained the proposed Resolution. Alderman Brown moved to approve Resolution No. 06-36, authorizing an Interlocal Agreement with Tarrant County regarding the rehabilitation of Dove Road. Alderman Sparrow seconded the motion.
