BOARD OF ALDERMEN BUDGET WORKSESSION
AUGUST 15, 2005

CALL TO ORDER.
Mayor Bradley called the work session to order at 3 p.m. and announced a quorum.
1. EXECUTIVE SESSION.
The Board convened into executive session at 3:01 p.m., as Mayor Bradley read the items to be
discussed.
3. BUDGET WORKSESSION.
The board reconvened into open session at 4:20 p.m. and Mayor Bradley welcomed Mr. Mike
Braun with the Alliance Regional News.
Town Manager Trent Petty acknowledged the staff's work regarding the budget.
Mr. Petty advised that there had been a change in the salary increases from the first draft from
5% to 3%, that there is no property tax shown in the proposed budget, and that there is only one
new position shown, a warrant officer.
Mr. Petty reviewed the proposed budget stating that there are no plans to add any residential
platting, that the Town's priority remains in the area of retail and commercial businesses, that
there are no proposed changes in water/sewer rates, that no change in the contract with the City
of Keller for police services is contemplated, that there are no significant new capital projects,
that a four-wheel drive vehicle has been added for use in the parks and during Town -sponsored
events, and that construction of parking lots is proposed for the area near the portable court
building and behind the gymnasium.
Discussion ensued regarding the proposed crime control district election to be held in February
2006, the Dove Road median, stocking the G1enWyck lake with fish for public fishing, the
Westlake Academy Foundation capital fundraiser for the Art/Science Building, construction of
F.M.1938, uses of the hotel occupancy fund, duct bank funding, community activities, and the
possibility of a tree farm location in Westlake.
It was the consensus of the Board that the Town Manager should exercise his discretion
concerning the allocation of the employees' raises provided in the draft budget; that the budget
should be adjusted to allow for stocking of fish in the ponds at the GlenWyck park; and that if in
the future cuts to the budget must be made, the Town Manager will suggest to Board priorities
for cutting the overall budget.
4. ADJOURNMENT.
There being no further business, Mayor Bradley declared the work session adjourned at 5:45
p.m.

8. CONSIDER A RESOLUTION AUTHORIZING AND ENDORSING THE
APPLICATION FOR FUNDING FROM THE TARRANT COUNTY 2006
TRANSPORTATION BOND PROGRAM FOR THE CONSTRUCTION OF F.M.
1938 FROM F.M. 1709 TO THE DENTON COUNTY LINE.
Town Manager Trent Petty explained the proposed Resolution, the proposed schedule for the
construction, and the regional impact.
Alderman Redding moved, Alderman Sparrow seconded the motion to approve Resolution No.
05-27, authorizing and endorsing the application for funding from the Tarrant County 2006
Transportation Bond Program for the construction of FM 1938 from F.M. 1709 to the Denton
County Line.
There was no discussion and Mayor Bradley declared the motion carried unanimously.
9. CONSENT AGENDA:
A. Review and approve minutes of the regular meeting held on June 27, 2005 and minutes of the
budget worksession held on July 07, 2005.
B. Review and approve any outstanding bills.
Alderman Frey moved, Alderman Held seconded the motion to approve the Consent Agenda as
presented.
Discussion ensued regarding payments to Tri -County Electric and Mr. Scott Simmons. .
There was no further discussion and Mayor Bradley declared the motion carried unanimously.
10. ADJOURNMENT.
Alderman Brown moved, Alderman Frey seconded the motion to adjourn.
The motion carried and Mayor Bradley declared the meeting adjourned at 7:52 p.m.
