TOWN OF WESTLAKE, TEXAS
BOARD OF ALDERMEN MEETING
AUGUST 22, 2005
Present: Scott Bradley, Mayor

Absent: None
1. CALL TO ORDER.
Mayor Bradley called the meeting to order at 7:03 p.m. and announced a quorum.
2. EXECUTIVE SESSION.
The Board convened into executive session at 7:06 p.m., as Mayor Bradley read the items to be
discussed.
3. RECONVENE INTO OPEN MEETING.
The Board reconvened into open session at 7:55 p.m.
4. EXECUTIVE SESSION ACTION.
There was no action to be taken.
5. CITIZENS' PRESENTATIONS:
There were no presentations made.
CITY SECRETARY'S NOTE: ITEM #7 WAS HEARD AT THIS TIME.
6. PRESENTATION BY TEXAS STUDENT HOUSING EXECUTIVE DIRECTOR
HANK SMYTH.
Mr. Hank Smyth, Executive Director of the Texas Student Housing Authority, was present. He
introduced the staff attending the meeting and advised the Board who is currently serving on the
TSH Authority Board of Directors (there were none present).
Mr. Smyth presented information on each of the properties owned by the TSH Authority,
reviewed the scholarship award process, advising that he personally reviewed all 800+
applications received this past Spring, reviewed financial information, scholarship history,
scholarship requirements, the 2005/2006 budget for each property, home office budget,
relationship with each property manager, and future plans.
Mayor Bradley explained the bond situation and stated that there are no foreclosures anticipated.
Mr. Pete Ehrenberg, Finance Manager, reported on the interest payments.
Discussion ensued regarding the rates of each apartment complex and the excellent relationship
that has been established with Asset Campus Housing.
The Board of Aldermen thanked Mr. Smyth and the staff for their hard work.
7. PRESENTATION BY TREE CITY USA ADVISORY COMMITTEE CHAIR
JUAN FONTANES.
Mr. Juan Fontanes, Chair of the Town's Tree City USA Advisory Committee, was present. He
presented Mayor Bradley and the Town the 2004 Tree City USA plate to be placed on the Tree
City USA plaque that hangs in the Town Hall lobby and an award for being a member of Tree
City USA for the past five years.
Mr. Fontanes invited the Board and staff to attend the annual Arbor Day festivities and to
participate in the "Grillin', Chillin', and Fishin"'.
8. CONSIDER A RESOLUTION APPOINTING NEW MEMBERS TO THE
WESTLAKE TREE CITY USA ADVISORY COMMITTEE.
Mayor Bradley reviewed the proposed Resolution.
Alderman Held moved, Alderman Sparrow seconded the motion to approve Resolution No: 05-
28, appointing new members to the Westlake Tree City USA Advisory Committee.
There was no discussion and Mayor Bradley declared the motion carried unanimously.
9. CONSENT AGENDA.
A. Review and approve minutes of the work session and regular meeting held on August 08,
2005 and the work session held on August 15, 2005.
B. Review and approve any outstanding bills.
Alderman Held moved, Alderman Sparrow seconded the motion to approve the Consent Agenda
as presented.
Discussion ensued regarding the Historical Board budget and the Meals on Wheels payment for
annual dues.
There was no further discussion and Mayor Bradley declared the motion carried unanimously.
10. ADJOURNMENT.
Alderman Brown moved, Alderman Held seconded the motion to adjourn.
The motion carried unanimously and Mayor Bradley declared the meeting adjourned at 8:40 p.m.
